Thursday marks the second day of the Senate session. The upper house will be working today on, among other things, the amendment to the Executive Penal Code and the draft bill on providing services in the area of compensation claims. At **noon**, the Democratic Left Alliance (SLD) will hold a press conference to summarize the results of the local government elections and present decisions regarding coalitions in individual regional assemblies. The meeting with journalists will be attended by, among others, the leader of the Alliance, Włodzimierz Czarzasty, and the SLD spokesperson, Anna-Maria Żukowska.

At **2:00 PM**, Minister Mariusz Błaszczak will participate in a ceremonial roll call on the occasion of the 100th anniversary of the establishment of the General Staff of the Polish Army. The State Electoral Commission (PKW) has announced the consolidated results of the elections. This follows the completion of vote counting across all constituencies.

- When we look at this result in the regional assemblies, it is good, some might even say: very good. It's 34%. This translates to perhaps 6 assemblies independently. I have the impression that this is primarily thanks to three people: Mateusz Morawiecki, Jarosław Kaczyński, and Wiktor D'Hondt. Morawiecki was very active in this campaign, he also pulled the campaign forward a bit, with the support of President Kaczyński, particularly at this crucial moment when various rumors were circulating that tapes might be damaging, that the prime minister should be dismissed, and then the support of President Kaczyński cut through that. And then, of course, the third person, the former Belgian mathematician and lawyer, who invented a method that favors the largest parties. Please note that in several districts, either SLD or Kukiz crossed the 5% threshold, but did not get a mandate - stated Krzysztof Łapiński in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- I think that some PiS politicians believed the polls, that it would even be 40%, and there aren't those 40%. This is certainly a moment when the PiS leader and many politicians are wondering what to do so that next year it's not 34%, but 42-43% and an independent majority - stated Krzysztof Łapiński in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- There will likely be no spectacular reckonings. I don't think it will unfold that way, because I understand that this request [by Zbigniew Ziobro to the Constitutional Tribunal] was not an independent initiative of the Minister of Justice; rather, all decision-making bodies within PiS must have known about it. Perhaps the information about it emerged at an inopportune moment, and the opposition built its narrative of a potential Polexit on that basis, but it was probably not the Minister of Justice acting unilaterally – stated Krzysztof Łapiński in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- I think the PiS leader has always analyzed election results, what they mean, and what they could signify. On one hand, he recognizes that the eastern wall was successfully maintained, and results there are very good. He also sees that the PSL was weakened in a certain way, but he probably also notices that PiS suffered a significant defeat in large cities. And if one wants to win parliamentary elections, one also needs a reasonably decent result in large cities – he added.

„We want to show what we are going into the elections with, what we went into them with on October 21st, in places where there are PiS candidates. We want to emphasize that Poland can be governed honestly, that Poland can be governed effectively. Some claim that there are democratic deficits in Poland. That is untrue. On October 21st, everyone voted according to their convictions. Different parties receive different support. Democracy is flourishing in Poland” - said Minister Mariusz Błaszczak on Radio Jedynka.

„Characteristic is the stance of the PSL leader, who has ruled out a coalition with PiS. This is a path leading nowhere. If so, the PSL will be marginalized within the Civic Coalition, just as Nowoczesna was marginalized. This is the choice of PSL politicians. We propose honest work for local communities. PO proposes conflict with the government, an ideological fight against the PiS government. And it is up to the PSL politicians to choose whether they want to develop their local communities or fight the government. The choice is very simple” - said Minister Mariusz Błaszczak on the I program of Polish Radio.

- Even if we look at the result in Warsaw, Patryk Jaki achieved a good result, because 30% was roughly what he had in the polls. Well, 28%, but he would have probably guaranteed a second round under normal circumstances. The man ran a very good, very intense campaign, lasting half a year. What drowned him a little? Voter turnout drowned him. If we look at his personal result, it is, as I saw somewhere on the internet, the best result for a PiS candidate in Warsaw since 2006, and also a better result than PiS achieved for the city council. So, we have to ask ourselves: what happened that despite this good result, he didn't make it to the second round? There was high voter turnout. People voted a bit on the principle of anti-PiS in Warsaw, but probably also in other large cities. I think an electorate for whom issues of being in the EU are important, who are easier to scare with Polexit, went to vote - stated Krzysztof Łapiński in a conversation with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego."

- Probably a significant portion of these people would have stayed home if the emotions hadn't been so high, if they hadn't heard at every step that this was a vote for Poland in the EU or outside the EU. They probably would have stayed home and the turnout would have been a few percentage points lower - he added. In the opinion of the former spokesperson for the President of Poland, the advertisement about refugees was unnecessary.

