Ombudsman Writes to Piontkowski: Hasty Reorganization of Schools, Unsupported by Thorough Analysis, Was Bound to Lead to Deterioration of Teaching Quality and Infringement of Students' Rights

The hasty reorganization of schools, unsupported by thorough analysis, was bound to lead to a deterioration of teaching quality and an infringement of students' rights. Students – even those who achieved high results upon completing primary school or gymnasium – did not get into any of the schools they chose. This situation is unacceptable and clearly infringes the constitutionally guaranteed (Article 70 of the Constitution) right to education” - writes the Commissioner for Human Rights, Adam Bodnar, in a letter to Minister Piontkowski.

Public statements by individuals holding public office may give rise to concerns that the problem is being effectively disregarded by the authorities responsible for the functioning of the education system. Recent explanations by Ms. Teresa Misiuk, the Lublin Superintendent of Education, stating that 'not all dreams come true'8, addressed to students, do not constitute an adequate response to the gravity of the problem. The statement by former Deputy Minister of Science and Higher Education, Mr. Andrzej Stanisławek, who suggested that students who did not get into any school could look for a suitable one abroad, should also be assessed negatively. These arguments disregard the fact that the current situation in education is caused by specific decisions of the authorities and could have been avoided. Young people, who are convinced over the years of the importance of a good education, realize that the choice of a particular type of school can impact a person's entire future life. Therefore, societal expectations that reforms of the education system will be preceded by an assessment of benefits and losses, and then implemented with the best interests of those they are intended to serve, are justified. I regret to state that the current situation proves that these conditions have not been met” - he adds in the statement.
