Political Monday Agenda: National Electoral Commission to Present Partial Local Election Results, Parliamentary Committees Discuss 2019 Budget Draft

The National Electoral Commission (PKW) has scheduled three press conferences for the post-election Monday to present partial results of the local government elections. The first will take place at 6:15 AM, the second at 12:15 PM, and the third and final one at 6:15 PM. The PKW has stated that the full results of Sunday's vote will be known on Tuesday night into Wednesday.

President Andrzej Duda, accompanied by his wife, will begin an evening visit to Germany. Today's itinerary includes a visit to the Foreign Office of Toruńskie Zakłady Materiałów Opatrunkowych Deutschland GmbH. Meanwhile, parliamentary committees, including the Committee on Justice and Human Rights and the Committee on Infrastructure, will be working on the 2019 budget.

07:49

Bielan:

We Won and Achieved a Significantly Better Result Than 4 Years Ago

We won and achieved a significantly better result than 4 years ago. In many cities, there will be a runoff, in which our candidates have a great chance. I am very positively surprised by both the result of Małgorzata Wassermann and Kacper Płażyński. For Platforma, however, this is a great defeat in the party's stronghold [in Gdańsk]. So, this result in large cities is not so unequivocally favorable for the [Civic] Coalition – stated Adam Bielan in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

07:50

Bielan:

Local elections are the best possible gauge for assessing our regional structures
We've always performed worse in local elections than in the parliamentary elections that followed. Four years ago, we secured 27% in local elections, only to achieve 10 percentage points more, 37%, in the parliamentary elections a year later. If we maintain a similar proportion this year and next, I will be very pleased, as it will mean we'll achieve well over 40%. But you are right, we must do everything to draw conclusions from these elections. Local elections are the best possible material when it comes to assessing our regional structures - stated Adam Bielan in an interview with Konrad Piasecki on TVN24's "Piasecki's Interview." - After the second round, it will be time to draw conclusions, conduct an audit of our field structures and the campaign itself - he added.

07:54

Bielan:

The Lack of Partial Results Today Reflects Poorly on the National Electoral Commission. Parliament Should Address This.

- We will see what the final result will be, because the fact that we are talking now at 7:34 AM and there are still no partial election results, and we only have exit polls to comment on, does not reflect well on the National Electoral Commission. I believe that as a parliament, we should address this, because it is clear that we are lagging behind. Poland in the 21st century is clearly lagging behind many other countries - stated Adam Bielan in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

07:58

Bielan:

We're Aiming for a 'Four' at the Front in Parliamentary Elections

- We're aiming for a 'four' at the front in the parliamentary elections. In local government elections, no other party in the Third Polish Republic, since the establishment of regional assemblies, has managed to cross that threshold. One party, Civic Platform, managed to slightly exceed 30%, but our result this year, if the exit poll is confirmed, will be the best result in Poland's history - stated Adam Bielan in a conversation with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

08:00

Pawłowicz:

Now It's Time for the Media

The current political situation in Poland has opened a new front. After the judiciary and public media were reformed, it is time to address the private media landscape. This sentiment is strongly expressed by Krystyna Pawłowicz, a prominent figure in Polish politics and a judge of the Constitutional Tribunal.

In a statement that has garnered significant attention, Pawłowicz, known for her forthright views, declared, "Now it's time for the media." This statement, shared on social media, suggests a belief that the transformation of public institutions should now extend to private media outlets. While the specific nature of these proposed changes remains to be elaborated upon, the implication is that the existing media environment is seen as needing reform in line with the current government's vision for Poland.

The call for media reform, especially from a judicial figure, raises important questions about media freedom, pluralism, and the role of the state in shaping public discourse. Critics often argue that such moves could lead to increased government control over information and a chilling effect on journalistic independence. Supporters, however, might argue that it's about ensuring a more balanced and patriotic narrative in the media, especially in the face of what they perceive as foreign influence or biased reporting.

This development signals a potential shift in the political discourse and the ongoing debate about the future of Polish democracy and its institutions. The focus on media now indicates that the current political establishment views this sector as crucial for solidifying its influence and shaping public opinion moving forward.

08:04

Bielan:

I am satisfied with our result. We could have probably done more, but there's no campaign, even a victorious one, without mistakes.

- I am satisfied with our result. Yes, we could have probably done more, better, in the campaign, but there's no campaign, even a victorious one, without mistakes. After the second round, we will reflect on what we could have done better and what to do to gain even higher support in next year's elections, both for the European Parliament, and for the Sejm and Senate - stated Adam Bielan in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

08:08

Bielan:

We Expected a Second Round in Warsaw

- In Warsaw, yes, we expected a second round. Indeed. It seems to me that the end of the election campaign was decisive. This campaign by the Civic Platform candidate was very weak at the beginning, but even then I warned against making Warsaw such an indicator, a litmus test of moods in Poland, and I warned my colleagues about this too, not to invest too much in Warsaw in terms of media and politics, because in the end it will have a bitter taste - stated Adam Bielan in an interview with Konrad Piasecki on TVN24's "Piasecki's Interview".

08:26

Petru:

Civic Coalition Received the Same Percentage as Civic Platform 3 Years Ago, and Modern is Gone

In large cities, incumbent mayors or the opposition will maintain their standing. There is no indication that anyone from PiS could win in the second round, but one must be cautious. Civic Coalition received the same percentage as Civic Platform 3 years ago, and Modern has disappeared. I brought Modern into the Sejm - it had 6-7%, PO around 25%. Civic Platform within the Civic Coalition has the same result, and the Modern electorate has vanished. From the perspective of the forecast for the 2019 Sejm, these predictions are not that optimistic for the opposition” - said Ryszard Petru in an interview with Beata Lubecka on Radio Zet.

