The National Electoral Commission (PKW) will likely announce the official results of the local government elections today. Yesterday, its chairman, Wojciech Hermeliński, insisted that the release of the final results was a matter of hours rather than days.

Tuesday marks the second and final day of the Sejm's session. At **11:15 AM**, MPs will hear the government's current affairs report on the "Clean Air" program. Meanwhile, Sejm committees will continue their work on the 2019 budget. At **1:00 PM**, the parliamentary investigative committee for VAT fraud will interrogate former Minister of Justice, Andrzej Czuma.

The Senate session will commence at **11:00 AM**. The upper house will likely consider the bill, adopted by the Sejm overnight, establishing November 12, 2018, as a national holiday. Senators must also approve the appointment of Agnieszka Dudzińska as the Children's Ombudsman. Her candidacy was accepted by the Sejm overnight. The Sejm, at lightning speed and without referring the bill to committee, has passed a draft law according to which November 12, 2018, will be a public holiday. - The Civic Coalition achieved the same result as four years ago, when the Civic Platform ran alone, not Platforma plus Nowoczesna. As can be seen, the unification of the left, so loudly announced, yielded nothing. The PSL suffered a devastating defeat in these elections. The result, as everything indicates at the moment, will be half of what it was four years ago - said Jacek Sasin in an interview with Daniel Wydrych and Piotr Goćk on "Sygnały Dnia" on Radio Jedynka.

- This coalition possibility stands before the PSL, and I am surprised that the leader of the PSL so readily dismisses the possibility of a coalition with Law and Justice. We are open, we want to talk, we can cooperate. - In large cities in Poland, approximately 15 percent of voters live. We cannot focus on them. Of course, they are important, but we cannot view Poland through the lens of large cities. Poland today is Poland of smaller towns, hamlets, villages. Poland is one - said Jacek Sasin in an interview with Daniel Wydrych and Piotr Goćek on "Sygnały Dnia" on Polskie Radio Program 1.

- It cannot be the case that Hanna Zdanowska is to be treated differently today. In some lenient way, or that certain regulations binding the rest of the citizens are not to apply to her. - You are formulating a flawed criterion for success in politics. The criterion is not poll numbers. The criterion is real power that is grasped. - I probably have the most distinguished expert in Poland in my party, Marshal Bielan, and even during the campaign he pointed out that Warsaw is not the most difficult area of confrontation for us. "[Mateusz Morawiecki] did a titanic job. He is the great winner of these elections, but he truly fell victim to a very massive attack. I say this not to complain, these are the rules of politics. Civic Coalition made him precisely that, in order to prevent him from attracting parts of the center voters, an object of a massive attack."

- As for settling scores with Minister Ziobro, there is no reason to hold anyone personally accountable. Politics is not a space where personal likes and dislikes matter. What matters is the common good, which is Poland, and secondly, the political camp. The good of the political camp requires us all to cooperate with each other - the Deputy Prime Minister continued.

- I was ashamed [when his political camp released the refugee spot]. Yes, it was a bad spot. I don't know [who decided on it]. Those are the secrets of the election staff. I don't intend to ascertain it, let alone publicly discuss it - stated Jarosław Gowin in a conversation with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

As the Deputy Prime Minister emphasized, "it was certainly a bad spot". - If one is looking for reasons for a victory that wasn't as decisive as perhaps it was within our reach, then this is one of the reasons - he added.

- The result for PSL is below expectations. They lost councillors precisely to PiS. PSL lost, but after they tried to destroy them, after the campaign they ran locally, even the government spokesperson spoke of eliminating them, of eradicating them from public life. Fatal words. I am convinced that PSL will not go [for it]. Adding to that, they stood on the pro-democratic side. It would be their local demise, they would show that they are no different. - You can't constantly insult and mock people. They think that by mocking big cities, they will surely win votes in smaller towns. Well, no, people aspire to bigger cities. “Silesia is alright. It will be the Civic Coalition. There is indeed a difference of one mandate between the Civic Coalition, PSL, and SLD, and PiS, but talks are ongoing. I am optimistic. I think we will manage to build an agreement. Then there is Lower Silesia, where in principle anything is possible and talks will be necessary. The Non-Partisan Local Governmentors are significant. They will decide which way this region will go between the Civic Coalition and PiS,” said the PO leader, Grzegorz Schetyna, on Radio TOK FM's Morning Show. 

