Tuesday's Political Agenda: Sejm Convenes Post-Election with the Old Composition

At 9:00 AM, the first Sejm session after the elections in the history of the Third Polish Republic will commence, albeit with the previous composition. This will be a resumption of the September session. The proceedings will begin with the swearing-in of Edyta Kubik, who will replace the late Kornel Morawiecki.

Subsequently, the Members of Parliament will address, among other matters, changes to the Penal Code, educational law, and road traffic law. At 2:00 PM, the first reading of a civic bill to amend the Penal Code will take place, concerning the "provision of legal protection for children and youth against sexual depravity and demoralization." The session will conclude tomorrow, while on Thursday, the Senators will commence their work.

At 10:00 AM, a Council of Ministers meeting will be held, but the agenda has not yet been published.

07:44

Sobolewski on the Senate: PiS Adheres to Certain Principles. We Might Have Had a Different Outcome by Choosing Different People, Those Facing Charges. Our Competitors Cannot Say the Same. Besides Gawłowski, There's Also a Former Head of NIK.
The result is not what we expected. Anyway, regarding the result, I don't know if I said this to you or another editor, when I was asked about forecasts, I said I would be very happy if we got 231 seats in the Sejm and 51 in the Senate. My expectations were minimal, but still higher - said Krzysztof Sobolewski in an interview with Dorota Kania on "Polskie Radio 24". - Law and Justice adheres to certain principles. We might have had a different outcome in the Senate if we had chosen different people, but we resigned from them. They were not supported by us or were not put forward by us for the Senate. Meaning people who either had charges... - For example, Stanisław Kogut - the journalist interrupted. - ...Exactly. On the other hand, you cannot say that about our political competitors. People with charges running. Besides Mr. Gawłowski, there is also a former head of NIK - added Sobolewski.

07:50

Sobolewski on Jachira: 'Colleagues' is a rather colloquial term. It's someone who will sit in the same room as myself, and I'd leave it at that.

- Regarding 'colleagues,' it's a rather colloquial term. It will be a person who will sit in the same room as my humble self, and I would leave it at that. However, the sovereign has decided, we respect the voters' voice. It's not for us to judge how Poles decided, whom they elected - said Krzysztof Sobolewski in an interview with Dorota Kania on "Polskie Radio 24".

07:51

Lubnauer:

My Impression is That No One Can Be Satisfied with These Election Results, Perhaps Except for Konfederacja

- You cannot be satisfied when you lose the Sejm, especially since it is in the Sejm that the governing majority is decided - stated Katarzyna Lubnauer in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego". - My impression is that no one can be satisfied with the results of these elections, perhaps with the exception of Konfederacja - she added.

07:57

Lubnauer:

Looking at the Senate, I have the impression there are tough politicians there who won't be easily corrupted or bought.

- Certainly, the Senate will ensure there is no longer what I call legislative diarrhea. There will be no situation where a law, the seventh law amending the Supreme Court, can be passed in a single day - stated Katarzyna Lubnauer in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- Looking at the Senate, I have the impression that there are tough politicians there who will not be easily corrupted or bought - continued the leader of Nowoczesna.

08:05

Lubnauer:

I can answer for myself as leader of Nowoczesna. Any discussions, reckonings, or summaries regarding Schetyna's leadership must take place within Civic Platform.

- I can answer for myself as the leader of Nowoczesna. We brought in 8 people [to the Sejm]. This is of course less than I wanted and expected. But nevertheless, we will certainly discuss what's next, both at the board meeting and in other statutory bodies. However, in the case of Grzegorz Schetyna, any discussions, reckonings, or summaries related to his leadership must take place within Civic Platform - stated Katarzyna Lubnauer in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

08:11

Lubnauer:

Yes, I am not satisfied that we lost the election as the opposition. Our goal was not to get our parties into the Sejm, but to win the election.

