At 11:00 AM, members of parliament, during a session of the parliamentary legislative committee, will provide an opinion to the Marshal of the Sejm on a matter pending before the Constitutional Tribunal (TK) under case reference K 16/19 – in practice, this concerns an examination of the constitutionality of the order to publish lists of support for candidates to the National Council of the Judiciary (KRS).

Initially, the committee was only supposed to deal with the draft law on the pedophilia commission, but the agenda was expanded. - "The Constitutional Tribunal will examine whether the order to publicize the names of individuals who supported candidates for judges is consistent with current constitutional regulations," stated the President of the Constitutional Tribunal, Julia Przyłębska, in a recent interview with TVP Info.

Prime Minister Mateusz Morawiecki will be on a visit to Stockholm. At 11:20 AM, laying flowers before the Katyń monument is scheduled, and at 11:50 AM – a meeting with representatives of Swedish business. At 1:30 PM, a meeting of the head of the Polish government with the Polish diaspora will take place, and at 2:30 PM – a meeting with the Prime Minister of Sweden, Stefan Löfven. “The failure began at 5 AM the day before [Tuesday]. They were informed about the failure literally 29 hours after it occurred. The failure should have been reported because the effects could have been counteracted, as the failure concerned one of the collectors. At that time, there was time for a reaction, but the next day the second collector failed, and all the wastewater from all of Warsaw began flowing into the Vistula River in one stream. It was certainly a mistake to inform about it late” - said Minister Henryk Kowalczyk in an interview with Michał Rachoń on TVP Info.

- Another very good motion. The second this year [motion to dismiss the Minister of Justice]. Perhaps the second in this term, if I'm not mistaken - stated Borys Budka in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego." He added:

"We are listening to public opinion. Here, the vast majority of people expressing this opinion say that Ziobro should resign. - We are going further. We say: the Prosecutor General should not be a politician. It should be an experienced prosecutor, it should be a person of impeccable character, because we are reaching a situation that does not exist in any civilized country. Namely, Zbigniew Ziobro, as a politician, has the right to access every investigation. What's more, he has the right to inform the public - stated Borys Budka in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- This is one of the elements of Ziobro's, his prosecutors', or services' actions. First, someone in the prosecutor's office says some absurd things, a prosecutor conducts an investigation, and based on the idiotic utterances of some so-called informant, public media launch a witch hunt against people. Legal action has already been initiated against TVP, Pereira, and previously against Horala – said Sławomir Neumann in an interview with Karolina Lewicka on TOK FM's "Poranek".

- As long as a court does not rule on such a matter, there is a presumption of innocence - stated Borys Budka in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego". - Voters will verify such candidacies. Until someone has been convicted by a final court judgment, there is a presumption of innocence - added the PO politician.

- Hanna Zdanowska has not left the campaign team. She is working with us, supporting these lists. I would advise more calm. We are preparing the best possible lists that will be able to fight for victory on October 13th - said Sławomir Neumann in an interview with Karolina Lewicka on TOK FM's "Poranek".

- What Minister Kowalczyk has conveyed is chilling. A situation where a failure occurred the day before yesterday morning, and it was only reported after 29 hours. It's hard to say whether this is incompetence or some attempt to hide it and the scale of the failure. Regardless of how Rafał Trzaskowski acts, this is a serious matter for the health of many people, so the government has declared its full support if Warsaw needs it in resolving this failure - stated Sebastian Kaleta in "Political Fifteen Minutes" on TVP1.

- In my opinion, the situation is very serious, and Rafał Trzaskowski's action of informing government administration institutions about the problem only after 29 hours was undoubtedly very unwise - he added.

- Indeed, the prosecutor's office has reacted, because we are dealing with the risk of a gigantic catastrophe that could endanger the health of a very large number of people. However, in the coming days, it is more important to remove the failure in order to avert this threat. So that it does not materialize. But of course, in the second instance, the time will come to answer the question of why this catastrophe happened, and the prosecutor's office must already be working on it - stated Sebastian Kaleta on TVP1's "Political Quarter Hour".

- A cataclysm has occurred from an environmental perspective. It's not that you and I, or anyone watching our conversation, should panic, but if there's no reaction for over twenty-four hours, no information from the President of Warsaw, and at the same time we know that the failure couldn't be stopped, then I wouldn't downplay the situation – Jarosław Gowin stated in an interview with Marek Kacprzak on Wirtualna Polska's "Tłit".