Civic Coalition as a product did not work in this format” - he added.

08:31

Petru:

I Voted for Trzaskowski Because I Feared Jaki Would Become President

“[Trzaskowski’s victory] was a pleasant surprise. I am happy because a year ago, Grzegorz Schetyna and I proposed this tandem. I voted for Trzaskowski. Trzaskowski ran a populist campaign for some time. I was afraid that if there was a weak result in the first round, the second round could change everything. I voted for Rafał Trzaskowski because I feared that Jaki would become president,” Ryszard Petru said in an interview with Beata Lubecka on Radio Zet.

08:56

Kuźmiuk:

The Scale of This Victory Isn't What We Expected

- We have won the fourth election in a row, although the scale of this victory isn't what we expected. There's no doubt we expected a better result, but this means we have to humbly accept this victory and keep working - stated Zbigniew Kuźmiuk on "Signals of the Day" PR1. He added:

"It's true, this polarization has led to an extraordinary mobilization on the other side, and this is visible in the results from big cities. I don't yet know the turnout distribution between big cities and the rest of our country, but everything indicates that it was indeed the inhabitants of big cities who caused a significant increase in turnout."

09:01

Lubnauer:

PiS went too far

- PiS really overdid it. You just need to look at their campaign ads or what Jaki did. PiS scared away its urban voters. Those two sweating guys in their rush for power caused them to become disillusioned. I'm talking about Ziobro and Jaki. Sweating in their rush for power - stated Katarzyna Lubnauer in a conversation with Piotr Witwicki on Polsat News's "Polityczne Graffiti". Responding to the observation that sweating during a campaign might not be inherently bad, she replied: - But it has to be done with some sense. Jaki wanted to be elected so badly that he was a chameleon without any credibility.

09:05

Lubnauer:

We Blocked the Takeover of Major Cities

- The Civic Coalition has shown one thing: that, unlike in Hungary, where the opposition couldn't reach an agreement, we blocked the takeover of major cities. We, as Nowoczesna, need to take stock of ourselves at this moment. The fact that we won in the cities stems from the fact that we presented a more liberal face. The appearance of Lubnauer and Nowacka helped us win in the cities - stated Katarzyna Lubnauer in an interview with Piotr Witwicki on Polsat News' "Polityczne Graffiti".

09:10

Biedroń:

From Information Reaching Our Campaign Headquarters - Danilecka-Wojewódzka Wins in the First Round and Becomes President

From the information that is reaching our campaign headquarters - Danilecka-Wojewódzka wins in the first round and becomes president.

This is a very important moment for our city. We fought a good fight. I want to thank all the residents of Płock for their trust and for coming to the polls. I want to thank everyone who supported me and my vision for Płock.

I am grateful for the campaign I ran, it was a very inspiring time. Thank you for the great atmosphere, for the many conversations, for all the ideas shared. I am proud of our campaign.

This is not the end of my public service. I will continue to work for Płock and for the people of Płock. I will continue to fight for our shared values and for a better future.

I congratulate Ms. Danilecka-Wojewódzka on her victory and wish her good luck in her new role as president of Płock.

09:24

Czarnecki:

Congratulations to Trzaskowski, and I hope Schetyna congratulates Kaczyński

Congratulations to Rafał Trzaskowski, and I hope that Grzegorz Schetyna will congratulate Jarosław Kaczyński today on his victory in the local government elections, concerning the regional assemblies. He should offer such congratulations. Their absence reflects poorly on him” – said Ryszard Czarnecki from PiS on Radio Plus in a conversation with Jacek Prusinowski.

Certainly, everyone appreciates his [Jaki's] incredible industriousness. He was biting the grass, to use a footballing metaphor. This direct contact with the voter – very commendable. Now he has the completion of the verification committee's work, but he has certainly gained, also, tremendous recognition, which is important in politics” – he added.

09:27

Czarnecki:

We Await the Full Verdict on the Supreme Court, Its Justification, and Then the Polish Government Will Respond

Poland is part of the EU and will remain in the EU. It's the case that so far, only once has a ruling by the CJEU been thrown in the bin by the government in Poland, and that was during the PO-PSL governments. This does not mean that the Civic Platform was preparing for Polexit. We await the full content of the verdict [regarding the Supreme Court], its justification, and then the Polish government will respond” – said Ryszard Czarnecki from PiS on Radio Plus.

Similarly to the President, I can't quite imagine turning back the clock, and I think it would be an extremely difficult situation. The law does not operate retrospectively” – he added.

09:57

Trzaskowski:

The greatest thanks go to Warsaw residents for their immense mobilization. They realized how important their vote is
Monday, the weather is a bit worse than in the recent days. We are working, today we are talking with Warsaw residents near the Politechnika metro station and we will be planning our immediate activities for the coming week and month. First and foremost, we will be planning what we will be doing in the coming week. We need to start again with immense thanks to the women and men of Warsaw for this huge mobilization, because the mobilization was enormous. In virtually all polling stations, everyone confirms that Warsaw has not seen such turnout in a long time. Of course, we are waiting for the official confirmation of the results. Only then will we be able to respond to them. Let's hope these results will be available today - stated Rafał Trzaskowski at a briefing. The greatest thanks go to Warsaw residents for this immense mobilization, because Warsaw residents realized how important their vote is, but of course, thanks also go to all those who were involved in the campaign - he added.