- We are dealing with a situation where PiS has a very small majority in the Sejm. Therefore, if we look at the level from which we started a year and a half ago in the assessments of commentators and politicians, we can say that we have taken a significant step forward. Yes, I am not satisfied that we lost the election as the opposition, that PiS will govern, because our goal was not, as some politicians say, to get our parties into the Sejm, but our goal was to win this election - stated Katarzyna Lubnauer in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

08:17

Lubnauer:

We Must Find a Presidential Candidate Now. This Decision Must Be Made Within Civic Coalition in the Coming Weeks
Right now, we must find a candidate for [Poland's] president. In the coming weeks, this decision, which must be made within the Civic Coalition (KO), is about who will be the best candidate. I will not choose, with all due respect to the editor, we will not choose a presidential candidate on TVN. I think [Małgorzata Kidawa-Błońska] is one of the people we will seriously consider, for instance, due to her result in Warsaw, but I think other candidacies must also emerge. We also don't know Donald Tusk's plans – stated Katarzyna Lubnauer in a conversation with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

08:25

Karczewski:

We Can Govern Without the Senate, We Will Govern, We Want to Govern
We can govern without the Senate, we will govern, we want to govern. We want to introduce good changes in Poland. We have a plan. We have an offer for Poles. First and foremost, we have a good program – said Stanisław Karczewski in an interview with Robert Mazurek on RMF FM's "Morning Interview".

08:31

Karczewski on the Senate: We Want This Chamber to be a Chamber of National Accord. I Don't Rule Out Talks with Mr. Brejza Either. One Should, Must, and Ought to Talk to Every Politician
We also want this chamber to be a chamber of national accord. So that we can agree and hold discussions. I don't rule out talks with Mr. Brejza either. One should, must, and ought to talk to every politician – said Stanisław Karczewski in an interview with Robert Mazurek on RMF FM's "Morning Interview."

08:39

Fogiel:

Now it's time for analysis. We will draw conclusions for the future. It's too early to say if everything was flawless

- Of course, now will be the time for analysis, for analyzing our own mistakes, analyzing the flows of electorates, who gained support from where, etc. We will draw conclusions from this for the future, so it is still too early to definitively say whether everything was flawless or if there were perhaps some slips. But when it comes to communicating the issue of the minimum wage, here I have the impression that everything was under control – stated Radosław Fogiel in a conversation with Paweł Lisicki in "Salon polityczny Trójki".

08:48

Sasin:

"We Truly Couldn't Have Expected More Than What We Achieved. PiS Achieves Something Unprecedented in the Third Republic for the Second Time in a Row – an Absolute Majority"
"I am definitely satisfied. We truly couldn't have expected more than what we achieved. This is an unprecedented event. PiS achieves something unprecedented in the Third Republic for the second time in a row – an absolute majority," said Deputy Prime Minister Jacek Sasin on Radio Jedynka.

08:50

Sasin on the Senate: Realistically Looking At It, We Could Have Expected This. We Took It Into Account. Senate Elections Were Extremely Difficult For Us

"Realistically looking at it [the Senate], we could have expected this. We took it into account. Senate elections were extremely difficult for us. The opposition did not pretend in the Senate elections, as they did in the Sejm elections, to be different, divided into several blocs. It was one, monolithic bloc against us. In many constituencies, candidates ran who rather took votes from us than from the opposition. In some places, we were a bit unlucky" - said Deputy Prime Minister Jacek Sasin on Radio Jedynka.

08:51

Sasin:

The Senate Won't Stop Us from Implementing Our Program

"The Senate won't stop us from implementing our program. I want to reassure everyone here. What we presented as our idea for a second term will be realized 100%, including our commitments for the first hundred days," said Deputy Prime Minister Jacek Sasin on Jedynka radio.

08:52

Fogiel:

The Senate is part of the legislative process, but the main burden lies with the Sejm. Senators can propose amendments to laws, and that's what we would expect. However, I fear we will face destructive actions from the opposition.

- The Senate is, of course, an element of the legislative process, but the main burden lies with the Sejm. Senators can propose amendments to laws, and essentially that's what we would expect from them. However, I fear we will face rather destructive actions from the opposition and a slowing down of the legislative process. Although we still have a sliver of hope that this can be avoided, and that our opponents appealed so much throughout the campaign for agreement and for quieting down disputes, perhaps the Senate, in a situation where there is practically a balance there, will be a good experimental ground – stated Radosław Fogiel in an interview with Paweł Lisicki on "Salony polityczny Trójki" (Trójka's Political Salon).