- Jarosław Kaczyński strongly distances himself from such an idea in private conversations. However, the fact that we are not presenting a candidate for prime minister, or candidates for ministers today, is an expression of sober thinking. We will not be dividing the spoils before the hunt is over - said Jarosław Gowin in an interview with Marek Kacprzak on Wirtualna Polska's "Tłit".

„This is a very serious matter. There is a threat to life and health. We appeal for people not to enter the Vistula. Where this wave of Warsaw's Platform's sewage has not yet reached, people should stock up on water. We will try to help people. The army is at our disposal. The services are at our disposal, but Warsaw does not want help” - said Minister Marek Suski in a conversation with Magdalena Ogórek on TVP Info.

- Today we will submit a request for the President's information regarding this failure, this ecological catastrophe that has occurred at the 'Czajka' sewage treatment plant. We count on the President, at least before the councillors, the people who truly control him, being able to speak about the situation. We expect it to be the President, who instead of hiding in tunnels, stairwells at the 'Czajka' treatment plant, will stand before the councillors and inform them about this situation - said Michał Szpądrowski during a press conference. 

"If not for that 29-hour delay, if back when the first problems at the sewage treatment plant appeared, and if there had been cooperation and President Trzaskowski had reported this emergency and extremely dangerous situation for the residents of Warsaw, Płock, the towns of northern Mazovia, and Pomerania, then this cooperation could have resulted in the Ministry of Environment, together with specialists from the Warsaw city hall, being able to counteract," said PiS MEP Joachim Brudziński in an interview with Wojciech Dąbrowski on Polsat News.

- It's hard to compare the Chernobyl disaster to the current one. However, it is certainly a kind of disaster. To what extent it will affect our river, the river's ecosystem, is difficult for me to answer at this moment - said Łukasz Szumowski during a press conference in Płock.

- The issue doesn't end with the resignation of the Deputy Minister of Justice Piebiak and other officials, judges delegated to the ministry. The matter is ongoing, and I want to state very clearly that the motion is being filed in order to lead to a debate and show that such language of hatred, a policy that leads to the destruction of people, in this case judges, but earlier we saw a campaign of massive hate on social media directed at those who disagreed with the current authorities' policy, whether they were teachers, doctors, or residents. All those who had their own opinions. They were all subjected to mass, systemically produced hate propaganda. Today we see this very clearly, including in Warsaw, after the catastrophe, after what happened two days ago at the Warsaw waterworks. Today we are also witnessing precisely this kind of policy, and we want to put an end to it. We want to say very firmly and clearly. There are people responsible for this. Today, political responsibility in the Ministry of Justice, this political responsibility rests on Zbigniew Ziobro's shoulders. We had hoped that Prime Minister Morawiecki, President Kaczyński, would rise above political divisions, would be able to make a decision to remove, to force the resignation of Zbigniew Ziobro. Unfortunately, their political position is too weak, or in their relations with the Minister of Justice, they may have too little leverage to enforce such a decision. That is why we are submitting this motion today, and we will force a debate, and we will very clearly continue to demand answers to the questions we have asked - stated Grzegorz Schetyna at a press conference.

- Today's motion [to dismiss the Minister of Justice] aims to show the public that further defense of Zbigniew Ziobro means Prime Minister Morawiecki and leader Kaczyński politically taking responsibility. There will never be consent for the state apparatus to be used against ordinary citizens. There will be no consent for the Polish state, and specifically the Ministry of Justice, to be capable of organizing such actions - stated Borys Budka at a press conference.

- I am not an expert in treating Minister Brudziński's complex issues. I only believe that such contemptuous addresses directed at political opponents best judge him, because they insult voters. In the Sejm, we are all equal, we are all elected. If someone insults us, they insult the voters, and Minister Brudziński is doing just that - stated Grzegorz Schetyna at a press conference.

Everything is open. That is not true, please do not be a hostage to false information. There is a Sejm session tomorrow, September 11-13. Who told you that this motion cannot be considered? Please familiarize yourselves with the regulations, read them very precisely, and do not be hostages to bad information. We will bring about this debate. If the officials of the Sejm Chancellery or the Marshal of the Sejm, Elżbieta Witek, wish to avoid this debate, it means she is breaking the law and will face the State Tribunal. We will bring about this debate within this Sejm term - stated Grzegorz Schetyna at a press conference, when asked by Roch Kowalski why the motion to dismiss Ziobro was filed so late, after two weeks, because if it had been filed earlier, there would have been a chance for the Sejm this term to consider it.

The Sejm regulations state that the consideration of a motion of no confidence by the Sejm and its submission to a vote takes place at the nearest Sejm session falling after 7 days from the day it was submitted and no later than the following session.