Biedroń:

We Broke the Duopoly of the Two Major Parties

- This is a great day for our city. Yesterday we had a great celebration of democracy, today we will likely be following the results with you for the next dozen hours or so. I have preliminary, unofficial presidential election results for the city for you - stated Robert Biedroń at a briefing in Słupsk.

- We have broken the duopoly. The duopoly of the two major political parties, PiS and Civic Platform. We have shown that open, modern, European, unifying politics is possible at the local government level - continued the outgoing mayor of Słupsk.

According to the presented candidates, Krystyna Danilecka-Wojewódzka has won the mayoral election in Słupsk in the first round.

Dworczyk on the CJEU: The intention was for Poles to learn about this decision before the elections
It turned out that we received information in an extraordinary manner that the CJEU had made a certain decision, stated Michał Dworczyk on the WP program "Tłit". He added:
"It's hard to resist the impression that such actions were taken to influence the election results. This was not fake news. It was an unusual event, because Poland sent a response of several dozen pages to the European Court of Justice on Thursday evening, and the information appeared on Friday morning. This means that Poland's position on this matter was not even reviewed at all”
- No, it means that in this case, the CJEU's decision, due to its nature, might have had a hidden agenda. For example, that it should have been published before the elections, because the way it was delivered was also unusual and extraordinary. The intention was for Poles to learn about this decision before the elections, added the Head of the Chancellery of the Prime Minister.

12:01

Trzaskowski:

I am absolutely open to talks with the left and urban movements. My program was a nod to urban movements and the hard work they've done.

I am absolutely open to talks with the left and urban movements, the real urban movements – Miasto Jest Nasze (The City is Ours), because my program was in a sense a nod to them and to the hard work they have done. I started with a package for women, also in reaction to what is happening in the country, and also a nod to urban movements, because many demands concerning quality of life are demands that have been raised for many recent years precisely by urban movements” – said Rafał Trzaskowski in the post-election Morning on Radio TOK FM in conversation with Dominika Wielowieyska.

12:26

Trzaskowski Asked About Running for President in 2020: "I'm 100% Focused on Warsaw"
"I'm 100% focused on Warsaw. If the results are confirmed, I have won the election in Warsaw and there is a huge amount of work here," said Rafał Trzaskowski in an interview with Dominika Wielowieyska on TOK FM, when asked if he would run for President of Poland in 2020.

Gersdorf Calls on Supreme Court Judges to Report to the Supreme Court
- As a constitutional organ of a Member State, continuously performing the duties of the First President of the Supreme Court of the Republic of Poland, in execution of the order of the Vice-President of the Court of Justice of the European Union of 19 October 2018 in case C-619/18 R European Commission v. Republic of Poland, I call upon all judges of the Supreme Court covered by the scope of the interim measures ordered in this case to report to the Supreme Court in order to take up judicial service - Małgorzata Gersdorf wrote in a letter.

13:17

Hermeliński on the Zdanowska Case: The Decision Rests with the Voivode

The National Electoral Commission (PKW) and the National Election Bureau (KBW) are not the bodies that can decide and predict the course of events. If it is confirmed, and a high victory suggests there will be no second round, if it is confirmed that Ms. Zdanowska has won, the provisions on local government employees come into play, and this is where the voivode's decision is crucial. It is difficult for us to comment on this. What decision the voivode will make, whether they will initiate proceedings to issue a substitute ordinance or not, I do not know” - commented the chairman of the PKW, Wojciech Hermeliński, on the case of President Hanna Zdanowska.

13:23

Laskowski:

Some Supreme Court Judges Have Already Reported for Duty Today. Others Will Follow Successively.

“President Gersdorf addressed all judges affected by the CJEU's ruling, calling on them to report for active service. Madam President considered that the CJEU's ruling is directed at the Polish state, as the text of this ruling states, [and the addressee] is the executive power, including the President of the Supreme Court. For this reason, Madam President issued such a call. Some Supreme Court judges have already reported for duty today. Others will follow successively. Some are on their way, some will come tomorrow and the day after tomorrow,” said the spokesperson for the Supreme Court, Michał Laskowski, at a press conference.

Jaki:

If Trzaskowski wishes, I will gladly help the capital for the good of Warsaw

- Firstly, much indicates that my result will be better than what Andrzej Duda achieved in the first round of the presidential elections in Warsaw in 2015. However, it is difficult to say that we have significantly managed to improve this result in this very difficult territory – stated Patryk Jaki in an interview with wPolityce.pl. He added:

"The key for the second round was that the other candidates received a very low result, below 3%, and this did not happen in any other city. If not for that, there would have been a second round. The SLD, urban movements and other candidates attacked me instead of Rafał Trzaskowski, and that is how they tried to discredit me."

- If Rafał Trzaskowski wishes, I will gladly help the capital for the good of Warsaw (...) For now, I want to go on holiday, which I haven't had at all this year. Thank you once again to the people of Warsaw – he continued.

15:12

Karczewski:

Jaki's Defeat Surprising. He Ran an Excellent Campaign

Everyone interprets the results differently. I am personally satisfied with the results. A surprising defeat, I admit, for Minister Patryk Jaki, who ran an excellent campaign. He was very involved in the campaign, had great ideas for Warsaw, very good for the residents of Warsaw. I regret that he will not be implementing them. I congratulate Mr. Trzaskowski. I wish him that he adopts many of the ideas and initiatives that Minister Jaki proposed during the election campaign, because these very interesting, very good ideas are worth utilizing” – said Marshal Stanisław Karczewski in the Senate.

