The National Electoral Commission (PKW) has scheduled three press conferences for the post-election Monday to present partial results of the local government elections. The first will take place at 6:15 AM, the second at 12:15 PM, and the third and final one at 6:15 PM. The PKW has stated that the full results of Sunday's vote will be known on Tuesday night into Wednesday.

President Andrzej Duda, accompanied by his wife, will begin an evening visit to Germany. Today's itinerary includes a visit to the Foreign Office of Toruńskie Zakłady Materiałów Opatrunkowych Deutschland GmbH. Meanwhile, parliamentary committees, including the Committee on Justice and Human Rights and the Committee on Infrastructure, will be working on the 2019 budget.

– We won and achieved a significantly better result than 4 years ago. In many cities, there will be a runoff, in which our candidates have a great chance. I am very positively surprised by both the result of Małgorzata Wassermann and Kacper Płażyński. For Platforma, however, this is a great defeat in the party's stronghold [in Gdańsk]. So, this result in large cities is not so unequivocally favorable for the [Civic] Coalition – stated Adam Bielan in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

We've always performed worse in local elections than in the parliamentary elections that followed. Four years ago, we secured 27% in local elections, only to achieve 10 percentage points more, 37%, in the parliamentary elections a year later. If we maintain a similar proportion this year and next, I will be very pleased, as it will mean we'll achieve well over 40%. But you are right, we must do everything to draw conclusions from these elections. Local elections are the best possible material when it comes to assessing our regional structures - stated Adam Bielan in an interview with Konrad Piasecki on TVN24's "Piasecki's Interview." - After the second round, it will be time to draw conclusions, conduct an audit of our field structures and the campaign itself - he added.

- We will see what the final result will be, because the fact that we are talking now at 7:34 AM and there are still no partial election results, and we only have exit polls to comment on, does not reflect well on the National Electoral Commission. I believe that as a parliament, we should address this, because it is clear that we are lagging behind. - We're aiming for a 'four' at the front in the parliamentary elections. In local government elections, no other party in the Third Polish Republic, since the establishment of regional assemblies, has managed to cross that threshold. One party, Civic Platform, managed to slightly exceed 30%, but our result this year, if the exit poll is confirmed, will be the best result in Poland's history - stated Adam Bielan in a conversation with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- I am satisfied with our result. Yes, we could have probably done more, better, in the campaign, but there's no campaign, even a victorious one, without mistakes. After the second round, we will reflect on what we could have done better and what to do to gain even higher support in next year's elections, both for the European Parliament, and for the Sejm and Senate - stated Adam Bielan in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- In Warsaw, yes, we expected a second round. Indeed. It seems to me that the end of the election campaign was decisive. This campaign by the Civic Platform candidate was very weak at the beginning, but even then I warned against making Warsaw such an indicator, a litmus test of moods in Poland, and I warned my colleagues about this too, not to invest too much in Warsaw in terms of media and politics, because in the end it will have a bitter taste - stated Adam Bielan in an interview with Konrad Piasecki on TVN24's "Piasecki's Interview".

„In large cities, incumbent mayors or the opposition will maintain their standing. There is no indication that anyone from PiS could win in the second round, but one must be cautious. Civic Coalition received the same percentage as Civic Platform 3 years ago, and Modern has disappeared. I brought Modern into the Sejm - it had 6-7%, PO around 25%. Civic Platform within the Civic Coalition has the same result, and the Modern electorate has vanished. From the perspective of the forecast for the 2019 Sejm, these predictions are not that optimistic for the opposition” - said Ryszard Petru in an interview with Beata Lubecka on Radio Zet.

„Civic Coalition as a product did not work in this format” - he added.

“[Trzaskowski’s victory] was a pleasant surprise. I am happy because a year ago, Grzegorz Schetyna and I proposed this tandem. I voted for Trzaskowski. Trzaskowski ran a populist campaign for some time. I was afraid that if there was a weak result in the first round, the second round could change everything. I voted for Rafał Trzaskowski because I feared that Jaki would become president,” Ryszard Petru said in an interview with Beata Lubecka on Radio Zet. 

