Thursday's Political Agenda: Resumption of the Senate's 9th Term, European Council Summit in Brussels, and President Duda in Środa Śląska

At noon, the last session of the Senate of the 9th term will be resumed. Marshal Stanisław Karczewski's press conference is scheduled for 11:00 AM.

President Andrzej Duda will visit the Lower Silesian Voivodeship. At 4:15 PM, he will meet with residents of Środa Śląska.

The European Council summit begins today in Brussels. EU leaders will discuss issues such as the multi-year EU budget, priorities for the next 5 years, Brexit, and follow-up actions to the strategic program and EU priorities for 2019–2024. The newly elected President of the European Commission, Ursula von der Leyen, will be asked to present the priorities of the new Commission.

At 3:00 PM, Prime Minister Mateusz Morawiecki will meet with the President of the European Parliament, at 3:30 PM a working session of the leaders will begin, and at 7:00 PM, an EU leaders' dinner will take place.

07:41

Dworczyk:

Kaczyński Possesses Remarkable Competencies, Unique in Poland and Central-Eastern Europe for the Role of Prime Minister. He Has Repeatedly Emphasized Morawiecki as the Best Candidate.

"President Jarosław Kaczyński was an excellent Prime Minister in 2006-2007. He possesses remarkable competencies, unique in Poland and Central-Eastern Europe for the role of Prime Minister. He has been convinced multiple times to undertake the mission of Prime Minister. He has repeatedly emphasized that from his perspective, Mateusz Morawiecki is the best candidate," said Minister Michał Dworczyk on Radio Jedynka.

07:43

Dworczyk on Government Composition: I Agree with the Thesis that a Review of the Past is Necessary. Decisions Will Be Made within PiS Leadership

We congratulate our partners on their good election results, on the new parliamentarians who will be working on Wiejska Street in the next term. I think that matters concerning what the new government will look like should be agreed upon by our leaders, the leadership, and here decisions will be made within the leadership of the PiS party. I agree with the thesis that a review of what has been is necessary. We need to answer the question of whether even greater support could have been achieved in these elections” - said Minister Michał Dworczyk on Radio Jedynka.

07:44

Dworczyk on the Banaś Case: I Hope the Matter Will Be Clarified and Concluded as Soon as Possible

"I believe that Chairman Banaś and all politicians are interested in the quickest possible clarification and conclusion of this matter. I wish Chairman Banaś that all questions find answers as soon as possible and that the case be closed. We know from media reports that the Central Anticorruption Bureau (CBA) has presented a report to Chairman Banaś, to which he must respond within a week. I hope the matter will be clarified and closed as soon as possible" - said Minister Michał Dworczyk on Jedynka radio.

08:00

Mucha:

Yesterday, at the board meeting, a declaration was made regarding PO itself, meaning the elections will take place within the statutory timeframe. Schetyna's term ends in January.

- I am not a member, but I am aware that yesterday, at the board meeting, a rather significant declaration was made regarding PO itself, meaning the elections will take place within the statutory timeframe. Grzegorz Schetyna's term ends in January, so we should expect rather quick elections within our party, which I consider to be very beneficial. And of course, there is a significant group within PO that says such elections should happen quickly at this moment - stated Joanna Mucha in an interview with Piotr Witwicki on Polsat News's "Polityczne Graffiti" (Political Graffiti).

08:03

Mucha:

Schetyna Will Run in the PO Leadership Election, but I'm Deeply Convinced He'll Have Opponents

- I have no doubts that Grzegorz Schetyna will stand in this election, but I am also deeply convinced that he will have a rival, rivals, or a female rival. I think it's too early at this moment to talk about names, because conversations are ongoing, and these discussions between potential candidates are currently taking place, so it is certainly too early to say what those names are, but there will be rivals – stated Joanna Mucha in an interview with Piotr Witwicki on Polsat News's “Polityczne Graffiti”.

08:08

Mucha Asked If She'd Vote for Schetyna: "Rather for a Counter-Candidate." There's a Huge Expectation from Our Electorate, Platforma's People, for a Change Here. We Could Have Won These Elections.