Parliament to Elect Children's Ombudsman Tomorrow Night

Lawmakers will elect the Children's Ombudsman on Tuesday, during the evening voting session, which will begin at 10:00 PM and last until 12:30 AM. The only candidate nominated for this position by the Law and Justice (PiS) parliamentary club is Agnieszka Dudzińska. Today, the parliamentary committees are expected to address this motion.

The parliamentary session will commence tomorrow at 10:00 AM and, in effect, will conclude on the same day. Although the agenda for Wednesday includes current information and questions on current matters, an initial voting block was also planned for Wednesday morning. This has ultimately been removed, and the only voting session will take place as mentioned on Tuesday evening.

CIS Director to 300: We Are Not Abandoning the Sejm Voting System Replacement. Another Tender Likely to Be Announced

- The results of the tests for the new Voting System were not positive. Additionally, the entire investment has been significantly delayed. For these reasons, the Chancellery of the Sejm has decided to terminate the contract. At the same time, we are not abandoning the system replacement – another tender for this service is likely to be announced – stated Andrzej Grzegrzółka in an interview with 300POLITYKĄ. The CIS Director thus confirmed reports from the TVP Info portal that the Chancellery of the Sejm had resigned from cooperation with Asseco.

As Grzegrzółka emphasizes, Asseco will have to pay contractual penalties for the uncompleted investment: - All points of the contract with our partner remain in force, including those concerning financial responsibility for the uncompleted investment. It is worth noting that the Chancellery of the Sejm – due to the system's inefficiency – was not obliged to pay for the investment, not even partially.

16:31

Terlecki:

I Was Counting on a Second Round in Warsaw

Of course [I feel sorry for Patryk Jaki]. He could have won, but he didn't. I don't know [what went wrong]; I'm not a Warsaw resident. Apparently, he didn't convince enough Warsaw residents. I was counting [on a second round] – stated Ryszard Terlecki in an interview with TVN24.

16:46

PiS Likely to Secure an Independent Majority in Lesser Poland

With 90% of polling stations counted, according to unofficial information close to the PiS campaign headquarters in Krakow, the ruling party has secured at least 21 seats in the 39-member Lesser Poland regional assembly, granting it an independent majority.

18:13

PiS Secures Majority in Lublin Voivodeship Assembly After 90% of Votes Counted

With 90% of polling stations counted, according to unofficial information, the ruling party has secured 18 out of 33 seats in the Lublin Voivodeship Assembly, granting it an outright majority.

19:35

Schetyna:

We Cannot Allow a Party with 30% Support to Rule for Years

- We want to find common ground and build a broader coalition. European elections and then parliamentary elections. Will it succeed? I would very much like it to, because only unity, good cooperation, and the conviction that we need to stick together, to seek common ground, is a chance to defeat PiS. We cannot allow a party with 30% support to rule for years - stated Grzegorz Schetyna in an interview with Justyna Pochanke on TVN24's "Fakty po faktach".

- To effectively fight for Poland, we need to stop the dominance, limit the dominance, and defeat PiS. I have no doubts about this, because I look at the Hungarian example, how Orban and Fidesz monopolized the political scene, played the game, divided the opposition, winning election after election, they actually ruined the political scene, completely dominated it - added the Civic Platform leader.

19:36

Karczewski:

The Most Important Elections Await Us Next Year. At This Time, I Hope We Will Be Opening Champagne, Because We Will Win

The most important elections await us next year. At this time, I hope we will be opening champagne, because we will win. These elections – primarily, a very high turnout. This is incredibly pleasing,” said Senate Marshal Stanisław Karczewski in „Wydarzenia i opinie” on Polsat News in a conversation with Bogdan Rymanowski.

Warsaw – this is a surprising result. It must be said that effectively, a second round is taking place in the first round. Minister Patryk Jaki conducted a great, fantastic campaign. If we look at previous results in Warsaw, we have this kind of support of thirty-something percent,” he added.

19:39

Karczewski on Refugee Spot: 'I Believe the Spot Could Have Been Shown at a Different Time, But It Showed Reality, the Truth'

"We discussed this topic [of the refugee spot], whether it was needed or not, and why. Opinions were divided, but the campaign itself was conducted excellently. I believe the spot could have been shown at a different time, but it was a spot showing reality, the truth. It also showed reality," Marshal Stanisław Karczewski said on Polsat News.

19:42

Schetyna:

Our Major Cities Were a Success

- Our major cities were a success, the largest ones, all those above 200,000 inhabitants. We won in several dozen major cities, and in most of them in the first round. We won, and that was my goal, to win in the largest cities and to have a coalition opportunity in more than half of the provincial assemblies, meaning more than 8 provincial assemblies. The votes, as we know, are still being counted. We are not certain how it will look - stated Grzegorz Schetyna in an interview with Justyna Pochanke on TVN24's "Fakty po faktach".

19:44

Karczewski on Prime Minister Change: It's Fake News. Absolutely No Basis Whatsoever

[The Prime Minister's position] is very strong and very good. Mr. Morawiecki has shown himself to be an exceptionally active and excellent politician. He also presents himself brilliantly at election rallies, being incredibly hardworking” – said Marshal Stanisław Karczewski in an interview with Bogdan Rymanowski on Polsat News.

This is fake news. I haven't heard anything [about it]. There is absolutely no basis whatsoever” – he added, when asked about a change in the Prime Minister's office.

