POLITICAL STATE OF PLAY: Historic Low Deficit, PiS Won Again, Next Elections Will Also Be Decided in Miastko, KKZ: Let's Not Sugarcoat Reality, Cities Aren't Enough, Pawłowski on the Festival of Chaos

-- WÓJCIK ON THE PUBLICATION OF ZIOBRO'S MOTION BY THE CONSTITUTIONAL TRIBUNAL: Wójcik: Ziobro's motion to the Constitutional Tribunal was filed on October 5th. I have no influence on when it will be published, but this only testifies to the independence of the Constitutional Tribunal. -- 300LIVE: https://300polityka.pl/live/2018/10/30

-- HISTORICALLY LOW DEFICIT - LEAD STORY IN DGP (Godusławski, Chądzyński, Osiecki): “By limiting the deficit this year and next, the government will have more room for manoeuvre in its budget policy when the economic climate deteriorates. Provided it does not succumb to the temptation of increasing spending now. For the deficit of the general government sector and local government entities to fall to 0.4% of GDP in 2018 (which, according to our information, is in the Ministry of Finance's assumptions), it is necessary to keep the state budget primarily in check. This year's difference between revenues and expenditures was set at PLN -41.5 billion, but the ministry estimates that this amount will be even half as small.” http://gospodarka.dziennik.pl/news/artykuly/584222,deficyt-gospodarka-polska.html

-- HERE PIS WON AGAIN, THE NEXT ELECTIONS WILL ALSO BE DECIDED IN MIASTKO - Agnieszka Kublik in GW: “PiS is not losing support in Miastko, as described by Maciej Gdula. If it entrenches itself there even more strongly, the centre, the left, and the liberals will hand Poland over to Jarosław Kaczyński for many, many years. (...) In Miastko, they say outright that they dislike Civic Platform, even though many good things happened there during its governance. Maciej Gdula writes in his research report that 'two years after PO lost the elections, the image of this party as incompetent, passive, and corrupt is strengthening. This is most strongly emphasized by PiS supporters from the middle class.' The main accusations against Platform politicians are corruption and disregard for the interests of ordinary people. Interestingly, although they are happy with new roads in Miastko, this is not seen by them as a result of the PO-PSL coalition's rule. Voters assess that they would have been built anyway, regardless of which option took power, so they have no reason to be grateful to the liberals. On the contrary, they blame them for the decline in the morale of those in power. That is why their longing for a strong leader grew.”

-- KUBLIK WRITES THAT THE SPOT ON REFUGEES MAY HAVE WORKED IN SMALL TOWNS: “It looks like someone in PiS has coolly calculated that Jaki will ultimately lose in the second round against Rafał Trzaskowski in the capital anyway, and it's worth fighting for Miastko instead.” http://wyborcza.pl/7,75968,24107924,w-miastku-znowu-wygral-pis-to-tam-znajdziecie-sekret-rzadow.html

-- CIVIC PLATFORM WON IN CITIES, BUT IT'S NOT ENOUGH, LET'S NOT SUGARCOAT REALITY - Katarzyna Kolenda-Zaleska in GW: “Looking at the map of voting results by district, one can clearly see how the votes are distributed. The map is largely blue, and PiS took the majority. There's no point in sugarcoating reality. Civic Platform won in large cities, and this is undoubtedly a significant success for them, but it's not enough before the parliamentary elections.”

-- KKZ ON SURROUNDING ONESELF WITH PEOPLE OF THE SAME VIEWS: “The power of persuasion lies in talking to those who think differently. Civic Platform organizes meetings as part of Civic Clubs throughout Poland. This can be appreciated, the problem is that these are meetings of the convinced with the convinced. Pleasant conversations in a pleasant company. This is how you won't gain new voters. Surrounding yourself with people of the same views, even at thousands of local meetings, will not yield any results.” http://wyborcza.pl/7,75968,24107962,nie-zaklinajmy-rzeczywistosci-pis-zgarnal-wiekszosc.html

-- JAŚKOWIAK INVITES THREE FORMER PRESIDENTS TO POZNAŃ ON NOVEMBER 11TH: http://poznan.wyborcza.pl/poznan/7,36001,24108637,jacek-jaskowiak-zaprasza-bylych-prezydentow-rp-na-obchody-11.html

