Romanian-Polish intergovernmental consultations will take place in Bucharest. At 9:45 Polish time, Prime Minister Mateusz Morawiecki will meet with the head of the Romanian government. The plenary session will begin at 10:30, and a press conference after the consultations at 12:25. An hour later, Prime Minister Morawiecki will also meet with the President of Romania.

In Warsaw at noon, the plenary session of the Social Dialogue Council will commence. A press conference, including the head of "Solidarity" Piotr Duda, is scheduled for 11:45. The Speaker of the Hungarian National Assembly will be visiting the capital and will meet with Marshal Elżbieta Witek at 12:20. Meanwhile, at 13:00 in the Sejm, a ceremony will be held for the awarding of the Grand Cross of the Order of Merit of the Republic of Poland.

President Andrzej Duda will visit the Lublin region. At 14:45, he will participate in the XX General Congress of Polish Historians in Lublin, and at 17:15, he will meet with residents of Włodawa.

The Law and Justice party is organizing a regional convention in Radom with the participation of party leader Jarosław Kaczyński. It starts at 16:00.

The leader of the Polish People's Party, along with Paweł Kukiz, will visit Olsztyn. At 8:30, they will meet with residents, and at 10:30, they will hold a joint press conference.

Civic Coalition's candidate for Prime Minister, Małgorzata Kidawa-Błońska, will visit Silesia. At 11:30, she will participate in Senioralia in Siemianowice Śląskie, at 13:30 she will be in Katowice, at 14:15 a press briefing, and at 15:00 she will participate in a meeting with youth in Sosnowiec. Also in Silesia, the leaders of The Left are organizing three press conferences: at 9:00 in Katowice, at 11:00 in Sosnowiec, and at 14:30 in Bielsko-Biała.

The leader of Civic Platform, Grzegorz Schetyna, will visit the Warmian-Masurian Voivodeship. At 12:00, a press conference will be held in Elbląg, at 14:00 a meeting with entrepreneurs in Morąg, at 16:00 – a visit to the Provincial Hospital in Olsztyn and a conversation with medical staff, and at 16:45 – a press briefing at the Provincial Hospital.

- Minister Emilewicz withdrew from this statement because it concerned the context of ZUS (Social Insurance Institution) and the calculation of ZUS contributions. Here, we are presenting a concrete plan; perhaps there can be some differences of opinion there, as the minister probably would want us to offer even more reliefs, but in the scope of the minimum wage, everything is settled based on the positions of the coalition partners - stated Piotr Müller in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego" (Piasecki's Conversation).

- These matters were agreed upon at the coalition level. Prime Minister Gowin is the head of the Porozumienie party, which was consulted on this matter - the government spokesperson continued.

- First and foremost, political experience in a place like the Sejm should be utilized. Everyone says they're going to the Sejm, but few explain why they are going. There are several goals. Firstly, I am going to normalize the situation of political struggle, which is immense in the Polish parliament - said Marek Dyduch in an interview with Wojciech Dąbrowski on Polsat News' "Graffiti".

- At the moment, it is in the government's plans to introduce this. It is included in the budget draft, and therefore the [matter of introduction] is rather decided. Of course, I do not rule out that something may be modified, as in any budget or plan draft; however, this would mean that we are not introducing it. But for now, there is a plan to introduce it. To be clear: for people employed under an employment contract. It does not apply to sole proprietorships - stated Piotr Müller in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

If I am to have forty-something MPs who are mediocre or just come to sit in parliament, then I don't need that. The Left must win voters, communicate its program, it must have some character – said Marek Dyduch in a conversation with Wojciech Dąbrowski on Polsat News's "Graffiti".

Currently, the ZUS contribution is calculated based on 60% of the average wage. This rule is not changing; it will be retained. For individuals with lower incomes, we will present on Saturday exactly how it will look, and it will be lower than calculated under the current rules. This means that individuals employed in a sole proprietorship who earn a good amount, even 10,000 PLN, will continue to pay the flat-rate ZUS contribution at the level of 1300 PLN this year – stated Piotr Müller in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- If there were demands before for the left to unite, well, here it is. It has happened, it is a fact. If there are three leaders, one won't suddenly emerge. After the elections, it's a matter of discussion, conversation, and seeking the shape of the Left - said Marek Dyduch in an interview with Wojciech Dąbrowski on Polsat News' "Graffiti".