19:45

Schetyna on Civic Coalition's Results in Regional Assemblies: Not as Good as in the Largest Cities, but Decent Enough to Offer Coalition Opportunities

We are waiting for the votes to be counted, for the official announcement. Unofficially, we are in contact [with Władysław Kosiniak-Kamysz]. We are talking. For 12 years, we have been leading a coalition in the regional assemblies, still with Waldemar Pawlak. It's a good coalition, and this good election result is also a confirmation of that. [The election result in the regional assemblies] is not as good as in the largest cities, but it is decent enough to offer us coalition opportunities. We will be ready to talk about specifics after the elections, after the election results are announced," stated Grzegorz Schetyna in an interview with Justyna Pochanke on TVN24's "Fakty po faktach".

19:55

Schetyna:

For me, the European elections are most important today
I am a proponent of building politics step by step. For me, today the most important are the European elections, those in May 2019, and preparing such a representation, a coalition, that will win against PiS and will be the foundation of the European Parliament, having an influence on European politics – stated Grzegorz Schetyna in an interview with Justyna Pochanke on TVN24's "Fakty po faktach".

19:56

Schetyna:

If We Win Parliamentary Elections, We Will Form a Government, the Presidential Election Will Be the Cherry on Top

- If we win the parliamentary elections, we will have both the Sejm and the Senate, we will form a government, then the presidential election will be the cherry on top, something that will round off this electoral marathon, and I will be the happiest person in Poland - stated Grzegorz Schetyna in an interview with Justyna Pochanke on TVN24's "Fakty po faktach".

PiS Wants November 12, 2018 to be a Non-Working Day. The Bill is Already in the Sejm

Trzaskowski:

In the final days of the campaign, many urged me to be more aggressive and attack PiS. I focused on a positive message, and it worked.

Over the past days and weeks, the trends have been improving. I am very happy with this unprecedented mobilization. No one expected such a great mobilization of Warsaw residents. Many thanks to them for knowing what was at stake at such an important moment and all going to the polls” - said Rafał Trzaskowski from Civic Platform (PO) on TVN24 in an interview with Monika Olejnik.

I think [the outcome was influenced by] consistency. The pre-campaign and campaign lasted 9 months. We truly knew what we were doing and stuck to it the entire time. I tried to be positive. In the final days of the campaign, many people urged me to be more aggressive, to attack PiS. And PiS itself was constantly provoking, even in the last 24 hours. I decided that I would do my own thing, I would talk about Warsaw, and if there were provocations, I would respond, but I would focus on a positive message, and it worked

Many people told me after that unfortunate post about Geremek that I shouldn't talk about books or theatre. Sometimes I managed to sneak something in, and it turned out it didn't hurt the result. Consistency until the very end” - he added.

20:58

Trzaskowski:

Jaki's Resignation from the Party Made Everyone Conclude This Politician is Simply Untrustworthy

One also has to say that the fact that Zbigniew Ziobro and Patryk Jaki want to lead us out of the European Union, because their latest decisions truly only testify to this, is an incredible aggression but a complete lack of credibility. Patryk Jaki has been constantly changing his mind. In the end, his resignation from the party made everyone conclude that this politician is simply untrustworthy” – said Rafał Trzaskowski from Civic Platform (PO) in an interview with Monika Olejnik on TVN24.

PKW Publishes Results for Opole Voivodeship Assembly Elections

The Civic Coalition candidates received the most votes in the Opole Voivodeship, according to data just published by the National Electoral Commission (PKW). Law and Justice (PiS) took second place, followed by the German Minority in third.

