Sunday Politics: KO and SLD Conventions, Jaki on Defilad Square, PM and Party Leader in Lesser Poland

At 8:50 AM, a press conference will be held by the candidate for the Mayor of Warsaw, Patryk Jaki, concerning the future of Defilad Square. On the Inauguration Day of the 'Warm Home' Government Program, PiS Reminds of Morawiecki's 'Local Government Five-Point Plan' in a New Spot

The new clip – which 300POLITYKA is the first to publish – is based on Prime Minister Mateusz Morawiecki's words from the PiS convention in September. The central theme of the spot, which alludes to what campaign strategists call PiS's programmatic offensive, is the so-called Morawiecki's Local Government Five-Point Plan.

As noted by campaign strategists interviewed by 300POLITYKA, on Friday Prime Minister Morawiecki presented new proposals for the gaming industry, and today in Skawina, he will inaugurate the 'Warm Home' program – a government program for the thermomodernization of homes and the fight against smog, which is part of the aforementioned PMM's five-point plan.

"Unlike PO, which only conducts negative campaigning and hasn't shown any concrete proposals from Schetyna's mythical six-point plan, we are presenting a concrete, credible program," a prominent figure from the PiS election campaign tells us.



"These are five points for which the PiS government will allocate the most funds ever dedicated by central government to support local governments. We are launching this with the largest thermomodernization program, incomparable to anything before. Warm homes, lower bills, cleaner environment, healthier people. The 'you sort – you pay less' program, lower waste bills. We want to significantly increase our spending on senior homes. We will invest PLN 500 million in new thematic playgrounds for children, in new sports facilities. For the first time in 30 years, we will be restoring railway lines. We will allocate twice as much funding for municipalities that wish to rebuild bus connections and renovate train stations. We want 'safe school' to also mean a safe route to school. 100 Mbps for the centenary of independence. We will bring high-speed internet to all municipalities. Citizen budget – we want people to take matters into their own hands, so that Poland is great, strong, solidary, happy, and victorious. And Poland will be like that," PMM says in the clip.

- The fact that the heart of Warsaw has been undeveloped for 12 years, and everything that has happened here over the last 12 years could be described in a crime film, perfectly illustrates the rule of PO [Civic Platform]. Instead of focusing on developing this representative city center, which is seen by practically everyone who visits Warsaw for the first time and gets off at the PKP station, and creating a true synthesis of a changing Warsaw, the Platform's authorities unfortunately focused on handing over these plots to various criminal groups. Therefore, I want to say that – firstly – we will change this, but secondly, the Warsaw of the future must have a beautiful, representative Defilad Square that will showcase how Warsaw has changed in recent years. We don't have to choose between the three concepts that are appearing in public discourse. The first concept – an empty square surrounded by skyscrapers, which makes the place cease to live after 6 PM, once people finish work in the skyscrapers, only coming alive occasionally, like during Euro 2012 when there was a giant screen. We don't have to choose between such a solution, with office buildings surrounding the area, and turning this place into a park. Do you know why? Because we can combine all these elements. This is precisely the vision we want to present today – stated Patryk Jaki at the conference.

This is one of our most important programs because we want Poles to have clean air. Unfortunately, as the European Court of Justice ruling showed, which defined the government's lack of policy between 2008-2015, our predecessors did nothing or almost nothing here. Just as we are starting the first building here near Skawina, in April I spoke about this program very precisely, Smog Stop, and today we are showing our credibility. We said we would implement this program and today it is launching, it will last in the coming months, quarters, years. We are allocating over PLN 100 billion for this program, for financial support, and up to 90%, and sometimes even up to 100%, for those people who cannot afford to bear any of the costs of insulating their buildings, added PMM.

Political Week Ahead: Final Campaign Push Before First Round, JakiLive Marathon, Trzaskowski's Convention, PAD in the Vatican, General Affairs Council on Poland, EU Summit

The upcoming week in politics is dominated by the final stretch of the local government election campaign, with the first round of elections scheduled for Sunday. Major parties and candidates in the largest cities, including Warsaw, are planning their activities. President Andrzej Duda has a visit to the Vatican planned, an EU summit will take place in Brussels, the General Affairs Council will address the rule of law in Poland, and farmers' protests are scheduled in Warsaw.

Jaki's Plans. Patryk Jaki has traveled to Madrid, where on Monday he will meet, among others, with the Mayor of Madrid, who – as the candidate wrote on Twitter – built approximately 50 km of metro in one term. "This is almost as much as Civic Platform in Warsaw, which built over 9 km in 3 terms," he added. Jaki will also have meetings concerning Smart City and with the Polish ambassador to Spain. On Tuesday, a meeting will be held at the Ministry of Investment regarding the metro, as well as meetings with ambassadors from many countries on new technologies and city development, and a KW (Political Council) session. Wednesday is dedicated to a conference with Minister Adamczyk at Okęcie. On Friday, a 10-hour #JakiLive event will take place, which – as his campaign team emphasizes – is the first such live video conversation marathon in Poland. The campaign will run until the election silence.

Trzaskowski's Plans. Rafał Trzaskowski has announced a convention for Thursday, followed by "24 hours of non-stop work on the streets of Warsaw." "We will visit places that are important to the people of Warsaw. This final sprint, after Thursday's convention, will continue non-stop until the election silence," he said at a briefing. It is possible that a national convention for Civic Coalition will take place on Friday. Civic Coalition will also continue its "convoy of shame" campaign.

PAD in the Vatican. President Andrzej Duda and his wife will pay a visit to the Vatican on Monday and Tuesday. Visit of the Czech Prime Minister. On Monday, Prime Minister Mateusz Morawiecki will meet with Czech Prime Minister Andrej Babiš, who will be visiting Poland. Discussions will begin at 11:00 AM, with a press conference planned for 11:45 AM.

General Affairs Council on the Rule of Law in Poland. On Tuesday, a session of the EU General Affairs Council will be held, during which the situation regarding the rule of law in Poland will be discussed – this is one of several items on the agenda. Poland's hearing on this matter took place earlier, at sessions on June 26 and September 18.

Ćwiąkalski's Hearing. On Thursday at 10:00 AM, the parliamentary committee investigating VAT fraud will hear testimony from former Minister of Justice Zbigniew Ćwiąkalski. Last week, the committee was scheduled to hear from Jacek Rostowski, but the session was canceled, or in other words, postponed.

EU Summit. On Wednesday and Thursday, a European Council meeting will take place in Brussels. The European Council will focus on migration and internal security. Subsequently, an enlarged meeting of the Eurozone summit will be held. The leaders will also meet as the European Council of 27 member states to discuss Brexit.