-- ŁUKASZ PAWŁOWSKI WRITES ABOUT THE FESTIVAL OF CHAOS - in Kultura Liberalna: “Shortly after last year's Independence March, I wrote that 'either PiS politicians, led by Andrzej Duda, will start building an alternative' to the Independence March, 'or on the centenary of regaining independence, Kaczyński and Błaszczak will march themselves under the slogans of white racial superiority.' It turns out I was wrong, as there is another alternative: the stereotypical Polish mess, characterized by the slogan 'Polnische Wirtschaft' – a slogan that seemed to be fading into obscurity. And as if that weren't enough, the President and PiS parliamentarians want to extend this 'festival of chaos' by declaring November 12th a public holiday. Why? Because such a centenary of independence happens once every hundred years – we hear – and it must be celebrated 'appropriately.' Why is this being done at the last minute? There are no answers to this, but it's clear the anniversary caught the government by surprise.” https://kulturaliberalna.pl/2018/10/30/andrzej-duda-rocznica-marsz-niepodleglosci/

-- CHAOS OF THE CENTURY - LEAD STORY IN GW.

-- PIS CAPITULATES TO NATIONALISTS - Michał Szułdrzyński in RZ: “Although it was PiS that announced standing up after being on its knees and mocked the lack of dignity in the previous administration's policies, the 25th anniversary of communism's fall in Warsaw was celebrated by the world's most important politicians. The centenary of independence on the streets of Warsaw will be celebrated by the National Radical Camp (which has never disavowed its anti-Semitic past) or the National Movement, which evoke the worst memories of the Second Republic era. Ceding the largest mass event on such a day to the ONR or RN by walkover is a great capitulation of the 'good change' camp to extremist organizations. And a great blow to the idea of Jagiellonian patriotism, which was upheld by John Paul II and the late President Lech Kaczyński.” https://www.rp.pl/Komentarze/310299910-Szuldrzynski-PiS-kapituluje-przed-nacjonalistami.html

-- THE AUTHORITIES DON'T KNOW WHAT TO DO WITH NOVEMBER 11TH - Rafał Zakrzewski in GW: “The announcements of the November 11th celebrations were accompanied by great fanfare: a special budget and a government plenipotentiary for the celebrations of the Centenary of Regaining Independence. But again, the Independence March will likely dominate the day. The PiS government did not distance itself from last year's scandal in Warsaw, so the repulsive face of Polish nationalism may be seen by the world again.” http://wyborcza.pl/7,75968,24107191,wladza-znow-czeka-na-pochod-nacjonalistow.html

-- THE EUROPEAN PARLIAMENT ELECTIONS AND BIEDROŃ'S RESULT WILL BE KEY - DR ANTONI DUDEK IN DORZECZY: “Because a few percent is very significant in voting, this 7 percent can decide the victory of a given party. Therefore, in the case of Civic Platform, Biedroń's party can be considered a potential threat. It seems to me that the European Parliament elections will be key here.”

-- DR DUDEK ON BIEDROŃ'S 7% EFFECT: “Biedroń may take a risk in them and field his own list. These are elections that are particularly favourable for liberal and left-wing formations, and less favourable for PiS, as mainly voters from large cities turn out to vote. Therefore, these elections will be an excellent way to check how much Robert Biedroń's left-liberal group could count on. If it achieved, say, a 7% support rating, the creation of a new force would be realistic. A result below the threshold and a defeat would rather prompt Biedroń to seek cooperation with Civic Platform. However, in the context of future parliamentary alliances, what will happen to the Polish People's Party is more interesting.” https://dorzeczy.pl/kraj/82107/Dudek-Biedron-moze-odebrac-kilka-proc-Koalicji-Obywatelskiej.html

-- CZARZASTY REJECTS COALITION WITH PIS - Iwona Szpala in GW: “Our interlocutor describes the mood in the party as 'weak.' Another: – Weak? It's a disaster. Czarzasty is trying to calm the situation, he postponed the national board meeting by a week so that we can all calm down.” http://wyborcza.pl/7,75398,24107794,koalicji-sld-z-pis-nie-bedzie-powyborcze-nastroje-w-sojuszu.html

-- STANISŁAW TYSZKA ON THE REGROUPING IN KUKIZ’15 - tells Jacek Nizinkiewicz in RZ: “There is no split, there is a regrouping. From Paweł Kukiz's posts, one can draw slightly different conclusions. Currently, every political formation that participated in the local government elections is at the stage of drawing conclusions from those elections. We are too.” https://www.rp.pl/Kukiz15/310299922-Stanislaw-Tyszka-W-Kukiz15-jest-przegrupowanie.html