- In my opinion, the biggest loser of this campaign is Mateusz Morawiecki. Because from the noble, pro-European he whom PiS presented, he turned into who he really is, meaning a man who recently spoke the truth on tape. So he lied all along and doesn't see our successes in the European Union - said Barbara Nowacka in an interview with Beata Lubecka on the program "Gość Radia ZET".

"[Trzaskowski's first-round victory] was unprecedented. Few expected it. There were some signals that it was possible, but only in the final hours of the election. A week earlier, no one considered it. A genuine, unfeigned explosion of joy. You have to know how to celebrate and you have to know how to draw conclusions and keep mobilizing. This is the first step. We've been saying this all along. I have already finished the stage of celebrating" - said the Civic Platform (PO) leader, Grzegorz Schetyna, in an interview with Piotr Kraśko on TOK FM.

The Sejm's next session will be extended to three days and will take place from November 7th to 9th. This was announced by the Marshal of the Sejm, Marek Kuchciński, on Twitter.

The decision to extend the session was made due to the large number of legislative proposals to be discussed. The agenda includes, among others, the second reading of the draft law on amendments to the Act on Public Procurement, the second reading of the draft law on amendments to the Act on Tax Administration, and the first reading of the draft law on the amendment to the Act on Local Government Employees.

The Marshal of the Sejm also announced that during the next session, the Sejm will vote on the appointment of a new Ombudsman. The candidates are submitted by parliamentary clubs.

Jacek Majchrowski, the Mayor of Krakow, has filed a lawsuit against the Prime Minister, Mateusz Morawiecki, under election law procedures. The exact nature of the dispute and the specific claims made by Majchrowski were not immediately detailed in the initial report, which pointed to a tweet from Radio ZET NEWS as the source of the information.

- It's difficult for me to say how many mayors today. It's hard. I know we have a mayor. I know we supported Jacek Sutryk in Wrocław. Rafał Trzaskowski secured 56.67% of the votes, while Patryk Jaki received 28.53%. Following them were Marek Jakubiak and Jan Śpiewak, each with 2.99%. The National Election Commission announced the official results of the Warsaw mayoral election today.

- However, one must be able to speak less, or at least not say things that harm the image of Poland and the Polish president – said Grzegorz Schetyna in an interview with TVN24.

- Are these blunders or a strategy? – the Civic Platform leader was pressed.

- It doesn't matter, because the most important thing is that the president is already associated with functioning that is not worthy of a head of state and guardian of the constitution, and on the other hand, the comments and the way of speaking about politics and serious matters are below a certain level. All of this is a terrible combination and terribly builds the image of the head of state – stated Schetyna.

Who won the election is a question for the National Election Commission, of course. One outcome of these elections is obvious to me. Today's rulers in Poland should not make decisions as if they had 100% or 90% support. Sometimes, especially when the assault on the Polish judiciary began, the rulers invoked the will of the sovereign, meaning the general public. When they bypassed or disregarded the Constitution, they also gave the impression of being convinced they had 100% support for these actions. These elections have shown one thing. That Poles, which is completely understandable in a democracy, are divided in their opinions. That no one in Poland has the authority to violate or break the principles and rules once adopted by the majority of Poles. Personally, of course, I am very pleased with the good results of many of my friends. Purely on a human level. I was indeed very happy with the results in Łódź and Warsaw. Also because I have been friends with the winners of these elections for years and I have full confidence in them - stated Donald Tusk in a conversation with journalists.

- I had the opportunity to cooperate with Mr. Kosiniak-Kamysz in my government. I value him very highly, but I have no plans or ideas for the future that would correspond to the sensations that appeared today on several portals. So many interesting things are happening in Poland and in the world in recent days that there's no need to invent any additional sensations. And this, however, is a concept akin to today's trendy term 'fake news' - stated Donald Tusk in an interview with journalists.

