President Andrzej Duda, accompanied by his wife, continues his visit to Germany. At 11:00, PAD will meet with President Frank-Walter Steinmeier, and at 16:10 – with Chancellor Angela Merkel. The agenda also includes the presidents' participation in the XIX Polish-German Forum "Europe 1918 - 2018: History with the Future,“ and in the evening – participation in a formal concert hosted by the Polish Ambassador in Berlin.

At 10:00, the second Sejm session this month will commence. The agenda includes, among other things, the first reading of the so-called supplementary budget bill for 2019, as well as an evening voting block – between 22:00 and 0:30 – during which MPs will elect the Children's Rights Advocate. The sole candidate nominated for this position by PiS is Agnieszka Dudzińska. At 16:00, two Sejm committees will give their opinions on her candidacy.

At 10:30, the Amber Gold parliamentary committee will convene for a closed-door session. Topic: current affairs. At 12:30, the second reading of the bill on the Local Government Roads Fund will take place. There is strong indication that the government's proposal will be adopted on the same day. At 9:00, the weekly Council of Ministers meeting will be held at the Chancellery of the Prime Minister. The agenda includes a draft bill on the Future Industry Platform Foundation, as well as a draft amendment to the Copyright and Related Rights Act and the Database Protection Act, and, traditionally, current affairs.

PiS has won in the Podlaskie Voivodeship, securing just under 42% of the votes – according to the published data by the National Electoral Commission (PKW). Civic Coalition (KO) took second place, followed by the Polish People's Party (PSL) in third.

As Nowoczesna, this was our first time running, so it's difficult to say that things are looking worse and worse for us. I think PiS will govern in 5, at most 6 [assemblies]. We don't have official results yet, but we must consider that in 5 [assemblies] it has an independent majority, whereas PiS has a very limited ability to form coalitions. In my opinion, Civic Coalition will likely govern in 10-11 [assemblies] together with some coalition partners, perhaps with PSL, but also with the German Minority - Katarzyna Lubnauer said in a conversation with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego," responding to the statement that the regional assembly results are looking worse and worse for Civic Coalition.

- When I look at this calmly, I see that above all, the Civic Coalition performed very well in large cities, and I think this is mainly due to certain liberal values that Nowoczesna, among others, brought to it - stated Katarzyna Lubnauer in a conversation with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- Yes [I agreed for Grzegorz Schetyna to be a candidate for prime minister]. There were conversations. I don't know if you remember, the idea of a vote [of no confidence in the government] probably originated at that table. For this vote of no confidence, it seems natural as the leader of the largest grouping. For all subsequent ones, we will discuss the overall configuration for the next elections - stated Katarzyna Lubnauer in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- Collecting signatures – there will be no problem. It's about the fact that there is a Sejm today, and I will remind you that fewer votes are needed than for a vote of no confidence against a minister. When we deem it the best moment [to submit the motion]. Right now, we still have the second round of elections, and that is our priority - added the leader of Nowoczesna.

"[The Voivode] will do what is legal. I am not backing down because the legal status has not changed. Even Chairman Hermeliński spoke about this. Now it is up to the Voivode. The legal status is clear. Let's wait for the Voivode's decision. I have no intention of telling the Voivode what to do; that is his competence. My opinion has not changed" - said Minister Jacek Sasin on Radio Zet in a conversation with Beata Lubecka about the case of President Zdanowska.

„I think that Warsaw is indeed a very liberal city in its views. Moreover, it doesn't differ in this regard from other European capitals, which are more left-leaning and more liberal than their societies as a whole. We were counting on a second round, that's clear. It's a shame it didn't happen, because a direct clash between the two candidates could have been very interesting. Very powerful mobilization of the electorate supporting Civic Platform in Warsaw. Patryk Jaki worked very hard in this campaign. A better campaign couldn't have been run” - said Minister Jacek Sasin in an interview with Beata Lubecka on Radio Zet.