- Professor [Adam Strzembosz] is of course entitled to appeal to the Prime Minister, but the matter of Minister Ziobro's dismissal is not on the table at the moment. There are no reasons for Minister Ziobro to be dismissed - stated Piotr Müller in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- This thesis is purely propaganda. I won't even mention who owns this media outlet. It has an interest in undermining the sense of Polish state actions. It's difficult for me to comment on this. All serious countries in the world fight for their image, they fight for their position, because the competition is very fierce - said Piotr Gliński in an interview with Paweł Lisicki on "Political Salon" on Polish Radio Trójka.

„There is no such possibility, no such force that will lead to, as our opponents claim, 21 days [of waiting for a specialist appointment]. These are figures and promises pulled out of thin air. We need to systematically and consistently introduce changes in healthcare, but we cannot promise the moon” - said Marshal Stanisław Karczewski on Radio Jedynka.

- It's hard to comment on this seriously. Sometimes the stupidity is significant. One could say it's actually a form of cabaret. You could say it's a case of the pot calling the kettle black - said Piotr Gliński in an interview with Paweł Lisicki on the "Political Salon" program on Radio Trójka.

„I meet with residents and I compare the speeches of President Jarosław Kaczyński, who speaks without notes, speaks from his head, speaks from his heart, knows what he's talking about, has everything organized. He talks about history, the present, the future. He knows what he wants and what our party wants. He is the author of our program, our success, our coalition. Grzegorz Schetyna has to read from a prompter. He makes mistakes, he forgets his program. I can't imagine such a debate” – said Marshal Stanisław Karczewski on Polskie Radio Jedynka.

- Campaigns change. There are specific differences in various campaigns. Fundamentally, election campaigns also aim to convince voters. The current ruling camp, the PiS and United Right, has been executing the plan we set out from the very first day of this campaign. We want to show Poles how many things we have managed to achieve that our predecessors from PO and PSL previously said were impossible to implement. And we are implementing them, not looking at how our competition is conducting its campaign. Indeed, it often happens in campaigns that those who want to take power, who aspire to take power, set the tone of the campaign. If you believe this campaign is duller than previous ones, it means that today the opposition lacks ideas on how to conduct a campaign - stated Paweł Szefernaker in an interview with Marcin Fijołek on Poranek Siódma9.

- I believe that the campaign on the ground is not dull at all; it is very active. Yesterday, I came to Warsaw to the Ministry of Interior and Administration directly from Koszalin, from the Koszalin region where I am a Member of Parliament and where I am running in the elections. I believe it is a very active and interesting campaign on the ground. Perhaps from the perspective of journalists observing the central campaign, the issue of the opposition's engagement or ideas is not as interesting as it used to be, but that is your opinion and observation. We, above all, humbly fight for every vote in every region of Poland, and we will continue to do so until the end of the campaign - the Deputy Minister of Interior and Administration continued.

Regarding Grzegorz Schetyna's words, it's hard to take them seriously because at the start of the campaign, Civic Platform (PO) said that Mr. Arłukowicz would be the face. I honestly don't see him engaged in the campaign in the media. Later, it was supposed to be Mr. Brejza. He rarely appears in the media, and when he does, it's in the context of failures like the "Silni Razem" (Strong Together) initiative. Then they spoke of a strong leader, Grzegorz Schetyna, who proposed a six-pack program, which he himself couldn't repeat. Other PO leaders also couldn't repeat PO's program, the so-called Schetyna's six-pack. The six-pack lasted less than a month, and then Kidawa-Błońska's seven-pack appeared. The question is whether by the end of the campaign it will be a thirteen-pack, because 6 + 7 is 13. I'm curious if anyone is capable of repeating these 13 ideas today. They often change their minds, programs, and the faces of this campaign. And the fact is, what Schetyna says today – I probably won't be able to repeat such a sentence from memory today – but there were certainly statements from Platform leaders after the lost European elections that these were now the most important months. Now we hear that the next three weeks are the most important. Later, we'll hear that the last 24 hours are the most important. We are doing our own thing – stated Paweł Szefernaker in an interview with Marcin Fijołek on Poranek Siódma9.