- I will not join in the malice and mockery directed at the Polish President. When he appears lost in his arguments, he rather needs our support, at least our benevolent patience. So, please allow me not to join this choir of malicious critics and jokers today. I think that, yes, sometimes one needs to think with greater patience about the President. Especially when his arguments are not always convincing - stated Donald Tusk in a conversation with journalists.

“A bill to amend the Constitution, increasing the number of senators from 100 to 102, will be submitted shortly. Two seats for senators will be dedicated to senators elected by Polonia. One for a future senator from east of our border, the second from the west. This is how we plan it. I hope that on the 100th anniversary of Poland regaining its independence, all clubs, all senators, and later deputies, will vote in agreement. This will be a symbolic thank you to Polonia for their immense contribution to regaining independence and its enduring stability,” said Marshal Stanisław Karczewski at a briefing.

"We always said that we would comply with the rulings of the ECJ, so this will be implemented. However, we will now wait for the response to our response and see what the further reactions will be. We have strong arguments, and we will present them. We will see what the ECJ's reaction will be" - said Marshal Stanisław Karczewski in the Senate.

„We want to expand coalition opportunities [in the regional assemblies]. I am surprised by the stance of the PSL chairman, Władysław Kosiniak-Kamysz, because he speaks so sharply and decisively about not entering into any coalitions, meaning the PSL is becoming an anti-coalition party. It doesn't want coalitions. This surprises me greatly. It is worth noting that PiS won independently in 6 voivodeships” – said Marshal Stanisław Karczewski.

- It indeed happened, and for that I wanted to thank you above all, that I managed to win in every Warsaw district. This is a reason for immense pride, but I also feel the strength of this commitment. There weren't many such places, but there were places where Patryk Jaki won, in some polling stations, including here, in Targówek. It also happened in the polling stations in Ursus, Włochy, and Rembertów. I wanted to tell you that the first steps I will take will be directed precisely to such places where I had a weaker result. In districts like Praga Północ or Targówek, I also managed to win, but the result there was relatively weaker. These will be the places to which I will direct my first steps, because I want to find out what problems concern the residents of Warsaw in these areas - stated Rafał Trzaskowski at a briefing.

- Above all, I want to dedicate myself to those who placed a little less trust in me. I want to concentrate on them - he emphasized. - Unlike PiS, I want to be the president of all Warsaw residents. Unlike PiS, I do not intend to concentrate solely on those who vote for me, because that is what the PiS government says, but I would like to dedicate myself in my work to the residents of Warsaw from all districts - he added.

- I will definitely present a plan for fulfilling these first promises next week. I will specify exactly when they will be fulfilled, even before taking office as the Mayor of Warsaw - stated Rafał Trzaskowski at a briefing.

- First, next week, we will discuss the implementation of program promises, and then I will certainly present to you the people with whom I will cooperate. Today, one thing is certain: Paweł Rabiej will be vice-mayor. As for other personnel, we will discuss this in the coming weeks - stated Rafał Trzaskowski at a briefing.

- The party that lost the most in terms of the number of regional assembly councilors is certainly the Polish People's Party (PSL). Knowing this party, knowing the fact that it is probably the only party in Poland for which local government elections are more important than parliamentary ones, I think that the leadership of the PSL will have great difficulty convincing their activists that this was a success - said Adam Bielan in an interview with Łukasz Mężyk on Radio Koszalin.

- There will be no conflicting voices. We discussed this at length at the coalition council meeting the day before yesterday, and a certain strategy is emerging in this matter. I can assure everyone that we will do nothing that could jeopardize our position in the European Union. - Using the example of light bulbs, President Andrzej Duda drew attention to the problem of the growing distance between Brussels and a large portion of European Union citizens. EU decisions are often incomprehensible to them, which does not remain without impact on anti-EU rhetoric - stated Wojciech Kolarski in an interview with 300POLITYKA. - It is clear to the President that we can build a strong and effective European Union only together with EU citizens, not alongside them - added the presidential minister.

- We agreed that we would prepare such a thorough, detailed audit of the campaign. We will do it calmly after the elections. These elections are still ongoing, after all, we have a second round in very many cities and villages. We don't want to cause any personal disputes or unnecessary emotions here – said Adam Bielan in an interview with Wyborcza.