– I haven't heard that statement [by President Duda about lightbulbs and the EU]. I've generally adopted a principle that I prefer not to comment on things related to my former job. I don't know [what's happening at the Presidential Palace]. That's not a question for me. I haven't been at the palace for 1.5 months – stated Krzysztof Łapiński in a conversation with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego". He added that he felt awkward commenting on what was happening at the Presidential Palace.

– Again, this is some statement taken out of context. I understand it was about showing to what extent certain regulations and officials in Brussels are detached from what citizens expect and from 500 million Europeans, that on the one hand they have Brussels with its bureaucracy and regulations, and on the other hand, half a billion Europeans who perhaps do not expect this from those in Brussels – he added.

- Patryk Jaki conducted an impressive campaign for many months. He ran out of steam a bit at the finish line, and he lost. We are all very grateful to him in the United Right camp. It is primarily his decision what next step he wants to take on his path, his political career, which will lead him to hold many important positions in the state - said Jarosław Gowin in an interview with Beata Lubecka on the program "Gość Radia Zet".

- For now, he publicly declares what is obvious, that he wants to rest a bit and dedicate himself to his family – added Gowin.

- If we were to count the mandates obtained by Civic Coalition and PSL, it would turn out that we have 264 mandates. If we add SLD, it further increases, and even if we were to add Non-Partisans to PiS, we would still have a situation where if this were translated to the parliamentary result, if it were a matter of a parliamentary majority, it would turn out that the democratic opposition won - stated Katarzyna Lubnauer in an interview with Paweł Lisicki in "Salon polityczny Trójki".

- It turned out after these elections and their results that it is impossible to defeat PiS in Poland without the votes of councillors or, in the future, MPs from PSL and SLD. KO did not achieve an absolute majority, PiS won these elections in many places significantly, especially when looking at the powiat (district) and regional assembly level - stated Włodzimierz Czarzasty at a press conference.

- From the outset, I said we should wait for the final results. These local election results are a gigantic success for PiS. Nobody expected this. Not only in terms of regional assemblies, but please remember that we also won elections in hundreds of districts and municipalities. We have truly increased our representation at all levels of local government - stated Tomasz Poręba in an interview with wPolityce.pl.

- Every additional regional assembly is a success for PiS. I said that the concluded election campaign would be very aggressive from the opposition's side, strongly supported by media unfavorable to the government. That is indeed what happened. Despite this, achieving the result we have obtained is a reason for great satisfaction - stated the head of the PiS campaign staff.

- These elections at the level of regional assemblies and counties were unequivocally won by PiS. There's no point in claiming anyone else won, because if one governed in 15 regional assemblies and will now govern in half of those assemblies, it is not a success - stated Włodzimierz Czarzasty at a press conference.

- I would like to make a statement. It is important. SLD-Lewica Razem will not enter into a coalition with PiS in any regional assembly. I find the statements that have been appearing for two months, suggesting that SLD could cooperate with PiS at the regional assembly level, to be embarrassing. I believe these statements were made in order to cause us to receive a worse result than we potentially could have achieved - stated Włodzimierz Czarzasty at a press conference.

- Together with other parties, associations, and civic movements, we would like to create a bloc that will run in the upcoming European Parliament elections. I don't know if it will succeed, but I know that we have gone through the local government elections, and everyone got the result they got. This result calls for a non-arrogant, distanced reflection - stated Włodzimierz Czarzasty at a press conference.

"We convinced Poles in cities, provinces, and also in provincial Poland. 75 cities won in the first round, 26 mayors, 49 town mayors in the first round – this underscores the symbolism of our victory, good results, good candidates, and the trust they were endowed with. November 4th is the second round. Gdańsk and Kraków are symbolic cities because they are the largest, where this second round will be decided. I want to say very clearly and make an appeal: let us all be at the polls where there will be a second round, where we will be deciding. It is very important that we can have a sense of commitment until the last hour, that we can say that Gdańsk and Kraków will also be defended against the centralist policy of PiS. I am convinced that we will succeed" – said the leader of Civic Platform, Grzegorz Schetyna, at a press conference.

"It can be safely said: closer, ever closer. In these elections, we took the first step and gave them [PiS] a beating in the large cities. I hope that subsequent elections will be the whole of Poland. If we look at the mayors who won in the first round, it's an incredible success, results significantly better than ever before. I am pleased that so many Poles went to the polls" – argued the leader of Modern, Katarzyna Lubnauer.

"Thank you for rebuilding the dream that Poland can be free, democratic, pro-European, and happy. This is visible in Warsaw, Łódź, Wrocław, and many other cities. Hope has been restored. We are on the path to building our common dream of a Poland of equal rights and equal opportunities, and of the rule of law" – added the leader of Initiative Poland, Barbara Nowacka.

The former Prime Minister and current Member of the European Parliament, Beata Szydło, thanked everyone for their concern on Twitter, assuring them that everything was fine following a minor traffic accident.