- We have won the fourth election in a row, although the scale of this victory isn't what we expected. There's no doubt we expected a better result, but this means we have to humbly accept this victory and keep working - stated Zbigniew Kuźmiuk on "Signals of the Day" PR1. He added:

"It's true, this polarization has led to an extraordinary mobilization on the other side, and this is visible in the results from big cities. I don't yet know the turnout distribution between big cities and the rest of our country, but everything indicates that it was indeed the inhabitants of big cities who caused a significant increase in turnout."

- PiS really overdid it. You just need to look at their campaign ads or what Jaki did. PiS scared away its urban voters. Those two sweating guys in their rush for power caused them to become disillusioned. I'm talking about Ziobro and Jaki. Sweating in their rush for power - stated Katarzyna Lubnauer in a conversation with Piotr Witwicki on Polsat News's "Polityczne Graffiti". Responding to the observation that sweating during a campaign might not be inherently bad, she replied: - But it has to be done with some sense. Jaki wanted to be elected so badly that he was a chameleon without any credibility.

- The Civic Coalition has shown one thing: that, unlike in Hungary, where the opposition couldn't reach an agreement, we blocked the takeover of major cities. We, as Nowoczesna, need to take stock of ourselves at this moment. The fact that we won in the cities stems from the fact that we presented a more liberal face. „Certainly, everyone appreciates his [Jaki's] incredible industriousness. He was biting the grass, to use a footballing metaphor. This direct contact with the voter – very commendable. Now he has the completion of the verification committee's work, but he has certainly gained, also, tremendous recognition, which is important in politics” – he added.

„Poland is part of the EU and will remain in the EU. It's the case that so far, only once has a ruling by the CJEU been thrown in the bin by the government in Poland, and that was during the PO-PSL governments. This does not mean that the Civic Platform was preparing for Polexit. We await the full content of the verdict [regarding the Supreme Court], its justification, and then the Polish government will respond” – said Ryszard Czarnecki from PiS on Radio Plus.

„Similarly to the President, I can't quite imagine turning back the clock, and I think it would be an extremely difficult situation. The law does not operate retrospectively” – he added.

Monday, the weather is a bit worse than in the recent days. We are working, today we are talking with Warsaw residents near the Politechnika metro station and we will be planning our immediate activities for the coming week and month. - This is a great day for our city. Yesterday we had a great celebration of democracy, today we will likely be following the results with you for the next dozen hours or so. I have preliminary, unofficial presidential election results for the city for you - stated Robert Biedroń at a briefing in Słupsk.

- We have broken the duopoly. The duopoly of the two major political parties, PiS and Civic Platform. We have shown that open, modern, European, unifying politics is possible at the local government level - continued the outgoing mayor of Słupsk.

According to the presented candidates, Krystyna Danilecka-Wojewódzka has won the mayoral election in Słupsk in the first round.

It turned out that we received information in an extraordinary manner that the CJEU had made a certain decision, stated Michał Dworczyk on the WP program "Tłit". He added:

"It's hard to resist the impression that such actions were taken to influence the election results. This was not fake news. It was an unusual event, because Poland sent a response of several dozen pages to the European Court of Justice on Thursday evening, and the information appeared on Friday morning. This means that Poland's position on this matter was not even reviewed at all”

- No, it means that in this case, the CJEU's decision, due to its nature, might have had a hidden agenda. For example, that it should have been published before the elections, because the way it was delivered was also unusual and extraordinary. The intention was for Poles to learn about this decision before the elections, added the Head of the Chancellery of the Prime Minister.

„I am absolutely open to talks with the left and urban movements, the real urban movements – Miasto Jest Nasze (The City is Ours), because my program was in a sense a nod to them and to the hard work they have done. I started with a package for women, also in reaction to what is happening in the country, and also a nod to urban movements, because many demands concerning quality of life are demands that have been raised for many recent years precisely by urban movements” – said Rafał Trzaskowski in the post-election Morning on Radio TOK FM in conversation with Dominika Wielowieyska.

"I'm 100% focused on Warsaw. If the results are confirmed, I have won the election in Warsaw and there is a huge amount of work here," said Rafał Trzaskowski in an interview with Dominika Wielowieyska on TOK FM, when asked if he would run for President of Poland in 2020. 