„[PiS] is a party that doesn't look at what's happening within its own ranks. If I were in Beata Mazurek's position, I would probably be more interested in what's happening in her party. If she wants to join the PSL and decide on its leader, she must meet specific conditions and go through a procedure. There is a 6-month waiting period after being in another party, so that's truly the only way to decide on the leader of a democratic movement like the PSL. A rival party will certainly not appoint leaders, now or ever, for the PSL, regardless of who the leader is. This concern from Ms. Mazurek is well-known, as she expressed it during the election campaign, stating that the PSL must be eliminated from public life” - said the leader of the PSL, Władysław Kosiniak-Kamysz, in an interview with Karolina Lewicka on TOK FM's „Wywiad polityczny” (Political Interview). 

I am happy that we defended the Polish People's Party (PSL). This is a certainty. The massive attacks of the last three years, and even more gigantic attacks over the last three months, since July, when Prime Minister Morawiecki said in almost every sentence that [everything] was the PSL's fault – no one was attacked as much as we were in this campaign. I feel enormous support from my colleagues. And not just regional leaders, but also those who are sending SMS messages today saying, 'It's great that we are finally a formation that doesn't equivocate',” said the leader of the Peasants, Władysław Kosiniak-Kamysz, on TOK FM in a conversation with Karolina Lewicka. The [election] result is good in terms of the number of votes, because everything indicates it will be around 2 million votes across Poland. That's three times more than in 2015, which means immense trust. Local government elections have never been so politicized,” he added. 

- I don't want to talk about individuals. First, I want to inform how I will fulfill my election promises. There will certainly be no purges, but there will be a thorough audit. There will certainly be people with whom I want to cooperate. - We have made the decision to discuss this. Certainly, my wife, as she herself told me, will not be working at the City Hall, and she will probably find another job in a few months – Trzaskowski added.

- First and foremost, I would like the senior policy to change completely, for there to be more day care homes for seniors. These are not spectacular things. I don't dream of leaving behind a monument, like one magnificent bridge. - I am not ashamed of my party. First and foremost, I value credibility in politics. I don't change my mind every moment; I am not ashamed of being a member of Civic Platform and Civic Coalition. „Those who question European law will also question the decisions of European institutions. If the CJEU imposes a safeguard, we must today go back to the moment when these changes were made, indicating that those who were retired due to age must return to work. One must come to terms with it if one accepts one's presence in the Union” - said former Prime Minister Ewa Kopacz in an interview with Monika Olejnik on TVN24's "Kropka nad i". 

"The number of votes cast for PSL is similar. However, they forgot that the turnout was significantly higher. One thing is certain – PSL has definitely received fewer mandates in the regional assemblies. It turns out that the D'Hondt method favors the strongest. Today, as the part that will form a coalition in the regional assemblies together with the Civic Coalition, they will contribute less than they did 4 years ago" – said former Prime Minister Ewa Kopacz in an interview with Monika Olejnik on TVN24.

"I know Kosiniak-Kamysz. He was a man who worked in my government, a very decent man. Generally, once he publicly stated that this is how it would look and what his sincere intentions and feelings were after what happened during the election campaign, or rather PiS did not give him a chance for PSL to like PiS. The State Electoral Commission (PKW) has announced the official results for mayors, city presidents, and village heads.

Nationwide, voter turnout was 54.9%. A total of 1.15% of votes cast were invalid. Detailed results are available on the website wybory2018.pkw.gov.pl, along with a full list of municipalities where a second round of voting will take place on November 4th.

"This is only the first part of the results. We are still awaiting the remaining results. We are waiting for the commissioners' announcements regarding the regional assemblies. We want to announce them tonight, within the next few hours. It is difficult for me to say when that will be, whether it will be in another 2 hours or 4. If all the commissioners' announcements concerning the regional assemblies are ready, the PKW will undoubtedly appear again and announce these results, regardless of the time of day or night," stated the chairman of the PKW, Judge Wojciech Hermeliński, shortly after 11 PM on Wednesday.