- It's hard to resist the impression that the situation was at least strange. Let's recall, the Polish government had until October 18th, i.e., until Thursday inclusive, to respond to the court's position and questions. A multi-page position from the Polish government was sent to the CJEU on Thursday evening, and on Friday morning, information about the CJEU's position emerged. This means they had no chance to thoroughly examine the Polish government's position. It's safe to say that they [CJEU judges] had no opportunity to review this position at all, and this CJEU position was already prepared beforehand - stated Michał Dworczyk in an interview with Beata Michniewicz on "Trójka's Political Salon".

Currently, it is being analyzed [the ECJ ruling]. In particular, it is being analyzed whether the European Court of Justice had the right to address this issue at all. This is because one of the more important principles functioning within the EU is the principle of conferral. It states that EU bodies can only act in areas where they have been granted authority by EU member states. Specifically, when it comes to the judiciary and justice system, this is the domain of nation-states. Therefore, it may turn out that the European Court of Justice has no legal basis whatsoever to deal with this matter. This must be assessed – stated Michał Dworczyk in a conversation with Beata Michniewicz on "Trójka's Political Salon".

I am not familiar with Minister Czaputowicz's statement. It seems to me that it was about hypothetical actions that could be taken after analyzing the ECJ's decision. A multi-page response was sent in the evening, and the decision appeared already in the morning. It is difficult to resist the impression that someone was keen for voters to learn about the ECJ's decision before the elections - stated Michał Dworczyk in an interview with Piotr Witwicki on Polsat News' "Polityczne Graffiti" (Political Graffiti). When asked if the law would be amended, he stated: - I don't have that knowledge. At the moment, an analysis is underway as to whether the ECJ has the right to deal with this issue.

- I hope that the Sejm will adopt this bill [for a day off on November 12, 2018]. The centenary of independence happens once in a century. Poles should celebrate. November 11th is a Sunday. I hope this holiday will be extended by one day so we can worthily celebrate the anniversary of regaining independence - stated Michał Dworczyk in an interview with Piotr Witwicki on Polsat News' "Polityczne Graffiti".

- Undoubtedly, PiS suffered a defeat in several large cities. We must say this clearly, and it will certainly be the subject of analysis, and then we will implement the conclusions drawn from this analysis in future campaigns. There's no point in pretending; we hoped our communication would be more effective. We were counting on a second round in Warsaw - stated Michał Dworczyk in an interview with Beata Michniewicz on "Trójka Political Salon."

– Twitter and social media are places where a lot of emotional and thoughtless posts appear. To my knowledge, there are no government works on such a bill [regarding media] – stated Michał Dworczyk in an interview with Piotr Witwicki on Polsat News' "Polityczne Graffiti" (Political Graffiti).

– This draws attention to the real problem of some media's involvement in this campaign. If several outlets clearly attack the Prime Minister in the final two weeks of the campaign, it's hard not to ask why that is happening – he added.

If the results are confirmed, Stanisław Huskowski's departure means one less seat for the PSL-UED club. Huskowski ran on the PO (Civic Platform) list, so it can be assumed that the largest opposition party's club will grow by one member. According to PKW (National Electoral Commission) data, the first person in line for the seat is Iwona Krawczyk.

November 12, 2018, will be a public holiday – this is according to a bill submitted by PiS to the Sejm yesterday. Today at 10:00 PM, MPs will address it during its first reading. Consequently, the evening voting block will commence 30 minutes later, at 10:30 PM, and is scheduled to conclude at 1:00 AM.

"As soon as the government's position is ready, you will be immediately informed of that position. I will not declare deadlines," said government spokesperson Joanna Kopcińska in a conversation with journalists in the Sejm regarding the Polish government's response to the interim measures issued by the European Court of Justice.

I will repeat what we have said. We will respect the rulings of the CJEU, however, I am waiting for a proposal that the government might present, because it is the government that possesses the materials, correspondence, between the Polish government and the CJEU or the EC - stated Beata Mazurek at a briefing in the Sejm. - We are not currently working [on any project to amend judicial acts] - she added. At the same time, she emphasized that "we have every right to reform the justice system".

"Let the government respond to this. I know what is circulating in the media and the words of the [LOT] spokesperson saying that this strike is illegal. I am not ruling on whether it is, because I do not have the knowledge or access to the documents. I believe that the CEO of LOT should provide accurate information on this matter," said PiS spokesperson and Deputy Marshal Beata Mazurek at a briefing in the Sejm.