- As a constitutional organ of a Member State, continuously performing the duties of the First President of the Supreme Court of the Republic of Poland, in execution of the order of the Vice-President of the Court of Justice of the European Union of 19 October 2018 in case C-619/18 R European Commission v. Republic of Poland, I call upon all judges of the Supreme Court covered by the scope of the interim measures ordered in this case to report to the Supreme Court in order to take up judicial service - Małgorzata Gersdorf wrote in a letter.

“The National Electoral Commission (PKW) and the National Election Bureau (KBW) are not the bodies that can decide and predict the course of events. If it is confirmed, and a high victory suggests there will be no second round, if it is confirmed that Ms. Zdanowska has won, the provisions on local government employees come into play, and this is where the voivode's decision is crucial. It is difficult for us to comment on this. What decision the voivode will make, whether they will initiate proceedings to issue a substitute ordinance or not, I do not know” - commented the chairman of the PKW, Wojciech Hermeliński, on the case of President Hanna Zdanowska.

“President Gersdorf addressed all judges affected by the CJEU's ruling, calling on them to report for active service. Madam President considered that the CJEU's ruling is directed at the Polish state, as the text of this ruling states, [and the addressee] is the executive power, including the President of the Supreme Court. For this reason, Madam President issued such a call. Some Supreme Court judges have already reported for duty today. Others will follow successively. Some are on their way, some will come tomorrow and the day after tomorrow,” said the spokesperson for the Supreme Court, Michał Laskowski, at a press conference.

- Firstly, much indicates that my result will be better than what Andrzej Duda achieved in the first round of the presidential elections in Warsaw in 2015. However, it is difficult to say that we have significantly managed to improve this result in this very difficult territory – stated Patryk Jaki in an interview with wPolityce.pl. He added:

"The key for the second round was that the other candidates received a very low result, below 3%, and this did not happen in any other city. If not for that, there would have been a second round. The SLD, urban movements and other candidates attacked me instead of Rafał Trzaskowski, and that is how they tried to discredit me."

- If Rafał Trzaskowski wishes, I will gladly help the capital for the good of Warsaw (...) For now, I want to go on holiday, which I haven't had at all this year. Thank you once again to the people of Warsaw – he continued.

“Everyone interprets the results differently. I am personally satisfied with the results. A surprising defeat, I admit, for Minister Patryk Jaki, who ran an excellent campaign. He was very involved in the campaign, had great ideas for Warsaw, very good for the residents of Warsaw. I regret that he will not be implementing them. I congratulate Mr. Trzaskowski. I wish him that he adopts many of the ideas and initiatives that Minister Jaki proposed during the election campaign, because these very interesting, very good ideas are worth utilizing” – said Marshal Stanisław Karczewski in the Senate. 

Lawmakers will elect the Children's Ombudsman on Tuesday, during the evening voting session, which will begin at 10:00 PM and last until 12:30 AM. The only candidate nominated for this position by the Law and Justice (PiS) parliamentary club is Agnieszka Dudzińska. Today, the parliamentary committees are expected to address this motion.

The parliamentary session will commence tomorrow at 10:00 AM and, in effect, will conclude on the same day. Although the agenda for Wednesday includes current information and questions on current matters, an initial voting block was also planned for Wednesday morning. This has ultimately been removed, and the only voting session will take place as mentioned on Tuesday evening.

- The results of the tests for the new Voting System were not positive. Additionally, the entire investment has been significantly delayed. For these reasons, the Chancellery of the Sejm has decided to terminate the contract. At the same time, we are not abandoning the system replacement – another tender for this service is likely to be announced – stated Andrzej Grzegrzółka in an interview with 300POLITYKĄ. The CIS Director thus confirmed reports from the TVP Info portal that the Chancellery of the Sejm had resigned from cooperation with Asseco.

As Grzegrzółka emphasizes, Asseco will have to pay contractual penalties for the uncompleted investment: - All points of the contract with our partner remain in force, including those concerning financial responsibility for the uncompleted investment. It is worth noting that the Chancellery of the Sejm – due to the system's inefficiency – was not obliged to pay for the investment, not even partially.

With 90% of polling stations counted, according to unofficial information close to the PiS campaign headquarters in Krakow, the ruling party has secured at least 21 seats in the 39-member Lesser Poland regional assembly, granting it an independent majority.