- I think rather for a counter-candidate. Because I believe there's a huge expectation from our electorate, from Platforma's people, for a change to occur here. We could have won these elections. The recent ones. The ones that have already taken place. I think there's a deep conviction that these elections could have been won. They weren't won. What's more, I believe we've truly tested both scenarios: the one where we go together as a united opposition, and the one where there are separate blocs, and in both of these scenarios, we haven't won. Therefore, we must bring about such a change in Platforma to simply give ourselves a chance to win against PiS - stated Joanna Mucha in an interview with Piotr Witwicki on Polsat News's "Polityczne Graffiti," when asked if she would vote for Grzegorz Schetyna in the party leadership elections.

08:14

Mucha:

We Should Shift From 'Who We Fight Against' to 'What We Fight For'

- Now is the time for pronouns. Because we should shift from the phrasing 'who we fight against' to the phrasing 'what we fight for'. Yes, unfortunately, I believe that in this campaign too, we failed to demonstrate this, to formulate and present such a vision for Poland, an idea for Poland. Not a Poland after PiS, but a Poland for 10-15 years from now, and to present it as our offer and show that we are fighting precisely for such a Poland - stated Joanna Mucha in an interview with Piotr Witwicki on Polsat News' "Polityczne Graffiti".

08:14

Kosiniak-Kamysz:

Holding Opposition-Wide Primaries for Presidential Candidate Would Be an Interesting Approach

We are a democratic formation and such decisions [regarding the presidential candidate] will be made after the parliamentary elections are summarized. A decision will be made soon. This will be in the coming days, weeks. Holding primaries soon, not just within the PSL, because that would be too little, would be an interesting way. If we were to conduct such primaries within the opposition, it would be an interesting experience” – said the leader of the PSL, Władysław Kosiniak-Kamysz, in an interview with Karolina Lewicka on TOK FM Radio's morning show.

08:23

Mucha:

We may soon hear Tusk's decision to return to our political scene. I think this is increasingly likely now.
- I think there might be a change here, meaning that soon we will hear a decision from Donald Tusk that he is returning to our political scene. I think this is increasingly likely now - stated Joanna Mucha in an interview with Piotr Witwicki on Polsat News' "Polityczne Graffiti." - I think this is a scenario that will materialize quite quickly [Donald Tusk taking over as head of the EPP] - added the PO MP.

08:53

Karczewski:

I would be dishonest and lie if I said politicians don't talk. They have talked, they are talking, and I assure you they will continue to talk in the future.
Politics would be strange if politicians didn't talk. It is completely natural for politicians to talk. They talk. Conversation is one thing, and plotting or bribing is another. In politics, people talk. We won't be discussing the kitchen. I won't say who I'm talking to, or about what. We have certain arguments that we use. These are the arguments we present during our meetings and conversations. I would be dishonest and lie if I said politicians don't talk. Politicians have talked, they are talking, and I assure you they will continue to talk in the future. Primarily, we talk about the program, also about the atmosphere, about how the Senate functioned – stated Stanisław Karczewski in an interview with Beata Michniewicz in "Trójka's Political Salon".

09:06

Karczewski:

I am convinced and certain that Grodzki did not receive an offer from any important PiS politician
Yesterday's statement by Tomasz Grodzki, that he received an offer to become a minister... I am convinced and certain that he did not receive [an offer] from any important PiS politician - stated Stanisław Karczewski in an interview with Beata Michniewicz on "Trójka's Political Salon". - He did not receive any such offer. An offer to become a minister can only and exclusively come from the Prime Minister - added the Marshal of the Senate.

09:21

Kosiniak-Kamysz:

I hope the opposition retains the Senate. I vouch for PSL senators

"I hope so [the Senate will be retained by the opposition]. If any of the senators seeks fortune on the side of the ruling party… I’m not surprised [by PiS]. It is their right [to conduct talks]. If they do not cross standards, if they do not corrupt senators, if they do not buy them, but that they want to gain a majority, I am not surprised. They are short one or two votes. I hope the Kałuża case does not repeat itself in the Senate. I vouch for PSL senators" - said the leader of PSL, Władysław Kosiniak-Kamysz, in an interview with Karolina Lewicka on Radio TOK FM's Poranek.