- We will want to at least give our opponents that chance. We'll see what comes of it – added the Deputy Spokesperson of PiS.

10:23

Siemoniak:

PiS's Mandate to Govern Further is Limited, Subject to Caveats

PiS's mandate to govern further is limited, subject to caveats. I draw attention to the fact that the opposition received several hundred thousand more votes than the PiS list” - said PO Vice-Chairman Tomasz Siemoniak in an interview with Jacek Prusinowski on Radio Plus.

10:23

Siemoniak:

The Senate's Role Should Be to Restore Parliamentary Oversight of the Executive, Which Was Lacking in the Sejm for 4 Years

The role of the Senate, beyond its legislative powers, should be to restore parliamentary oversight of the executive branch, which was absent in the Sejm for the past 4 years. The government disregarded the Sejm. Ministers disregarded Sejm committees. Senate committees can hold ministers and various institutions accountable, deliberate, and create a space for public debate” - stated Civic Platform (PO) Vice-Chairman Tomasz Siemoniak in an interview with Jacek Prusinowski on Radio Plus.

10:25

Siemoniak on Senate Marshal Candidate: Decision Must Be Made Within KO, SLD, PSL, and Independent Senators. It Must Be Someone Who, With Their Dynamism and Position, Will Guide the Senate in Rebuilding Polish Parliamentarism

“There are many excellent candidates for the Marshal of the Senate, but I point out that the Civic Coalition is not the only decisive group in this regard. There are several senators from SLD, PSL, and several independents. The decision must be made within this group. This person must be chosen for the situation. It must be someone who, with their dynamism and position, will guide the Senate in rebuilding Polish parliamentarism” – said the Vice-Chairman of PO, Tomasz Siemoniak, in an interview with Jacek Prusinowski on Radio Plus.

11:08

Budka:

In My Opinion, Borusewicz is the Most Likely Senate Marshal

- Bogdan Borusewicz is being spoken of as a symbol, a person who is capable of uniting. Capable of uniting history with what is new. A symbol of Solidarity. However, we will be talking. He is one of those individuals about whom no one would have any doubts that he would be able to lead the work of the Senate correctly once again - stated Borys Budka in an interview with Łukasz Kijak on Gazeta.pl's Morning Interview.

- In my opinion, the most likely Marshal [of the Senate] is Marshal Borusewicz - emphasized the PO politician.

11:33

WKK on Senate Marshal Election: Anyone Trying to Decide for Us Without Discussion May Be Greatly Disappointed

- There are truly various clubs that will decide this, not just the Civic Platform club, so on their behalf, I wouldn't be so quick to throw out names. I have my own political formation and we will present our decision. I truly recommend restraint to everyone in the opposition regarding throwing out names and deciding without discussion. Anyone trying to decide for us, without discussion, may be greatly disappointed – stated Władysław Kosiniak-Kamysz in an interview with journalists in the Sejm.

11:45

State Television Violated Electoral Law. Konfederacja Demands Election Annulment
Due to the fact that state television in particular has engaged in numerous manipulations, violations of electoral law, and in reality has committed the greatest assault on free, democratic elections since 1989, we will intervene in this matter – said Robert Winnicki during a press conference in the Sejm.

As announced, in the coming days Konfederacja will file an electoral protest with the Supreme Court, demanding the annulment of the recent parliamentary elections. According to the party, Telewizja Polska unlawfully failed to comply with a legally binding court order regarding the publication of pre-election polls in which Konfederacja crossed the electoral threshold.

PiS Should Hold Urgent Consultations with PSL. In This Situation, Senator Jan Filip Libicki is the Optimal Candidate for Marshal

13:11

Schetyna:

The Senate Pact, Finding a Model Where Opposition Candidates Didn't Compete, Was a Great Lesson in Democracy and Politics. It's a Chance to Win the Presidential Election and the Next Parliamentary Elections.
The results are known. A confirmation, a replication of the 2015 situation in the Sejm elections, but we won, the opposition won the Senate elections. 51 senators will decide on the new reality in the Senate. We are meeting to say that these were important elections, these are important decisions, and this is a great opportunity for us to return to the true role of parliament, specifically in the Senate. It is the Senate that should control the government, it should be a place for fair, open legislation. It is the Senate that should be a place where opposition rights and debate opportunities are realized. The Senate Pact, finding a model where opposition candidates did not compete with each other, led to victory. This is a great lesson in democracy and politics for us. Expanding integration, strengthening it, good cooperation between parties and environments is a chance to win the presidential election and to be ready for the next parliamentary elections. I believe that only an integrated opposition, cooperating with each other, offers a chance for electoral victory" said Civic Platform (PO) leader Grzegorz Schetyna.