Let's not joke. I said it [about the elimination of PSL] in the context of local government elections, and this elimination is a red card. Nothing more, or perhaps even that much. PSL attacked me desperately, unjustly. They overinterpreted. This word is used on many levels and in many contexts, not just in the one that PSL indicated – stated Beata Mazurek at a briefing in the Sejm.

„We will see what the outcome of these [election] results will be. During election night, it turned out that these results were different. Today, it appears they are different. It looks like we might have an independent majority in many regional assemblies, and we will see the political landscape. For now, we know that support for the PSL is declining. Perhaps the PSL should consider if it's worth changing its leader to regain coalition potential with other groupings, including us” – said PiS spokesperson, Deputy Marshal Beata Mazurek, in the Sejm. 

- Today there is indeed a meeting of the leaders of the United Right with the leadership of PiS. The topic, of course, will be current issues, including the election campaign - stated Beata Mazurek at a briefing in the Sejm.

It appears we will increase our holdings when it comes to regional assemblies. We have spoken about this many times. You know perfectly well that it was important to improve our results in the regional assemblies. I hope this will happen – stated Beata Mazurek at a briefing in the Sejm.

I think [Jarosław Kaczyński] was referring to the events that have entered public discourse, which you are all perfectly aware of. An attempt, for instance, to impose an opinion on the public that we absolutely do not hold. We are a member of the EU, we want to remain a member continuously, and yet they accuse us of Polexit, so it's complete nonsense - stated Beata Mazurek at a briefing in the Sejm.

„The [German] President referred to the issue of the ruling that was announced by the ECJ on Friday. The announcement took place on Friday. I will say this: it was striking for me that it occurred almost during the election silence, just before the elections in Poland, but I understand that such situations happen. The ruling is very fresh for us, especially for the Polish government, which is a party to this proceeding, and its analysis is currently underway. Lawyers are delving into what the Court has decided, and certainly, at the appropriate time, the Polish government will make the proper decisions in this regard. The analysis of this ruling is ongoing” – said President Andrzej Duda in Berlin. 

Krzysztof Sobolewski tweeted about two more regional assemblies that PiS might take over – Mazowieckie (which is wavering) and Łódzkie. In the latter case, this information is also confirmed by the local "Gazeta Wyborcza." This would be the sixth and potentially seventh regional assembly for PiS.

The scale of their victory has even been compared to the successes of the Bavarian Christian Social Union (CSU) in its stronghold. Michał Giżyński, a member of the Sejm for Podkarpacie, expressed his enthusiasm about the outcome.

"The results of the local government elections in Podkarpacie are a cause for celebration for the Law and Justice party. The scale of their victory has even been compared to the successes of the Bavarian Christian Social Union (CSU) in its stronghold. Michał Giżyński, a member of the Sejm for Podkarpacie, expressed his enthusiasm about the outcome."

He shared his thoughts via a post on the social media platform X (formerly Twitter), linking to a tweet by the official account of the Podkarpacie region where the election results were announced. The comparison to the CSU's electoral performance in Bavaria highlights the significant and dominant position that Law and Justice achieved in the Podkarpacie region, suggesting a level of support that is historically high, even when juxtaposed with one of Germany's most consistently successful regional parties.

„Yesterday, I presented an analysis according to which, in order to implement the ECJ ruling, its implementation requires an amendment to the [Supreme Court] Act. It cannot be applied directly. When this will happen is a matter for the authorities, parliament, government, and president – when these actions will be taken. I think we need to wait. Legal analyses must be deeper than a hasty one, made one day after receiving the documents. We need to reflect, discuss among institutions, perhaps also with representatives of the European Commission, and take appropriate action” - Minister Jacek Czaputowicz said at a press conference.

„Certain changes are necessary. It can be interpreted in such a way that the [judges'] retirement has occurred and the judges who have retired are no longer judges. As I understand the [ECJ] ruling, a situation must be created where they can return to active duty. For this to happen, an amendment to the Act is needed. Specific legal actions are necessary. This also applies to Ms. Gersdorf, who is also retired and is not the President of the Supreme Court” - he added.