09:42

Gowin:

Yesterday I confirmed that Porozumienie will not vote for the abolition of the 30-fold limit, and I think this issue will be taken off the agenda
  • There are certain programmatic issues that are important to us, and there are certain programmatic adjustments that we believe should be made. Yesterday I confirmed to both my interlocutors that Porozumienie will not vote for the abolition of the 30-fold limit, and I think this issue will be taken off the agenda - stated Jarosław Gowin in an interview with Marek Kacprzak on the WP program "Tłit".
  • Theoretically, of course, PiS and Solidarna Polska can outvote such a solution, for example, with the left, because the abolition of the 30-fold limit is a blow to the highly qualified specialists, IT professionals, mechatronics engineers, scientists, inventors, etc. That is, to the most creative part of society. Porozumienie will not lend a hand to such a blow, and I had the impression that my interlocutors accepted this with understanding - added the Deputy Prime Minister.

09:43

Karczewski on Extra Senate Session: There is No Need, I Haven't Heard of Such a Situation
There is no such need, I have not heard of such a situation, of such circumstances that would authorize or oblige me to convene another session [of the Senate in its old composition]. Therefore, the information you are talking about is untrue – stated Stanisław Karczewski in an interview with Beata Michniewicz on “Trójka’s Political Salon.”

09:44

Kosiniak-Kamysz:

I take 100% responsibility for the result, for what I proposed, for Polish Coalition, for expanding the formula, for entering cities, and it succeeded

"I took 100% responsibility. If it hadn't succeeded, the blame would have been solely mine, but a leader is there to take 100% responsibility. I stated this plainly. I take 100% responsibility for the result, for what I proposed, for Polish Coalition, for expanding the formula, for entering cities, and it succeeded" - said the leader of the Polish People's Party, Władysław Kosiniak-Kamysz, in an interview with Jacek Prusinowski on Radio Plus.

11:32

Karczewski:

Andrzej Duda Has the Best Chance for Election, for Re-election. It's Known He Will Be Our Candidate. We Have a Candidate, Our Competitors Don't, They're Still Wondering.

- I can name the politicians from Civic Platform who are talking about running in the presidential elections. I don't know who will run, I don't know if Donald Tusk will. I read it yesterday, because I didn't have the opportunity to watch Donald Tusk's interview, but I read it and had ambivalent feelings. After the first reading, I was convinced it was the start of an election campaign, but since I was preparing for this briefing, I read it again and it seems to me that he probably won't run, but I think that Tusk himself, above all, doesn't know if he will run, so it's hard to assess his chances. Andrzej Duda has the best chance for election, for re-election. It's known that he will be our candidate. Civic Platform, as usual, is a bit slow out of the blocks, if I can use a sporting term. We have a candidate, our competitors don't, they're still wondering - stated Stanisław Karczewski at a briefing in the Senate.

11:35

Karczewski:

All indications suggest I will be the candidate for Senate Marshal

All indications suggest that I will be the candidate [for Senate Marshal]. I don't want to self-assess, but I think this term was a successful term. I believe I managed the senators' emotions, I was able to lead the proceedings, but above all, to conduct the matters for which the Senate is responsible, and I think I will be the candidate for Senate Marshal” – said Marshal Stanisław Karczewski at a press conference.

11:49

Karczewski:

We would certainly be in a more comfortable situation if Marian Banaś's election had not happened

We would certainly be in a more comfortable situation if this choice [of Marian Banaś] had not happened. It is an open question what explanations the chairman will provide. I don't know why he came to work, whether he started working as chairman, or if he is responding to the final CBA report. I don't know the details” - Marshal Stanisław Karczewski said at a press conference.

12:00

Banaś:

I Have Ended My Unpaid Leave and Resumed My Constitutional and Statutory Duties at the Supreme Audit Office
I hereby inform that as of October 16, I have concluded my unpaid leave and today I have resumed the performance of my constitutional and statutory duties at the Supreme Audit Office. At the same time, I declare that I will oppose any attempts to attack my person as the President of the Supreme Audit Office. I also firmly state that I will defend the independence and impartiality of the Supreme Audit Office as the supreme state audit institution. Manipulated and false media reports aimed at discrediting my person undoubtedly constitute a form of revenge by those circles that, as a result of the reform of the fiscal and customs services, have lost their previous influence and ability to make the most important decisions in the Republic of Poland. Remaining faithful to the oath I have taken, I emphasize once again that I will adhere to the provisions of the Constitution of the Republic of Poland, and I will fulfill the duties entrusted to me impartially and with the utmost diligence. Furthermore, I note that, according to the communication from the Central Anticorruption Bureau, the audit of my financial statements concluded on October 16 - wrote Marian Banaś in a statement published on the NIK website.