ELECTION DAY ANALYSIS: KO Lost, But Not Catastrophically; PiS Victory Doesn't Guarantee Governance; Ociepa: PiS to Govern in Max 3 Regional Assemblies; Łapiński: PiS Erroneously Raised Expectations
-- 300POLITYKA LIVEBLOG: PKW published the results of the elections to the Opole Regional Assembly. Trzaskowski: Jaki's departure from the party caused everyone to conclude that this politician is simply not credible. Trzaskowski: In the final days of the campaign, many people urged me to be more aggressive, to attack PiS. I focused on a positive message, and it paid off. PiS wants November 12, 2018, to be a non-working day. The bill is already in the Sejm. Schetyna: If we win the parliamentary elections and form a government, the presidential elections will be the cherry on top. Schetyna: For me, the European elections are most important today. Schetyna: The ad about refugees helped us win. It showed the true face of PiS. Schetyna on KO's results in regional assemblies: Not as good as in the largest cities, but decent enough to give us a coalition opportunity. Karczewski, asked about a change of prime minister: This is fake news. There are absolutely no grounds for it. Schetyna: The largest cities were a success for us. Karczewski on the refugee ad: I believe this ad could have been shown at a different time, but it was an ad showing reality, the truth. Karczewski: The most important elections await us next year. At the same time, I hope we will be opening champagne because we will win. Schetyna: We cannot allow a party with 30% support to govern for years. Schetyna: Yesterday, I had a sense of the end of an era. A very difficult one, but one that ended well. Terlecki: I was counting on a second round in Warsaw. CIS Director for 300: We are not abandoning the replacement of the voting system in the Sejm. The announcement of another tender is probable. The Sejm will elect the Children's Ombudsman tomorrow night. https://300polityka.pl/live/2018/10/22/ ***** POLSAT NEWS EVENTS -- ALL CANDIDATES IN THE LOCAL ELECTIONS HAVE DECLARED VICTORY. -- VOTERS DID NOT DISAPPOINT, TURNOUT WAS HIGHER THAN FOUR YEARS AGO - Dorota Gawryluk. -- KO TRIUMPHS IN LARGE CITIES, PIS WON IN REGIONAL ASSEMBLIES. -- JUDGING BY THE REACTIONS OF LEADERS IMMEDIATELY AFTER THE ANNOUNCEMENT OF THE EXIT POLL RESULTS, BOTH PIS AND THE CIVIC COALITION (KO) WON THE ELECTIONS TO THE REGIONAL ASSEMBLIES - Dariusz Ociepa. -- COMPARED TO THE 2014 ELECTIONS, PIS GAINED 6% OF VOTES IN THE REGIONAL ASSEMBLIES, BUT APPETITES WERE LARGER - Ociepa continued. -- KRZYSZTOF ŁAPIŃSKI: PiS made a mistake because it should have lowered expectations, as it is easier to declare success then. -- A BETTER RESULT WOULD HAVE PROVIDED THE OPPORTUNITY FOR INDEPENDENT GOVERNANCE, BUT AS IT IS, PIS WON BUT MAY NOT BE ABLE TO CONSUME THE VICTORY - Ociepa. -- PIS WILL GOVERN IN TWO, AT MOST THREE REGIONAL ASSEMBLIES - Ociepa continued. -- A MEETING BETWEEN GRZEGORZ SCHETYNA AND WŁADYSŁAW KOSINIAK-KAMYSZ WAS SCHEDULED FOR TODAY, BUT THE LEADERS WILL LIKELY MEET TOMORROW - Ociepa. -- THE PIS POLITICAL COMMITTEE HAS GATHERED AT NOWOGRODZKA STREET - Ociepa continued. -- THE BIGGEST SURPRISE IN WARSAW - AGAINST POLLS AND PREDICTIONS - announcement. -- THIS RESULT WAS A SURPRISE FOR EVERYONE, INCLUDING RAFAŁ TRZASKOWSKI - Agnieszka Milczarz: Few expected that the KO candidate would win in Warsaw in the first round. -- WINNING THE CAPITAL IS NOT JUST PRESTIGE, IT IS A SYMBOL OF THE POLISH-POLISH STRUGGLE FOR POWER BETWEEN KO AND PIS - Milczarz continued. -- THE KO CANDIDATE WAS NOT HARMED BY THE REPRISATIZATION SCANDAL AND COMMENTS THAT IT WAS AN EXTENSION OF HANNA GRONKIEWICZ-WALTZ'S ADMINISTRATION - Milczarz. -- THE PIS CHAIRMAN HAS NOT COMMENTED ON THE DEFEAT IN WARSAW - Milczarz continued. -- THERE WERE MORE SURPRISES, JAROSŁAW WAŁĘSA DID NOT MAKE IT TO THE SECOND ROUND IN GDAŃSK. ***** FAKTY TVN -- KACZYŃSKI'S SIGNIFICANT SILENCE - in the preview: Rafał Trzaskowski wins the capital in the first round with over 54 percent support. Patryk Jaki with over 30 percent. But with a grim face, awareness of campaign mistakes, and the significant silence of party leader Kaczyński, who didn't even mention Jaki's name at the election night gathering. -- JAKI'S ELECTION NIGHT WAS NOT EVEN ATTEMPTED TO BE RESCUED BY JAKI HIMSELF, WHO ARRIVED 20 MINUTES AFTER IT BEGAN - Jakub Sobieniowski. -- PIOTR GUZIAŁ: He simply wanted to speak after the PiS leader and the Prime Minister. -- BUT NEITHER THE PRIME MINISTER NOR THE LEADER SAID A WORD ABOUT JAKI, AND EVEN HIS MENTOR Z. ZIOBRO DID NOT COME TO THE ELECTION NIGHT GATHERING - Sobieniowski. -- HE WAS SURROUNDED BY MINISTERS IN THE CAMPAIGN WHO IMPLIED THAT MONEY FOR THE CAPITAL WOULD BE EASIER WITH HIM, BUT HE WAS NOT PRESENT AT THE ELECTION NIGHT GATHERING - Sobieniowski. -- PLATFORMA, BY DISINHERITING PEOPLE FROM TENEMENTS, BY DOING SUCH