-- MICHAŁ KARNOWSKI ASKS WHY PIS MEN ARE ALLOWING "SHYDŁO TO BE BEATEN": “I remember the December coup of 2016. Many right-wing politicians' hands were trembling then. But not the Prime Minister. She stood firm, called things by their name, shielded others. She was brave. Today, PiS men allow her to be destroyed day after day, with the passivity of her own camp. And as I know life, some are probably (co-)inspiring this. Shame. Change this.” https://wpolityce.pl/polityka/418909-czy-pisowscy-mezczyzni-stana-w-obronie-pani-premier

-- MAREK BELKA TELLS KULTURA LIBERALNA (PAWŁOWSKI) THAT THE CURRENT WORLD OF ENTREPRENEURS IS STARTING TO COLLAPSE: “For example – an interesting, incidentally – proposal to create Employee Capital Plans as an additional pension security. It's hard to have a negative attitude towards this idea. One can argue that it's not enough to improve the condition of the pension system, but one cannot complain that such actions are being taken. However, there are too many ideas that increase labor costs. Entrepreneurs fear that their world is starting to collapse. This is precisely where the drastic reaction to the announced increases in energy prices comes from. In short, energy price hikes alone will not lead to a drastic collapse of the Polish economy's condition. But together with a number of other – unfavorable from the entrepreneurs' point of view – news items, they lead to a deterioration of sentiment.” https://kulturaliberalna.pl/2018/10/30/marek-belka-wywiad-ceny-energii-gospodarka/

-- THE CJEU RULING IS NOT SELF-EXECUTING - PAWEŁ MUCHA IN DGP: “After the ruling is issued, we, as the Polish side, have until November 19th to provide a response. By this, I also mean a kind of implementation of the CJEU's ruling. Our analysis has shown that the tribunal's ruling is not self-executing. That is, it does not create any legal effects in terms of domestic law on its own, and any statements to the contrary are untrue, inaccurate, and unreliable.”

-- AMENDMENT CANNOT BE RULED OUT - MUCHA CONTINUES: “It cannot be ruled out that an amendment to the Act on the Supreme Court will be needed. However, the details of this proposal will be presented at the end of the procedure that is currently underway. These proposals must be constructed in such a way that they do not raise further legal doubts. For the President, the certainty of judicial actions is of great importance. The President will certainly monitor the process of creating these changes, and will refer to specific solutions. However, if this is not the President's initiative, his involvement will be only consultative.” http://wiadomosci.dziennik.pl/polityka/artykuly/584233,nowela-ustawy-o-sn-andrzej-duda-sedziowie-orzekanie-przywrocenie.html

-- FRAGMENT OF A GW ARTICLE ON TAKING OVER RADIO ZET: “An important PiS politician: – In the party, we hear that the Karnowskis are very close to finalizing the transaction. They have a weekly, they have a portal, they can't afford a serious TV station, and all they lack is a radio. 'Zetka' is a brand, a strong brand, with good management, it can be restored to its former glory. From their point of view, such a transaction would make sense, and it would certainly strengthen their position in our camp.” http://wyborcza.pl/7,75398,24107821,pis-ostrzy-sobie-zeby-na-radio-zet.html

-- ADAM SZOSTKIEWICZ ON MERKEL, MACRON, ERDOGAN, AND PUTIN, WHOSE PHOTO THE PRESIDENT CALLED "ADORABLE": “But what is adorable about it? Hundreds of thousands killed, cities ruined, tragedies of ordinary people caught in this conflict against their will? Or is the 'adorable' thing the inability or lack of sincere will of the major players in Europe to finally end the Syrian tragedy?” https://www.polityka.pl/tygodnikpolityka/swiat/1769678,1,urocza-czworka-na-zdjeciu-ale-co-tu-jest-uroczego.read

-- WHO WILL UNDERSTAND US LIKE CHANCELLOR MERKEL - Bartosz T. Wieliński in GW: “Will her successor be equally sensitive to Polish affairs? Doubtful. Interest in Poland will have to be awakened in the new Chancellor (or Chancellors) and communication channels will have to be rebuilt. However, PiS diplomacy is not winning people over abroad.” http://wyborcza.pl/7,75399,24107616,kto-nas-zrozumie-tak-jak-merkel.html

-- GW ON THE EXPERTISE KOMOROWSKI HAD WHEN SIGNING OFF ON PENSION FUNDS: “The opinions of lawyers regarding the downsizing of pension funds in 2014, which the chancellery of President Bronisław Komorowski did not want to disclose at the time, show the superficiality of the public finance reform, but do not question its constitutionality.” http://wyborcza.biz/biznes/7,147880,24106635,skok-na-ofe-od-poczatku-budzil-watpliwosci-prezydent-komorowski.html