- To effectively fight for Poland, we need to stop the dominance, limit the dominance, and defeat PiS. I have no doubts about this, because I look at the Hungarian example, how Orban and Fidesz monopolized the political scene, played the game, divided the opposition, winning election after election, they actually ruined the political scene, completely dominated it - added the Civic Platform leader.

„The most important elections await us next year. At this time, I hope we will be opening champagne, because we will win. These elections – primarily, a very high turnout. This is incredibly pleasing,” said Senate Marshal Stanisław Karczewski in „Wydarzenia i opinie” on Polsat News in a conversation with Bogdan Rymanowski.

„Warsaw – this is a surprising result. It must be said that effectively, a second round is taking place in the first round. Minister Patryk Jaki conducted a great, fantastic campaign. If we look at previous results in Warsaw, we have this kind of support of thirty-something percent,” he added.

"We discussed this topic [of the refugee spot], whether it was needed or not, and why. Opinions were divided, but the campaign itself was conducted excellently. I believe the spot could have been shown at a different time, but it was a spot showing reality, the truth. It also showed reality," Marshal Stanisław Karczewski said on Polsat News.

- Our major cities were a success, the largest ones, all those above 200,000 inhabitants. We won in several dozen major cities, and in most of them in the first round. We won, and that was my goal, to win in the largest cities and to have a coalition opportunity in more than half of the provincial assemblies, meaning more than 8 provincial assemblies. The votes, as we know, are still being counted. We are not certain how it will look - stated Grzegorz Schetyna in an interview with Justyna Pochanke on TVN24's "Fakty po faktach".

„[The Prime Minister's position] is very strong and very good. Mr. Morawiecki has shown himself to be an exceptionally active and excellent politician. He also presents himself brilliantly at election rallies, being incredibly hardworking” – said Marshal Stanisław Karczewski in an interview with Bogdan Rymanowski on Polsat News.

„This is fake news. I haven't heard anything [about it]. There is absolutely no basis whatsoever” – he added, when asked about a change in the Prime Minister's office.

We are waiting for the votes to be counted, for the official announcement. Unofficially, we are in contact [with Władysław Kosiniak-Kamysz]. We are talking. For 12 years, we have been leading a coalition in the regional assemblies, still with Waldemar Pawlak. It's a good coalition, and this good election result is also a confirmation of that. [The election result in the regional assemblies] is not as good as in the largest cities, but it is decent enough to offer us coalition opportunities. We will be ready to talk about specifics after the elections, after the election results are announced," stated Grzegorz Schetyna in an interview with Justyna Pochanke on TVN24's "Fakty po faktach".

I am a proponent of building politics step by step. For me, today the most important are the European elections, those in May 2019, and preparing such a representation, a coalition, that will win against PiS and will be the foundation of the European Parliament, having an influence on European politics – stated Grzegorz Schetyna in an interview with Justyna Pochanke on TVN24's "Fakty po faktach".

„Over the past days and weeks, the trends have been improving. I am very happy with this unprecedented mobilization. No one expected such a great mobilization of Warsaw residents. „I think [the outcome was influenced by] consistency. The pre-campaign and campaign lasted 9 months. We truly knew what we were doing and stuck to it the entire time. I tried to be positive. In the final days of the campaign, many people urged me to be more aggressive, to attack PiS. And PiS itself was constantly provoking, even in the last 24 hours. I decided that I would do my own thing, I would talk about Warsaw, and if there were provocations, I would respond, but I would focus on a positive message, and it worked”

„Many people told me after that unfortunate post about Geremek that I shouldn't talk about books or theatre. Sometimes I managed to sneak something in, and it turned out it didn't hurt the result. Consistency until the very end” - he added.

“One also has to say that the fact that Zbigniew Ziobro and Patryk Jaki want to lead us out of the European Union, because their latest decisions truly only testify to this, is an incredible aggression but a complete lack of credibility. Patryk Jaki has been constantly changing his mind. In the end, his resignation from the party made everyone conclude that this politician is simply untrustworthy” – said Rafał Trzaskowski from Civic Platform (PO) in an interview with Monika Olejnik on TVN24.

The Civic Coalition candidates received the most votes in the Opole Voivodeship, according to data just published by the National Electoral Commission (PKW). Law and Justice (PiS) took second place, followed by the German Minority in third.