12:07

Gowin:

Agreements between PiS and Porozumienie Concluded. We had a very good conversation with PJK, then PMM joined us

- Yesterday, or rather early this morning, programmatic agreements were concluded. Here we are 90% in agreement, and personal agreements, and here I think we are 100% in agreement between PiS and Porozumienie. Specifically, we had a very good conversation with President Kaczyński. Then Prime Minister Morawiecki joined us. I am counting on the agreements between PiS and Solidarna Polska being just as quick and harmonious - stated Jarosław Gowin in an interview with Marek Kacprzak on the WP program "Tłit".

- I can only say that programmatically, Porozumienie will be responsible for the areas of science, innovation, and new technologies. We would like to have more formal influence than before on what we have influenced, specifically Minister Emilewicz informally, as well as the Energy Plus program, the prosumer energy program, i.e., the democratization of energy. In our opinion, this program is a great success. This should find some formal expression. I can say that from the side of President Kaczyński or Prime Minister Morawiecki, this point of view met with approval - the Deputy Prime Minister continued.

12:40

Klich:

We consider the convening of a Senate session after the elections a very dangerous precedent

In the new term, matters in the Senate will proceed in a completely different way. We consider the convening of this Senate session a very dangerous precedent, much like the session of the Sejm, because although it falls within the boundaries of the law, it is inconsistent with previous parliamentary practice and may be used in the future for ill intentions and bad purposes. This is a bad precedent, and this precedent should not have happened in the case of the Sejm and the Senate” - said Bogdan Klich, head of the Civic Platform's Senate club, at a press conference.

I appealed today on behalf of the club, together with Marshal Borusewicz, at the meeting of the Convention of Seniors to Marshal Karczewski, so that this Senate session would not take place” - he added.

14:27

Biedroń on selecting a Senate Marshal candidate: The problem is the lack of dialogue. An attempt to force the presidium through will simply not work, dear Grzegorz.
We are open to discussion. If we can finally meet and start talking about the composition of the presidium and the functioning of the Senate, we are open. We on the left have our hearts on our sleeves. We are ready to support a good candidacy from our colleagues from other opposition forces, but there are also individuals within the PSL and Lewica who are ready to serve in such roles. The problem isn't whether we should discuss a marshal proposed by Platforma or not. The problem is that there is no dialogue, no conversation, no discussion. An attempt to force the Senate marshal and the presidium through will simply not work, dear Grzegorz, so don't even try those tricks" – stated Spring leader Robert Biedroń at a press conference in the Sejm.

Schetyna Publishes Joint Photo with Tusk:

No Change on the Western Front.

Grzegorz Schetyna, the leader of Civic Platform (PO), has published a joint photograph with Donald Tusk, the former Prime Minister of Poland and former President of the European Council. The photo was shared on Schetyna's Twitter account, accompanied by the caption "Na Zachodzie bez zmian" (No change on the western front).

The publication of this image comes at a significant moment in Polish politics, as the country is in the midst of a parliamentary election campaign. Civic Platform is one of the main opposition parties, and a strong showing from Tusk, even from outside the immediate political arena, could energize its supporters.

The phrase "Na Zachodzie bez zmian" is famously the title of Erich Maria Remarque's novel "All Quiet on the Western Front," which depicts the grim realities of World War I. In a political context, it often implies a sense of steadfastness, a lack of significant shifts, or a consistent approach despite external pressures. Schetyna's use of this phrase in conjunction with a photo of himself and Tusk could be interpreted in several ways: it might suggest that the core values and direction of Civic Platform remain unchanged, or it could be a subtle nod to the enduring strength and influence of Tusk within the liberal-democratic camp.

The photograph itself, showing the two prominent politicians together, is likely intended to convey unity and a shared purpose within the opposition. It serves as a visual statement of support and solidarity, aimed at bolstering the party's image and rallying voters ahead of the crucial election.