"It's difficult for me to say whether [the PiS authorities are satisfied with the Amber Gold commission's report], because I didn't write the report to please anyone. I wrote it honestly, reliably, it's written like legal documents are written, and above all, it largely constitutes evidentiary material for the victims," Małgorzata Wassermann from PiS told Beata Lubecka on Radio Zet.

"I have never encountered a situation where anyone told me how I should conduct the commission, whom I should summon as a witness, how I should conduct the interrogation, or what the conclusions should be – never, I repeat," she added.

- I think that journalists observing the campaign are indeed waiting for something that will electrify public opinion. I believe that above all, in 2019, elections in Poland are won by credibility, and if one were to observe how certain circles, those opposed to the government, reacted in the European campaign, how they conducted an aggressive campaign against the government and PiS, we would not have been able to gain a dozen or so percent of support, yet we won those European elections. This shows that campaigns are not won now by any fireworks, any groundbreaking events, but rather, in my opinion, PiS has somewhat changed the way people look at politics. Previously, politics was a kind of theatre, in the 90s and later, politicians appeared in the media, talked about certain slogans, which were usually unfulfilled; everyone has their views, everyone supports some party, went, voted, and this status quo lasted for many years. Today we are showing, we have broken through such impossibilism, such powerlessness, and we are showing that politics is not a theatre, but something that has a real impact on the lives of Poles, citizens. Many people have come to trust PiS due to credibility, and I think that with this credibility, one can win elections, and those who are not credible, who constantly change slogans, programs, faces of their campaign, in my opinion, have no chance, although one must remain humble until the end, because power that is not humble, not close to citizens, not close to human affairs, always loses to itself - stated Paweł Szefernaker in an interview with Marcin Fijołek on Poranek Siódma9.

- A coalition with the progressive left is possible only if the progressive left abandons its progressive demands. If they don't abandon them, there's no need for such coalitions, and that's that. There's no possibility from the PSL's side, and even less so from Paweł Kukiz's environment – stated Marek Sawicki in an interview with Jacek Prusinowski on Radio Plus.

- Paweł Kukiz gave his word that together with the PSL club, he would build a political arrangement in Poland that would allow us to realize the most provisions from our common program. This is why we go to elections together – to form a common club – stated Marek Sawicki in an interview with Jacek Prusinowski on Radio Plus.

"The Justice Fund appears to be Zbigniew Ziobro's private fund, yet it was intended to serve victims of crime. That was the purpose of establishing the fund. These are very substantial funds. We're talking about 200 million [zloty] at Minister Ziobro's disposal. Instead of helping victims of crime, Minister Ziobro is transferring these funds to organizations and institutions linked with Solidarna Polska, brutally using these funds for the promotion of SP politicians. These are not unfounded opinions. These are opinions arising directly from the Supreme Audit Office's report. The NIK has confirmed that out of 200 million zloty, at least 33 million were spent contrary to the fund's objectives, and 85% of the audited funds were spent in an uneconomical and unfocused manner. Ziobro uses these funds as he pleases" - said Michał Szczerba from PO at a press conference in the Sejm.

"It seems to us that PiS has mixed up the names. The Justice Fund is not the Law and Justice party's fund. We are dealing with a gigantic scandal where money that should go to victims of crime is being directed towards political ventures of one of the parties - PiS, Solidarna Polska, Minister Ziobro. This is a huge scandal today. We demand Minister Ziobro's resignation, and from Prime Minister Morawiecki, that he dismiss the current, unsatisfactory composition of the Ministry of Justice" - added Cezary Tomczyk from PO.

Today, many people are starting to talk about the need for changes in healthcare. It's a pity it's so late, because already with the Civic Platform, several years ago and a dozen or so months ago, we spoke about a health pact. We wanted to conclude it with the President and all political forces. We repeated this call on August 17th in Płock at the first convention. Today, we are calling on all political parties to sign a health pact. We repeat this call because the situation is dramatic. District hospitals are indebted, there is no availability of medicines, no access to doctors, and there are fewer and fewer doctors, nurses, physiotherapists, and paramedics. We pay respect to all those who work in healthcare today, because we know the bureaucratic effort involved, how much paperwork there is. The tragic situation in healthcare occurs when doctors and nurses spend more time filling out documentation and stamping papers than examining patients. This is crossing a thin, red line, beyond which, unfortunately, as it appears, the patient's well-being ceases to matter to the entire healthcare system – stated Władysław Kosiniak-Kamysz at a briefing in Olsztyn.