In practice, this means that the PO-KO motion cannot be considered tomorrow, as the required 7 days have not yet passed. Possible dates are September 11-13 or the following session. However, September 11-13 is the last session of this term. In theory, one can imagine that the motion is postponed to a subsequent session, which is currently not planned.

Prime Minister Mateusz Morawiecki is being kept up-to-date on the Czajka pumping station failure and the subsequent pollution of the Vistula River. He has convened a crisis management team for 7 PM.

„I don't understand what's happening in the political sphere. Normally, everywhere in the world, when this type of failure occurs, all services and all politicians in the civilized world cooperate with each other. Then comes the time for accountability and asking questions, which is natural, but at the beginning, everyone cooperates. Here, literally minutes after the problem was announced, we were dealing with PiS politicians who are manipulating reality and trying to build a political campaign on the failure. I am particularly surprised by the actions of some councillors of the Capital City of Warsaw. They should be interested in this failure being resolved” – said Warsaw Mayor Rafał Trzaskowski at a press conference. 

"There is no reason to panic. There is no situation that threatens the lives of residents or the quality of water in Warsaw. There is no ecological disaster. We have a very serious malfunction. No one is trying to downplay it. We need to examine the state of the water in the river, and we are doing that," said the Mayor of Warsaw, Rafał Trzaskowski, at a press conference.

„I appeal to public television not to reproduce lies, manipulation, and not to frighten Polish women and men. The matter is too serious for fear-mongering and manipulation” – said the Mayor of Warsaw, Rafał Trzaskowski, at a press conference. 

- In connection with the statements by Grzegorz Schetyna and Rafał Trzaskowski, claiming that there is allegedly no interest or offers of help from the government, I would like to unequivocally refute these statements and remind you that since yesterday, when we learned, albeit with many hours of delay, about the entire situation unfolding in Warsaw, the government has been offering assistance. Minister Błaszczak publicly informed about this yesterday. Services subordinate to the Ministry of the Environment are monitoring water quality from Warsaw to the Vistula estuary. A meeting of the provincial crisis management team was convened in Płock with the participation of Minister Szumowski, the voivode, and subordinate services dealing with the state of the water and potential threats. Hence my appeal to Chairman Schetyna and President Trzaskowski for basic decency. The government wants to help, we offer assistance and urge them not to reject this outstretched hand simply because it's extended by the PiS government. Today also at 7:00 PM, Prime Minister Morawiecki has convened a crisis staff meeting at the Chancellery of the Prime Minister. Ministers Kowalczyk, Błaszczak, Szumowski, and Jarosław Pinkas will participate. We will discuss the situation. The Prime Minister is being kept informed, but he also wants to have a report after returning from Sweden – stated Michał Dworczyk in a conversation with journalists before the Chancellery of the Prime Minister.

Mariusz Błaszczak has stated that President Trzaskowski claimed military aid was not needed in response to the ecological disaster. The Minister of National Defence commented on the situation, emphasizing the gravity of the ecological crisis and its potential impact on a wide range of Polish citizens.

In a post on his Twitter account, Błaszczak wrote: "President Trzaskowski stated that military aid in connection with the ecological disaster is not needed. This is proof of ignorance and disrespect for people. Threatened are not only Warsaw residents but also inhabitants of Mazovia, Kuyavia and Pomerania."

The statement by the Minister of National Defence highlights a stark disagreement with the Mayor of Warsaw regarding the response to the ongoing ecological crisis. Błaszczak's words suggest that the situation requires a comprehensive and potentially military-supported response, given the scale of the threat. He further elaborated that the potential consequences of inaction or insufficient response extend far beyond the capital, affecting multiple regions of Poland.

This public exchange underscores a significant political tension and differing approaches to environmental protection and crisis management between key political figures in Poland.

• We expect that all Warsaw residents and all Poles will receive unambiguous information on when the Warsaw City Hall will begin mitigating the effects of this ecological catastrophe - stated Jarosław Krajewski at a briefing in the Sejm.

- I did not hear that statement, but from what we even discussed before entering, I understand it referred to the fact that information about that accident, about the disaster, was released with a delay of over a day - stated Anita Czerwińska at a briefing in the Sejm, when asked if PiS politicians would endorse the statement that the situation was eerily similar to Chernobyl, as Minister Suski had said.

“We must regretfully state that discussions regarding the Senate pact have ceased for several days. The talks we held with PO have stalled. There is no progress on the Senate pact. This will lead to the opposition fielding different candidates for the Senate when it comes to registering lists. This will result in PiS winning” – said the leader of Wiosna, Robert Biedroń.