REPRISATIZATION, I AM SURPRISED WARSAW RESIDENTS AGREE WITH THIS - Henryk Kowalczyk. -- THIS SHOWS WHAT PERCENTAGE OF WARSAW RESIDENTS ARE ENTANGLED IN THE THIRD REPUBLIC'S GOVERNMENT - Jan Pietrzak. -- POLES ARE NOT FALLING FOR SUCH BLACKMAIL - Rafał Trzaskowski. -- THE ELECTION NIGHT EVENT BEGAN AT 9 PM, AND AFTER A FEW MINUTES, GUESTS STARTED LEAVING - Sobieniowski: JAKI ARRIVED WHEN A LARGE PORTION OF THE GUESTS HAD ALREADY LEFT. -- JAKI DID NOT THANK WARSAW RESIDENTS FOR THE RESULT TODAY EITHER - Sobieniowski. -- THE NUMBERS DON'T LIE, PIS WINS IN REGIONAL ASSEMBLIES: The numbers don't lie - PiS wins in provincial assemblies. It has higher percentage support and more seats. Only a coalition capacity might be lacking, so the PO-PSL coalition might retain power in some regional assemblies. Grzegorz Schetyna and Władysław Kosiniak-Kamysz are ready to cooperate. -- THE CIVIC COALITION LOST, BUT NOT CATASTROPHICALLY - KRZYSZTOF SKÓRZYŃSKI: PiS won, Platforma celebrated, and PSL... survived. If the exit poll results are confirmed by PKW, PiS will achieve a result only slightly worse than AWS 20 years ago. This would be the second-highest result in the recent history of local elections. The Civic Coalition lost, but not catastrophically, by just over 6 percentage points. Furthermore, PSL proved to be strong in local government, and their results attest to this. Councilors from Kukiz, the Non-Partisans, and those from SLD also have a chance for seats in the provincial assemblies. -- VICTORY DOES NOT ALWAYS MEAN GOVERNANCE - SKÓRZYŃSKI continued: There was no boisterous celebration in the PiS headquarters. In the case of provincial assemblies, victory does not always mean governance. The opposition won, according to exit poll results, in seven voivodeships. PiS triumphed in nine. But today, PiS is not 100% certain whether – and where – it will be able to govern independently. This will only be revealed by the distribution of seats in individual assemblies. -- ANTONI MACIEREWICZ: This victory is a convincing, unambiguous, and very significant victory. -- PIS HAS NO NATURAL COALITION PARTNER - SKÓRZYŃSKI: Certainly, in many of them, agreements will have to be made, meaning coalitions. And this is where the difficulties begin for PiS. Władysław Kosiniak-Kamysz assured that PSL will not enter into a coalition with PiS. Wherever possible, PSL will form a coalition with Platforma. This was also the case in previous terms, in local government. PiS has no natural, obvious coalition partner. And the latest declarations will not change this situation. -- PIS HAS CLOSED THE DOOR TO NEGOTIATIONS WITH PSL - SKÓRZYŃSKI: The head of PSL will likely discuss coalitions with the leader of Platforma. PiS, which discussed internally today, has closed the door to negotiations with the agrarian party to itself during the campaign. -- PIS HOPED FOR A HIGHER VICTORY AND AN 8-POINT DIFFERENCE: On Sunday evening, in hallway conversations, virtually no one hid the fact that PiS hoped for a higher victory over the Civic Coalition, at least an eight-point one. Because this would give the party comfort before the elections in the coming year, which are crucial for PiS. -- IN THE CAMPAIGN, THEY COUNTED ON 3-4 REGIONAL ASSEMBLIES: During the campaign, PiS politicians declared that independent governance in three or four regional assemblies would be a success. In the outgoing term, PiS only governed in Podkarpacie. -- THE STRATEGY OF FRIGHTENING IS NOT WORKING - in the preview: The strategy of frightening with a governor, commissioner, and a wasted vote is not working. The Mayor of Łódź received support from over 70 percent of residents - an absolute record. In the morning, Hanna Zdanowska was already at work - aware that PiS would not lay down its arms and would do everything to prevent her from taking office. -- ZDANOWSKA RECEIVED A REAL MANDATE TO FIGHT AGAINST PIS - Arleta Zalewska. -- IT IS ONLY POSSIBLE TO ESTIMATE THE IMPACT OF SASIN'S VISIT - Zalewska. -- ONE OF THE SCENARIOS ASSUMES THAT THE GOVERNOR WILL INTERVENE AND ASK THE CITY COUNCIL FOR HELP IN REMOVING ZDANOWSKA; THE PRESIDENT CAN APPEAL THE GOVERNOR'S DECISION - Zalewska. -- WAŁĘSA SUFFERS A BITTER DEFEAT - Jarosław Wałęsa will not be the mayor of Gdańsk, he is not entering the second round of elections and has suffered a bitter defeat. Paweł Adamowicz and Kacper Płażyński remain in contention. The incumbent mayor has a small lead, but for several hours he has also had the support of Jarosław Wałęsa. -- HE LEARNS QUICKLY AND WILL STILL BE USEFUL - Lech Wałęsa. -- ACCORDING TO ADAMOWICZ, IF NOT FOR THIS DIVISION, IT WOULD BE LIKE IN WARSAW - Maciej Knapik. -- WHEN WE ADD UP THESE ELECTORATES, IT TURNS OUT THERE WOULD ONLY BE ONE ROUND - Adamowicz. -- IT IS UNKNOWN HOW IT WILL END - Knapik. -- WILL THERE BE A COMMISSIONER IN GDAŃSK APPOINTED BY PIS AFTER ALL? - Lech