- As you can see, everything is approaching a happy conclusion. I am unable to say, we are now operating in terms of hours rather than days, when we are ready, we will receive the final protocols from the commissioners. Then we will be able to announce the final result - stated Wojciech Hermeliński at the PKW conference.

- President Andrzej Duda invites all former presidents and prime ministers of Poland every year. Invitations are usually sent two to three weeks before the celebration. I assure you that this year is no different - stated Wojciech Kolarski in an interview with 300POLITYKĄ, referring to media reports that former presidents, Aleksander Kwaśniewski and Bronisław Komorowski, were not invited to the state celebrations of the 100th anniversary of Independence.

- I am very pleased with the interest of Presidents Komorowski and Kwaśniewski in participating in the joint celebration. This is a celebration for all Poles, and we want to celebrate it together - added the presidential minister. - I trust that this year these invitations will be accepted - he emphasized.

- We deliberated in excellent spirits, we received information about more and more districts in which we achieved a majority, and provinces, as you know, in the Łódź Voivodeship we will have an independent majority. This result is better than we expected. Better than the media reports on Sunday evening and Monday. We were already planning further actions for the coming months – said Adam Bielan after the meeting at Nowogrodzka.

- There were no settlements, no personal grievances, especially towards Minister Ziobro. The minister spoke several times, presenting rather plans for the future – Bielan added.

The vote on the selection of the Children's Rights Ombudsman will take place today, during the evening voting block.

This is also a moment when Adam Jarubas's engagement here, at the national level, will likely come soon in the next parliamentary elections. I think he will run for parliament 100%. He is a very good leader. The best leader in Świętokrzyskie."

- No, no. I said from the beginning that you cannot form a coalition with an anti-local government formation. Those with whom we ran together in these elections also confirmed this. You cannot go with those who cut down the competences of local governments. They take, for example, matters related to environmental protection, water management, land reclamation, sports, tourism, agricultural advisory services, and transfer them to the central level. The most pro-local government party, and we are the most pro-local government, does not enter into a coalition with an anti-local government one. PiS is such a formation. And you also don't go with those who want to structurally destroy you – stated Władysław Kosiniak-Kamysz in an interview with Justyna Dobrosz-Oracz on Wyborcza.pl.

- That would be a gigantic mistake. For me, the subjectivity of the PSL, ever since I became its leader, has been a key issue. We didn't join the Civic Coalition because we preserved our own subjectivity. We won't go with PiS, also for the reason of maintaining our identity – added the PSL chairman. – For 3 years, insults have been pouring out. During the campaign, they wanted to eliminate and destroy us. And after the campaign, if there's a desire to take over the whole country, they'll be patting us on the head. I'm not signing up for such a game – he emphasized.

- We are all equal before the law. The Constitution stipulates this, and these procedures are also defined. If such a plea for grace were to appear, then of course the President, within the scope of his prerogative, would consider or analyze such a request - said Paweł Mucha in an interview with Marcin Zaborski on RMF FM's 'Afternoon Conversation'.

- The President will undoubtedly invite former presidents, former prime ministers to November 11th. These invitations have either already been sent or are being sent. - We are at the stage of legal analysis, this is something new. We know that this decision was issued, served in such an extraordinary manner, I would say, two days before the elections on Friday. This is something that requires clarification in terms of legal issues - said Paweł Mucha in an interview with Marcin Zaborski on RMF FM's "Popołudniowa Rozmowa" (Afternoon Conversation).

- Does this mean that an amendment to the Supreme Court Act is needed to comply with the ruling of this EU tribunal? - the journalist pressed.

- I wouldn't rule out such an amendment, but I also wouldn't prejudge it at this stage of legal analysis - stated Mucha.

"The coalition of Law and Justice (PiS) and Non-Partisan Samorządowcy will govern Lower Silesia from November – this is the most probable scenario. Although the Civic Coalition also wants to reach an agreement with Samorządowcy, the offer from Law and Justice has already been made. And it will most likely be accepted. Among other things, the Non-Partisans will receive the position of Marshal of Lower Silesia. According to our information, Cezary Przybylski will continue to hold this role."