I am certain of one thing. If PiS regains sole power, the first thing they will do is attack local governments. This will be an absolute takeover of local governments, a change to the National Electoral Commission (PKW), a change to local government electoral law, with mayors and presidents elected by councils, meaning the politicization of the state from A to Z - stated Paweł Kukiz at a briefing in Olsztyn.

- The first certainly will be to solidify the 13th pension, there is no doubt about it, we are announcing this and right after the elections. Yes, yes, for all pensioners, and we will introduce this 13th pension as a statutory mechanism – stated Jacek Sasin in "Sygnały dnia" PR1, when asked what the first three decisions would be if PiS wins the elections.

- Permanently, it will be clearly written that this is already a settled matter and there will be no discussion. That is the first point. The second – the minimum wage, what we are talking about, 2600 PLN is already a government decision today, the government has made such a decision, we will introduce it into effect from January 1st. And the third thing we are announcing, which is equal subsidies for Polish farmers at the European level. And here the immense role of our commissioner Janusz Wojciechowski – the Deputy Prime Minister continued.

- We want to commit to all prescription medicines, each one individually, costing PLN 5. Is this possible? It is possible. It's done that way in England. It's partly done in Germany. Every prescription you receive, every medicine will cost PLN 5. Speaking to you is someone who uses prescriptions. I spend almost PLN 500 a month on my health. I have a heart condition, so I know how much it costs - said Włodzimierz Czarzasty during a press conference in Sosnowiec.

'They often ask me why Zagłębie. Why from here? I am not from here. I am a very effective politician. The SLD list brought in five MEPs. Together with friends, we managed to create one common left-wing list. The Silesian Voivodeship, and Zagłębie in particular, should have effective politicians' – Włodzimierz Czarzasty said during a press conference in Sosnowiec.

“The information contained in the journalistic investigation [regarding the Polish Development Fund - PFN] is outrageous. Spending public money on the vice-president’s friends, people who are politically appointed to the foundation’s board, is reprehensible, disgraceful, illegal, and against a sense of basic decency. This is another example of public money being thrown away to friends, to families. This is something that clearly demonstrates the pathology of PiS, the power structure that finances the careers of its acquaintances with our money” – stated the Civic Platform (PO) leader Grzegorz Schetyna at a press conference in Elbląg.

“We will inform the prosecutor’s office about this matter, because the PFN is an institution representing all of us. This is money from state-owned companies” – he added.

„For several days now, materials highly attacking my person have been appearing in the media. I am not at all surprised that this is happening because it is feared by people who do not want cooperation in Poland. They want to build their politics on divisions. I know and deeply believe that if we want to solve people's problems, we must cooperate. Cooperation is for solving problems in healthcare, education, the real problems that Poles talk about. If they want to focus on my person in this campaign, it means they have no proposals for the state, for solving Poles' problems” - said the Civic Coalition's candidate for prime minister, Deputy Marshal Małgorzata Kidawa-Błońska, at a press conference in Katowice. 

„PiS's announcements regarding ZUS are very disturbing. For several days now, entrepreneurs have been unable to ascertain their true position. PiS is desperately seeking money. They can only find this money in the pockets of Poles, and the idea of a multi-tiered ZUS means taking money from Poles here and now, without considering what will happen in a decade or several decades. This will cause inequality in pensions, a 'chimney effect' in pension distribution. Frankly, I don't know if these funds can be returned in such amounts. It is a simple grab for cash. I hope they back down” – said Małgorzata Kidawa-Błońska, the Civic Coalition's (KO) candidate for prime minister and deputy speaker of the Sejm, at a press conference in Katowice. 

“Professor Strzembosz is an authority, a great authority, a person whose voice we should listen to. If he loudly states that Minister Ziobro should resign, he is 100% right. Civic Coalition (KO) filed a motion to dismiss Minister Ziobra, and we showed why he shouldn't be a minister. Every passing day shows that bad things are happening in the Ministry of Justice. If we add to this the money that was intended for the aid of victims of violence, spent in a scandalous manner, it has become party money. This is yet another reason why Minister Ziobro should not be a minister. I don't understand why the Prime Minister hasn't dismissed Minister Ziobra by now” - said the KO candidate for Prime Minister, Deputy Speaker Małgorzata Kidawa-Błońska, at a press conference in Katowice. 