Wałęsa. -- THE MOST DANGEROUS COMPETITORS ARE GDAŃSK'S PROBLEMS, AND ONE OF THEM IS MR. MAYOR ADAMOWICZ - Kacper Płażyński. -- ONCE, WHEN THE WILL OF THE MAJORITY OF THE GATHERED CROWD WAS INVOKED, THE CROWD CHOSE BARABBAS - Jan Śniadek. -- THIS IS INTERESTING BECAUSE SINCE THE LAST ELECTIONS, PIS HAS REPEATEDLY SAID THAT THE SOVEREIGN'S WILL IS SACRED - Knapik. -- There will only be a second round of elections in five provincial cities if the polls are confirmed: Krakow, Kielce, Szczecin, Olsztyn, and Gdańsk. The Civic Coalition triumphs in the major cities. And we have two weeks of campaigning ahead of the second round. -- JAŚKOWIAK HAD THE VICTORY IN HIS POCKET AND DOESN'T EVEN SEEM TO BE CELEBRATING MUCH - KKZ. -- PIS KNEW IT WOULDN'T BE EASY TO WIN IN THE CITIES, BUT FIRST-ROUND DEFEATS ARE SYMBOLIC - KKZ. -- PIS DID A LOT TO SCARE POLES - Andrzej Halicki. -- SUCH A DEFEAT IN THE CITIES IS A BAD PROGNOSIS FOR PIS IN THE EUROPEAN ELECTIONS - KKZ. -- PIS NOMINATED YOUNG POLITICIANS TO BUILD THEIR NAMES, AND THEY HAVE COMPLETED THEIR FIRST MAJOR POLITICAL TEST - KKZ. -- WASSERMANN IS ONE OF THE PARTY'S RISING STARS - KKZ. -- MAJCHROWSKI'S SUPPORT WILL BE THE WINNING MAYOR OF WARSAW - KKZ. -- LONG QUEUES AND PROBLEMS WITH CASTING VOTES: Turnout was not impressive, but in local elections, over 54 percent is a lot in Poland. It could have been even higher, but there were long queues at polling stations, and many voters were turned away because they registered at the last minute. Something went wrong, and there are no culprits. ***** WIADOMOŚCI TVP -- PIS WINS THE LOCAL ELECTIONS, BUT PLATFORMA TRIUMPHS IN LARGE CITIES. IN THE ELECTIONS TO THE REGIONAL ASSEMBLIES, PSL LOST THE MOST. TURNOUT WAS RECORD HIGH - announcement. -- FOR PIS, THIS IS THEIR FOURTH ELECTORAL VICTORY AND SECOND IN A ROW IN LOCAL ELECTIONS - Marcin Szypszak. -- 4 YEARS AGO IN THE ELECTIONS TO THE REGIONAL ASSEMBLIES, 27% OF VOTERS VOTED FOR PIS, 6 PP. LESS. YESTERDAY'S RESULTS FOR PIS ARE ALSO SIGNIFICANTLY BETTER THAN THOSE FROM 8 AND 12 YEARS AGO - Szypszak. -- SCHETYNA DECLARED SUCCESS, ALTHOUGH KO ACHIEVED ALMOST THE SAME RESULT AS PLATFORMA ITSELF 4 YEARS AGO - Szypszak: PO's results from 8 and 12 years ago were significantly better. -- THE AGRARIANS RECORDED A WEAKER RESULT THAN 4 YEARS AGO, BY AS MUCH AS 10 PP. - Szypszak: PSL did not manage to win elections to any of the regional assemblies. -- THE SURPRISES OF THESE ELECTIONS MAY BE THE HIGH RESULTS OF CIVIC PLATFORM AND MODERN CANDIDATES IN WARSAW AND ŁÓDŹ - announcement: There will be no second round there, but it is also a surprise that KO candidates will be absent from the second round in Szczecin and Gdańsk. -- FOR RAFAŁ TRZASKOWSKI, IT WAS UNDOUBTEDLY A SWEET MORNING - Waldemar Stankiewicz. -- JAKI CONGRATULATED THE WINNER AND WISHED HIM LUCK - Stankiewicz. -- THERE WILL BE NO SECOND ROUND IN KATOWICE. MARCIN KRUPA, AN INDEPENDENT CANDIDATE SUPPORTED BY PIS, WON THERE. IN ŁÓDŹ, HANNA ZDANOWSKA WON IN THE FIRST ROUND - Stankiewicz. -- A SECOND ROUND WILL HAVE TO BE ORGANIZED, AMONG OTHERS, IN GDAŃSK, KIELCE, RADOM, OLSZTYN, AND SZCZECIN - Stankiewicz. -- THE FIRST-ROUND RESULT IN SZCZECIN IS A DEFEAT FOR SŁAWOMIR NITRAS. Initial results gave him a second round. Today it turned out that voters chose Bartłomiej Sochański - Stankiewicz. -- IN GDAŃSK, PAWEŁ ADAMOWICZ WILL FACE KACPER PŁAŻYŃSKI - Stankiewicz. -- MAŁGORZATA WASSERMANN IS CALM - Stankiewicz: In Krakow, she will fight Jacek Majchrowski. There is only a 10 pp. difference between the candidates. -- THE SECOND ROUND IN GDAŃSK IS NOT A SURPRISE. UNLIKE THE FACT THAT IN THE STRONGHOLD OF CIVIC PLATFORM, ITS CANDIDATE WAS ELIMINATED AFTER THE FIRST ROUND - Marcin Tulicki. -- JAROSŁAW WAŁĘSA HAS NOT HIDDEN HIS DISAPPOINTMENT - Tulicki: For the PiS candidate, the fight enters the decisive stage. -- PŁAŻYŃSKI DOES NOT INTEND TO CHANGE HIS STRATEGY BEFORE THE SECOND ROUND. HE WILL FOCUS ON MEETINGS WITH RESIDENTS AND ISSUES THAT DIRECTLY CONCERN THEM - Tulicki. -- THE PRESIDENT BEGAN A VISIT TO GERMANY. TOMORROW IN BERLIN, MEETINGS WITH THE PRESIDENT OF GERMANY AND CHANCELLOR MERKEL - no material. -- SPAIN WANTS TO USE POLISH EXPERIENCE IN IMPROVING THE TAX SYSTEM. THE HEAD OF THE SPANISH GOVERNMENT CONSULTED WITH PRIME MINISTER MORAWIECKI ON THIS MATTER - announcement.

Two More Regional Assemblies for PiS, Potentially Controlling at Least 5 Voivodeships. Sobolewski: 'Podkarpackie, Lubelskie, Małopolskie, Świętokrzyskie, Podlaskie... and the North Isn't Even Counted Yet'

After securing a sole majority in Małopolska, Podkarpackie, and Lubelszczyzna, it turns out that PiS may also govern independently in Świętokrzyskie and Podlaskie. This was announced by the head of PiS structures, Krzysztof Sobolewski:

The end of PSL's rule in the Świętokrzyskie Voivodeship was announced on Facebook by the current Marshal, Adam Jarubas.