- We are analyzing the [European Union's Court of Justice] tribunal's stance, and I believe that after the second round of elections, we will have a clear opinion on this matter. The dialogue between the Polish government and the CJEU will certainly continue - stated Jarosław Gowin in an interview with Bogdan Rymanowski on the program "Wydarzenia i opinie" on Polsat News. - The dispute over the judiciary must be extinguished, not because of this or that result of the European Parliament elections or, more importantly, for the Polish Sejm, but because it spoils the state a bit - added the Deputy Prime Minister.

- Warsaw is a city where every one of our candidates in this election would have lost. We, the United Right camp, must fundamentally rethink what in our politics makes it so difficult for us in large cities - stated Jarosław Gowin in an interview with Bogdan Rymanowski on the program "Events and Opinions" on Polsat News. - I believe that the excessive polarization of the political scene, perhaps beneficial from the perspective of national results, is not advantageous for us specifically in large cities - he added.

- Because the ruling of the Court of Justice is addressed to Poland, I recognize that it is addressed to all bodies. One of these bodies is the Supreme Court, and it must comply with this ruling. The ruling contains this thesis, in the second point, that it is necessary to implement this interim measure as soon as possible and to create conditions for judges that they had before April 3rd. Hence my decision, i.e., I did not summon, but I asked them to come to work - said Małgorzata Gersdorf in an interview with Monika Olejnik on TVN24's "Kropka nad i".

- As far as I know, the government cannot appeal, but this is a precautionary measure and therefore it can be changed, and this is clearly stated in this agreement - said Małgorzata Gersdorf in an interview with Monika Olejnik on "Kropka nad i" on TVN24.

- You cannot appeal because you appeal to someone higher, and there is no one higher anymore – added Gersdorf.

„This is historically the best result, a huge success. Many more people voted for PiS than 4 years ago. In history, only once has one formation, and not a political party but AWS, achieved a better result. We decimated our rivals. At least 6 regional assemblies where PiS will govern independently” – said Minister Michał Dworczyk on „Gość Wiadomości” on TVP Info.

- These are interim measures from the court in Luxembourg, not in Poland, there can be no hidden meanings. The court in Luxembourg is not running a campaign, and I wanted to mention, because there were such words, that it was very fast. Well, it wasn't that fast, because it took two weeks to consider whether there would be interim measures or not. In the case of Białowieża Forest, it was issued within a week. So, it was issued in a normal procedure – said Małgorzata Gersdorf in an interview with Monika Olejnik on TVN24's "Kropka nad i".

- The blackest scenario is the first step towards leaving the Union. That's how it seems to me. If we say that this treaty does not suit us, is not in accordance with the constitution, even though we negotiated and signed it, then it means we disagree with it. That's how it seems to me, that this is such a black scenario, and as for others, I no longer have the imagination for what will happen next – Małgorzata Gersdorf said in an interview with Monika Olejnik on TVN24's "Kropka nad i".

„I think it's worth considering such a move [changing the party leader] in such situations [as the local election results], but it would be difficult to expect a PiS politician to advise the Peasants on how to shape their party leadership” - said Minister Michał Dworczyk on TVP Info.

"Undoubtedly, Grzegorz Schetyna is one of the biggest losers of these elections. The losses sustained by PO are very significant, even assuming they retained the percentage support from 2014, it must be said that this support was retained thanks to the coalition with Nowoczesna. If PO had gone into the elections alone, they would have received even less support. Grzegorz Schetyna's party, I believe, will analyze the election results and should draw conclusions, because the losses are very substantial" - said Minister Michał Dworczyk on "Gość Wiadomości" on TVP Info.

Such words, the President has been kind enough to utter. I cannot comprehend how the head of state could speak about judges in this way, because what he is referring to are the cases of two colleagues who were forced to sit on a military court during martial law. That was the law, and they were taken from the courtroom and ruled as leniently as they could. President Strzembosz hired them knowing all this. That was the situation. President Duda was a little boy then, so he couldn't have known about it. They certainly did not disgrace themselves, and no proceedings were ever brought against them – stated Małgorzata Gersdorf in an interview with Monika Olejnik on TVN24's "Kropka nad i".