13:11

Borusewicz Appeals to PiS to Postpone Senate Session with Old Composition: "This is an Appeal for Adherence to Principles Governing Politics and Parliament"
"I have an appeal to PiS to forgo the upcoming Senate session, as the situation has completely changed. PiS has lost its majority in the Senate and there is neither a moral nor a political principle that they can pursue in the Senate. This appeal of mine is an appeal for adherence to the principles that govern politics and parliament. All laws that are yet to be considered this week should be considered by the new Senate, after the commencement of the new term. I hope that PiS will understand the awkwardness of this situation and make such a decision," said the Deputy Marshal of the Senate, Bogdan Borusewicz.

13:13

Kidawa-Błońska on the Senate Marshal Candidate: Let's Give Everyone Time to Reach an Agreement. The Coalition Includes Civic Coalition, PSL, and The Left. These Talks Are Underway
“This Senate has no political or moral right to make decisions, because it does not reflect what Poles have chosen. The situation in the Senate is completely different” - said Deputy Sejm Marshal Małgorzata Kidawa-Błońska in an interview with journalists. “Our senators first need to meet, talk; there are many new names. They will be the ones to decide whom they want to see in the leadership of the Senate club and the Senate Presidium. Let's give everyone time to reach an agreement among themselves. The coalition includes Civic Coalition, PSL, and The Left. These talks are underway. They must continue. The talks are underway. Please do not expect us to name the common candidate today” - she added.

13:22

Kidawa-Błońska:

Two days after the election, facing difficult tasks, we're still discussing Schetyna. Personal matters are important and evoke emotion, but as a political force, we have other duties.

“*The decision on who will be the chairman [of Civic Platform] will be made by the members during the elections. For now, we are trying to organize the functioning of the parliamentary club. There must be a first session, we need to talk amongst ourselves. We have gathered in Warsaw yesterday and today. Give us a chance to talk*” - said the Deputy Marshal of the Sejm, Małgorzata Kidawa-Błońska, in an interview with journalists.

“*We are two days after the election, facing difficult tasks, and we are constantly talking about Grzegorz Schetyna. Personal matters are very important and evoke the most emotion, but as a political force, a party, and candidates, we have other tasks that we must resolve*” - she added.

14:18

Schetyna on TVN: "We will discuss the election campaign, the results, and the work of the campaign staff."

- The elections are in January. Today we must establish the structure of the parliamentary club, in the Sejm and the Senate, and cooperate with the opposition. This is the challenge today, and I am not afraid of accountability. Today we have a meeting with the regional leaders. We will discuss the election campaign, the results, and the work of the campaign staff. Tomorrow we have a meeting of the national board and a meeting of the club. Everything is ahead of us. A democratic party, a democratically elected leader. We will discuss everything. I am not evading responsibility - stated Grzegorz Schetyna in an interview with Katarzyna Kolenda-Zaleska from TVN's "Fakty".

15:48

PO-KO:

Information Received About Banas' Alleged Resignation

- Given that information has been received about Mr. Banas' alleged resignation, we will immediately demand from Madam Marshal Witek confirmation or denial of this information. If this information proves to be true, then we expect a clear declaration that it will not be the parliament of this term that elects the head of NIK. If the information turns out to be untrue, then we expect, as before, the resignation of the head of NIK - stated Borys Budka at a briefing in the Sejm.