“A month ago, we presented 80 names for discussion from our side. Subsequently, we were asked to narrow it down to 15. We specified 15 names and established that we had reached an agreement on a final 6 names. I am pointing this out so that it is not perceived that the Left greedily wanted to disrupt something, that it wanted too much. There are problems with three out of the 6 names, not due to the fault of the Left. We are asking Mr. Schetyna and all the forces that have reached an agreement for common sense. The enemy is in PiS. Let us reach an agreement within the framework of the Senate pact” – said the head of SLD, Włodzimierz Czarzasty.

“We are serious, although we know politics. We are prepared to register more people for the Senate. If Platforma does not agree to this [6 candidates], we will act like any political party. We will take steps. We are prepared to register candidates for senators in Poland” – he added.

- I presented our achievements in sealing VAT loopholes to the Prime Minister and encouraged the elimination of certain VAT carousel mechanisms within the European Union forum, leveraging our experience. This could be part of the solution to the long-standing issue of financial frameworks - said Mateusz Morawiecki during a joint press conference with Swedish Prime Minister Stefan Löfven.

- We conducted a reform. We conducted a reform that was planned in our program. We did it efficiently. Contrary to what was announced, there is no unemployment among teachers. Contrary to what was announced, all children, or rather all young people – because I don't want to offend the older ones by calling them children, as they probably consider themselves youth. Well, they all could get into schools. There is no problem here - said Jarosław Kaczyński during the PiS convention in Poznań.

- We have prepared, are implementing, and will continue to implement a grand plan for Poland's development. The development of the Polish economy. This is being done, I want to strongly emphasize, not on credit, as some accuse us. In the coming year, 2020, we will have a balanced budget - said Jarosław Kaczyński during the PiS convention in Poznań. 

- School must be safe in another sense as well. Precisely the one that has recently become the subject of dispute. School must not be a site for social experiments. Children and youth must not be the subjects of these experiments. And I fear that such plans currently exist in our country in various places, possibly even in Poznań. School must not infringe upon parents' rights to raise their children. School must not undermine the foundation of the family, the foundation of the entire social structure that has created our civilization. A Christian civilization. The most humane civilization in the history of the world. And I wanted to tell you that PiS governments, if society supports us, will be a guarantee that these experiments will not occur, that schools will be supported, and teacher salaries will continue to be raised. This year it's 15%, after what happens on September 1st, at least another 6% in the following year, and it will continue like this. These salaries will eventually become quite respectable, but all of this is so that school can fulfill its fundamental duties. The ones I spoke about. So that it shapes good people, good citizens, good family members. Good people who will uphold everything that constitutes our culture, community, and Poland. And what gives it a chance for development, a chance we are currently benefiting from. We are benefiting because, to put it briefly and perhaps immodestly, but one cannot be excessively modest during elections, we have proven that we know how to govern - stated Jarosław Kaczyński at the PiS convention in Poznań.

Wealthier, better organized, fairer, and with better prospects, and also to strengthen the conviction, already emerging today in Europe, that Poland and the current Polish governments are capable, that we are able to move forward truly quickly. Members of the legislative committee, during today's session reviewing the government's draft law on the so-called "Pedophilia Commission," adopted an amendment stipulating that the law will enter into force the day after its announcement, rather than after 30 days as originally proposed by the government. In practice, this means that if the Sejm (lower house of parliament) adopts the entire draft tomorrow – with the second reading already scheduled – and subsequently the Senate (upper house), and the President signs it without utilizing the full 21 days, the Sejm could elect the commission's members during its session from September 11-13, the last of this term.

As we reported at the beginning of August on 300POLITYCE, the Sejm was not in a hurry to proceed with the government's proposal – which was announced during the European Parliament election campaign. Without a radical shortening of the vacatio legis (the period between a law's promulgation and its entry into force), there would have been no chance to elect some of the commission's members by the Sejm. In such a scenario, the parliament of the next term would have to start the work anew, as the bill is subject to the principle of discontinuation, meaning the government would have to adopt it again.

The Sejm will resume its deliberations tomorrow, and the Senate is also scheduled to convene tomorrow. The second reading is planned for 3:00 PM, but the voting block is not until 9:15 PM, so the Senate is unlikely to adopt the law tomorrow.

- For the first time in the 2019-2020 school year, the expenses of Gdańsk residents, the city budget, will exceed one billion zlotys. That is one-third of the city's budget.