- There's no point in accepting such promises, and they should be treated with great skepticism, that tomorrow we'll earn 40,000 PLN, the day after tomorrow 50,000 PLN. I'm a politician. A politician can promise anything on any issue and spout nonsense just to give their party 1-2% more. Let's not be rationally fooled by this. It's not like tomorrow the sky will be different. It's not like tomorrow will be wonderful. Don't be deceived by politicians who promise you everything right now. Politicians are largely people who promise you the moon, but no one will give you as much as they promise. We, as the Left, truly want to return to the Sejm and we will return to be a guarantor of normalcy - said Włodzimierz Czarzasty during a press conference in Bielsko-Biała.

- Regarding "bum" contracts, various increases can be made to the minimum wage, but no matter how you look at the social aspect of PiS's activities, that promise, which they made primarily to the younger generation, they did not keep. "Bum" contracts should be abolished in every dimension – said Włodzimierz Czarzasty during a press conference in Bielsko-Biała.

- PiS lowered the retirement age. I just wanted to remind you that they lowered it to the level to which the Polish left had brought this retirement age. Then Platforma [Obywatelska] together with PSL raised this retirement age - said Włodzimierz Czarzasty during a press conference in Bielsko-Biała.

- I wanted to say one thing to the employees of foreign companies whose branches are in places like yours. The Left believes that employees of these companies should earn the same salaries as in other European countries, if it concerns the same company - said Włodzimierz Czarzasty during a press conference in Bielsko-Biała.

- This summary can essentially be encapsulated in one word, but a fundamental, most important one when it comes to politics. That word is credibility. We made many promises before the elections, and also during our term, and everyone must admit that at least a crushing majority of these promises have been fulfilled - stated Jarosław Kaczyński at the convention in Radom.

- And remember, ladies and gentlemen, that without credibility, without fulfilling promises, the entire mechanism of democracy, the electoral mechanism, is meaningless. Elections turn into a kind of ritual. Everyone says something, voters vote randomly, based on some personal sympathies or antipathies, but without substantive grounds, often deciding at the polling station, and all of this usually serves to perpetuate what was before. And in our case, because I don't want to judge other countries, what preceded us was post-communism, and more precisely, late post-communism. It was a system that was both inefficient and very unjust, leading Poland in a truly wrong direction, and we stopped and reversed this post-communist path - continued the PiS chairman.

- Polish debt, unlike the Greek crisis which is tied to enormous indebtedness, is not growing but shrinking. Granted, a representative of the opposition could stand next to me here and cite absolute figures, saying that the total public debt today is greater than a few years ago. Yes, it is greater, but that's not how it's measured. Someone who has millions in assets and 100,000 PLN in debt, for them it's nothing, but if someone has only 100,000 PLN in assets, it's a huge problem for them. In short, it's about comparing assets with indebtedness. Or comparing annual income with indebtedness. In the case of states, this is compared with something that, in simplified terms, is annual income, which we today call GDP. Here we are dealing with a very clear improvement. We implemented this social program while improving public finances - stated Jarosław Kaczyński at a convention in Radom.

- We have recognized that the time has come to set more long-term goals. This is a path for 3-4 terms, but within 3-4 terms, we can achieve at least the EU average. This requires, on the one hand, an efficient state, because efficient policies must be pursued in the economic and social spheres, and it requires the continuation of this major social program, and PiS is the guarantor that this program will be maintained – stated Jarosław Kaczyński at the convention in Radom.

- This means appropriate management of funds and appropriate mechanisms, including administrative ones. This means, for example, on this land, the Mazowieckie Voivodeship, without Warsaw. I see that you like this. But it is also rational. Warsaw has 150-something percent of the EU average, which is clearly more than Germany, even more than the Netherlands. Maybe not more than Ireland, which is super rich, or Norway. Generally speaking, it is already a very wealthy place. Meanwhile, the average in these other parts is sometimes below 50% of the average, which is more than 3 times less than in Warsaw. And this is, of course, a situation that needs to be changed, but to change it, there must also be appropriate administrative conditions. This concerns both domestic policy and European funds. And that is why this kind of decision, regardless of how Marshal Struzik rages here, must be implemented. First, we must win together, and only then will we be able to implement it. I cannot implement it alone - stated Jarosław Kaczyński at a convention in Radom.