16:00

Witek:

No Resignation Letter from Mr. Marian Banaś Has Reached Me. I Don't Know Where This Came From. Someone Spread Fake News

I have kept my word, and there is no change [in the Sejm's work schedule]. No letter of resignation from Mr. Marian Banaś has reached me. I don't know where this came from. A moment ago, I received an SMS from a journalist, and I would like to deny this. I know nothing about this matter. Someone spread such fake news because nothing of the sort has happened” - said Sejm Marshal Elżbieta Witek in the plenary hall.

16:28

Karczewski:

I Appeal to Borusewicz to Respect the Choice of Poles from 4 Years Ago. They Chose Us - Senators, not for 3/4 of the term but for the whole one, which we must complete. Referring to laws passed by the Sejm is our duty.

19:54

Gowin:

Morawiecki Will Be the New Prime Minister. The Matter Is Beyond Discussion.
Mateusz Morawiecki [will be the new prime minister of the government]. The matter is beyond discussion. This candidate was nominated by the main party of our camp, which is PiS. Porozumienie [Gowin's party] formally supported Morawiecki's candidacy – stated Jarosław Gowin in an interview with Anita Werner on TVN24's "Fakty po faktach" (Facts After Facts).

19:59

Stachowiak-Różecka:

I'm Often Asked Where Schetyna Made a Mistake. The Biggest Mistake Regarding Wrocław Was What Happened During the European Parliament Elections. Allowing Post-Communists onto the Lists
- I am often asked, given that I became the hero of this spectacle, this duel of 'number ones,' where perhaps Grzegorz Schetyna made a mistake, that he lost to PiS, to me in Wrocław. I think that the biggest mistake, concerning Wrocław, was what happened during the European Parliament elections. Allowing post-communists onto the lists - said Mirosława Stachowiak-Różecka in an interview with Bogdan Rymanowski on the program "Wydarzenia i Opinie" (Events and Opinions) on Polsat News.

20:02

Stachowiak-Różecka:

Regarding President Andrzej Duda, I want to say this briefly. I will certainly do everything on my part for him to win the election.

- When it comes to President Andrzej Duda, I want to say this briefly. On my part, I will of course do everything to ensure Andrzej Duda wins the election. This is my fourth campaign in a row, I'm fired up - said Mirosława Stachowiak-Różecka in an interview with Bogdan Rymanowski on the program "Wydarzenia i Opinie" (Events and Opinions) on Polsat News.

20:04

Gowin on the Vice-Premier Role for Ziobro: It's a Matter for Negotiation Between PiS and Solidarna Polska. We Won't Oppose It.

- It's a matter for negotiation [the Vice-Premier role for Zbigniew Ziobro] between PiS and Solidarna Polska. We won't oppose it, because if I, as the leader of one of the three parties, of the two smaller parties within the ruling camp, am a Vice-Premier, it wouldn't be at all surprising if Minister Ziobro also became a Vice-Premier – stated Jarosław Gowin in an interview with Anita Werner on TVN24's "Fakty po faktach" (Facts after Facts).

20:05

Lubnauer:

We agreed on a joint coalition club

- We agreed that there would be a joint coalition club, in the coalition agreement - said Katarzyna Lubnauer in an interview with Bogdan Rymanowski on the program "Wydarzenia i Opinie" (Events and Opinions) on Polsat News.

20:12

Lubnauer on the Senate: They received a mandate from voters who were strongly against PiS and on the side of the opposition. This mandate obliges senators to respect the will of the voters all the more.
I cannot imagine [senators switching to PiS]. At least those whom I know from the Civic Coalition - said Katarzyna Lubnauer in an interview with Bogdan Rymanowski on the program "Wydarzenia i Opinie" Polsat News. They received a mandate from voters who were strongly against PiS and on the side of the opposition, therefore, this type of mandate obliges the senator to respect the will of the voters all the more - added Lubnauer.

20:17

Lubnauer on Presidential Elections: Senate Elections Showed That the Opposition, When United, Can Win Such Contests
The Senate elections showed that the opposition, if it forms a single bloc, can win these types of elections - said Katarzyna Lubnauer in an interview with Bogdan Rymanowski on the program "Wydarzenia i Opinie" on Polsat News. - These are, unlike other elections, two-round elections. Therefore, there can always be significant support in the second round for a single joint opposition candidate. The one who wins the first round - added Lubnauer.