Morawiecki:

Satisfied that our demands were met, aiming for an agreement on Brexit

- I am satisfied that our demands, which we have been raising for a year, since it became clearly visible that the ratification crisis in the context of Brexit was growing, have been met. We always wanted some form of agreement to be reached, and when Great Britain proposed a new formula, we strongly advocated for it through diplomatic channels. I spoke with Ursula von der Leyen, Michel Barnier, and Boris Johnson on several occasions, encouraging them to find a compromise on this matter. And it is clearly visible where there is dialogue, there is also an agreement, and we are in a much better situation today because if the House of Commons ratifies this new formula, and we approve it at the European Council, then we will be in the position that Poland has always strived for. Poland has always emphasized that while we would have preferred Great Britain to remain in the EU, we respect the choice of the British people – stated Prime Minister Mateusz Morawiecki before the EU summit in Brussels. As he noted, our interests are secured today.

- A huge success for Polish diplomacy. It is very good that behind the scenes of these difficult negotiations, the Ministry of Foreign Affairs, Minister Szymański, acted very effectively to achieve such a compromise. Therefore, we are very satisfied here – added the head of the Polish government.

15:44

PM on the EU budget: We do not accept the current proposal by the Finnish Presidency. We are showing this is not an area for compromise.

- Poland points out that it is important to find new sources of financing for new priorities and areas, such as an aviation tax, a financial transaction tax, or a digital tax, because they will allow us to break out of the impasse we have been in for 18 months. We do not accept the current proposal put forward by the Finnish Presidency. We are showing that this is not an area for compromise. We are also showing how we have effectively reconstructed the 'Friends of Cohesion' group. All treaty-based policies, i.e., agricultural policy, which aims to equalize subsidy levels for Polish farmers compared to Western European farmers, or cohesion policy, must be secured - stated Prime Minister Mateusz Morawiecki before the EU summit in Brussels.

15:53

Budka:

I'm prepared to run for PO leader today, as there must be a choice

- Yes, I am prepared to run in these elections because there must be some choice. This was clearly stated yesterday at the board meeting, that we are fortunate that PO is the most democratic party. Every member has one vote. However, I haven't made any decision yet, as I will be speaking with my colleagues. The most important thing now is to oversee what's happening in the Senate, to well organize the club's work, and introducing these emotions into the public sphere and shifting the entire burden onto internal elections now could end badly for the Platform itself. Let's conclude a certain stage, constitute the club, elect the Marshal of the Senate, the Deputy Marshal of the Sejm, and then quickly conduct the electoral process - stated Borys Budka in an interview with Justyna Dobrosz-Oracz, when asked if he was prepared today to run in the elections for the leader of the Platform.

When asked if it was a strategic mistake by the Platform that the elections within the party could not be accelerated, as he had proposed, the PO politician replied: - I think someone misunderstood that statement. I'm not talking about shortening anyone's term. Grzegorz Schetyna's term ends in January 2020, this is stipulated in the statute, we all know this, and now it's purely a technical matter of when the elections will be held. And that's all. These elections can be held, the process can only begin in January. I believe it can be done as it was four years ago, meaning these elections can be held at the turn of the year, or by the end of December. These are absolutely not accelerated elections. This is important. No one wants to shorten anyone's term. This term is expiring, but one can be prepared for either Grzegorz Schetyna to confirm his mandate for another term, or for there to be a new leader, but for this transition to be very smooth.

15:57

Płażyński:

I'll be honest, I never felt Jaki was my leader. The 'New Generation Declaration' is his initiative.
I'll be honest, I never felt that Patryk Jaki was my leader. I agree with him on many issues and I see similar problems facing Europe that are also knocking on Poland's door – stated Kacper Płażyński in an interview with Łukasz Jankowski on Radio Wnet. As far as I know, Patryk Jaki is not a member of PiS, and he even left Solidarna Polska. [The 'New Generation Declaration'] is Patryk Jaki's initiative. I understand he is building his circle of trusted people. I am a member of Law and Justice. Patryk Jaki is today, as I understand it, a non-partisan politician, but one who sympathizes with Solidarna Polska. We are forming the United Right together – added the PiS politician.