- We need good healthcare. I am saying this here to emphasize it. This is also a major goal of this policy. We need a healthcare system at a Western European level, and that means healthcare spending must exceed 6% of GDP. I am only talking about healthcare financed from public funds - stated Jarosław Kaczyński at the convention in Radom. - When we achieve this, and as is known, there is a plan and a commitment, and we will fulfill it, and we want to fulfill it even earlier. I don't know if it will succeed, but I hope it will. Exceeding this 6% at least a year earlier, it will probably be around PLN 150-160 billion then. Now we have over 100 billion. We had about 70 billion, even slightly below 70 billion. This will be more than a doubling of funds, a truly huge change, and this is also part of this idea - emphasized the PiS leader.

- I know some businessmen say that [raising the minimum wage] will kill them, that they will fire employees as a result. Don't believe that, citizens. When our Prime Minister meets with businessmen, and I hope this will be visible in various places, on television above all, and has rational discussions with them, they come to the conclusion that it can be done - stated Jarosław Kaczyński at a convention in Radom.

- The decision that will be made on October 13th will be a decision between development and anti-development. Forward or backward. And we must work hard until the last day [of the campaign], until midnight on October 11th, to convince Poles. Because if Poland had a normal media landscape, I have no doubt how these elections could end. But here, a significant portion of our citizens, our compatriots, live in a fabricated reality, where, for example, this ecological disaster in Warsaw is in reality a minor event, and for example, the fact that I, and especially my colleagues, including the famous Barbara Skrzypek, work well and have enormous archives, is proof against us. If someone works well, it's bad, and if someone works badly, it's good. Some believe this, and some of them, not all, can be convinced. Let's convince them until the last hour, until the last minute. Every vote counts, our effort counts, our mobilization counts. We have an advantage, but we must mobilize our electorate. No one can sleep, no one can be lulled by polls. Because polls don't win elections. They are won at the ballot box - stated Jarosław Kaczyński at a convention in Radom.

- This is a special day, as today we introduced a debate on oncology and the effective fight against cancer into the European Parliament's agenda during its session in Strasbourg. This was a Polish initiative by Polish MEPs from the Civic Platform, part of the EPP group. At 3 PM, the debate was led by Prime Minister Kopacz. Our aim is, and it has been agreed upon, to establish a committee on oncology in the European Parliament. This issue takes precedence when it comes to healthcare. We dedicated a significant portion of our conversation with the director and department heads of the provincial hospital to how we can effectively help, invest European funds, obtain them, and then invest in prevention, diagnostics, and the effective fight for a better standard in Polish hospitals, with a very strong emphasis on oncology. That's what we discussed. Although there is a campaign and many things, it's difficult to talk about many issues because electoral promises, especially those after 4 years of ineffective management of the Ministry of Health and hospitals, sound like a political joke today. However, we believe that the matter of healthcare, which is in an increasingly worse state in Poland, is deadly serious and requires firm, drastic, and swift reactions. We will discuss this in the coming days and will also present and describe our healthcare program. We are already doing this and will continue to do so before the elections - stated Grzegorz Schetyna at a press conference in Olsztyn.

- Healthcare issues are absolutely paramount, absolutely fundamental. Extraordinary decisions are needed. And promises of debt relief for district hospitals are not enough, because it is clear that all of this requires rapid, radical assistance. This cannot be achieved by treating these promises as part of an election campaign - the PO chairman continued.

We believe that healthcare, about health, should be beyond party differences and beyond the election campaign – stated Grzegorz Schetyna at a conference in Olsztyn. We are available, ready. We wanted to cooperate honestly while in opposition. It was not possible, there was no partner on the other side. So now I am convinced that after winning the elections, we will be able to fix healthcare – added the PO leader.

- I believe that we will be able to launch further such programs. I believe that, as has already been said, another 13th pension, and perhaps even two 13th pensions, can be paid out.
