Senate Legislative Bureau: After Adoption of Amendments to European Parliament Electoral Law, the Effective Electoral Threshold Will Be 16.5%
- The division into electoral districts proposed in the law under review will result in Poland being the only country in the European Union where the effective electoral threshold will exceed, and by more than three times, the EU maximum of 5%. In Poland, the effective electoral threshold will be 16.5%. This is the percentage of votes nationwide that a electoral committee will need to receive to obtain a mandate. Only Ireland has a higher effective electoral threshold, but in its case, this is due to the use of the single transferable vote (STV) system, permissible under EU law, which requires small electoral districts – wrote the Senate Legislative Bureau in its opinion on the amendments to the European Parliament electoral law, which will be considered by Senate committees today.