18:20

President Duda: Thank You for Great Turnout in Recent Parliamentary Elections. It Shows People in Our Country Feel Responsible for Polish Affairs

Thank you for the great turnout in the recent parliamentary elections. Indeed, the voter turnout, by the Republic of Poland's standards so far, has been unprecedented. I am immensely grateful. It shows that people in our country feel responsible for Polish affairs. I had a moment of great joy when this turnout was announced” – said President Andrzej Duda in Środa Śląska.

18:21

President Duda: "I am pleased that the United Right's mandate to govern Poland has been significantly strengthened by another single-party majority in the Sejm"

I will not hide the fact that I am pleased that the United Right's mandate to govern Poland has been so significantly strengthened by another single-party majority in the Polish Sejm. I am grateful for this, because many elements of the program that still need to be implemented required another term. I hope they will get to work and that you will soon see further results. I am glad that I will be able to work with them, at least until the end of the current presidential term” - said President Andrzej Duda in Środa Śląska.

19:53

Gowin:

We Will Indeed Have Significantly More MPs, But This Doesn't Mean Smaller Parties Should Push Their Way In. The Main Party in Our Camp is PiS, and I Respect That Fact
If you ask me whether my grouping expects to lead more than two ministries, as is happening this term, I can say unequivocally: no. We will indeed have significantly more MPs than we did, but this does not mean that smaller parties should push their way in. The main party in our camp is PiS, and I respect that fact – Jarosław Gowin said in an interview with Dorota Gawryluk on the program „Gość Wydarzeń” on Polsat News.

19:59

Gowin on Jaki's Proposal for PM Discussion: 'I Fear He Won't Find a Partner'

- Mr. Jaki, whom I respect and consider one of the most capable politicians of the younger generation, is proposing a discussion within the ruling camp on who should be the future Prime Minister. I fear that Patryk Jaki will not find a partner for this discussion - said Jarosław Gowin in an interview with Dorota Gawryluk on the program 'Gość Wydarzeń' on Polsat News.

20:07

Gowin:

I Congratulate Kosiniak-Kamysz on Expanding Not Just Voter Numbers, but Voter Structure. Whose Voters Did He Take? Mine, the Moderate Right-Wing Voters
I congratulate Władysław Kosiniak-Kamysz on the PSL's excellent result and the expansion not only of the number of voters, but also the structure of voters, because as you noted, he has entered the cities. Whose voters did he take? Mine, the moderate right-wing voters – said Jarosław Gowin in a conversation with Dorota Gawryluk on the program “Gość Wydarzeń” on Polsat News.

20:10

Kierwiński:

Today Mr. Banaś laughs in the face of Poles and MP Kaczyński

- Today Mr. Banaś laughs in the face of Poles and MP Kaczyński. I would just like to say one more thing very strongly. Today, in the context of this information, it is no longer solely Mr. Banaś's affair. He should resign immediately. Today, this is a matter of the services' incompetence, Mr. Kamiński's resignation, and Mr. Wąsik's resignation - said Marcin Kierwiński in a conversation with Bogdan Rymanowski on the program „Wydarzenia i opinie” on Polsat News.

20:17

Schreiber:

The President's Indication is Clear, Mateusz Morawiecki Should Be Prime Minister
- The President's indication is clear that Mateusz Morawiecki should be Prime Minister. Jarosław Kaczyński is the leader of our formation, there is nothing strange, surprising, or shocking about this. What's more, it seems the Civic Coalition wanted to apply the same model - said Łukasz Schreiber on Kropka nad I. - Well, but the Civic Coalition isn't among us... so let's focus... - said Monika Olejnik. - You can boldly represent them - Schreiber replied. - You're talking about yourself, who are you talking about? Would you like to be in the studio now or leave? I am an independent journalist. I haven't joined PiS or Civic Platform. That was very inelegant, sir, arrogant - Olejnik replied.

20:19

Fogiel:

These revelations about the Deputy Prime Minister portfolio, I believe Patryk Jaki debunked them yesterday

- These revelations about the Deputy Prime Minister portfolio, I believe Patryk Jaki debunked them yesterday. He is a close associate of Zbigniew Ziobro. We, as United Right, went into the elections with a comprehensive program, quite thoroughly refined within the coalition. The most important thing is that we can implement this program - Radosław Fogiel said in an interview with Bogdan Rymanowski on the program "Wydarzenia i opinie" (Events and Opinions) on Polsat News.
