State of Play: WP Reports ACTA 2 Could Ban Stadium Selfies and Memes, Nasz Dziennik: Minister of Culture's Stance on ACTA 2 Not Firm Enough, Wielowieyska: Morawiecki Increasingly Dangerous for the Opposition, WP on Jaki's Ambitious Vision

Łukasz Mężyk

-- ANOTHER VOTE IN THE EUROPEAN PARLIAMENT ON ACTA 2 IN 2 DAYS.

-- NASZ DZIENNIK AGAINST ACTA 2: “A united front of extreme Eurocrats, German lobbyists, the masterminds behind internet trolls spreading fake news, and proponents of total surveillance are not giving up. Another attempt to pass ‘ACTA 2.0’, a directive that could irrevocably and unequivocally change the digital reality for the worse, is scheduled for September 12th in the European Parliament.

-- NASZ DZIENNIK: THE MINISTRY OF CULTURE'S STANCE ON ACTA 2 IS NOT FIRM ENOUGH:“Meanwhile, worrying signals are coming from various quarters. Unfortunately, also from Poland, as the stance of our Ministry of Culture and National Heritage remains – to put it mildly – not firm enough. Will politicians come to their senses, or will thousands of angry citizens have to take to the streets again, as during the protests against the first ACTA in January 2012?” https://naszdziennik.pl/swiat/201023,widmo-acta-2-0.html

-- THE END OF STADIUM SELFIES, ABSURD COPYRIGHT LAW - WP: “While it may sound shocking to some, under the new EU copyright law, publishing photos from matches online will be prohibited. This means that fans will not even be able to share popular selfies on social media.”

-- THE END OF LIVE INTERNET BROADCASTS AND MEMES - CONTINUED WP: “According to Article 12a, ‘only the organizer of a sporting event will have the right to record, publish, reproduce, or distribute videos and photos from a specific event,’ reports 'AS'. Therefore, the new copyright law will not be limited solely to the prohibition of live broadcasts. Fans will face penalties for every photo or video published without the organizer's consent. The same will apply to so-called memes.” https://sportowefakty.wp.pl/pilka-nozna/775568/koniec-z-selfie-na-stadionach-kuriozalny-projekt-nowego-prawa-autorskiego

-- ACTA 2 WILL DELEGALIZE SELFIES AT MATCHES - ANTYRADIO: https://www.antyradio.pl/Technologia/Duperele/ACTA-20-zdelegalizuje-selfie-na-meczach-25588

-- MOBILIZATION ON WYKOP AGAINST ACTA 2 - ANOTHER AMA WITH CENTRUM CYFROWE AT 3 PM: “The obligation to filter content will hinder the creation of memes, vacation videos, film reviews, parodies – anything that uses fragments of other works. It can also be used as a tool to combat information or ‘undesirable’ content. This provision – clearly and directly affecting users – is not the only controversy of this directive!” https://www.wykop.pl/ludzie/centrum_cyfrowe/

-- MUNIEK CLAIMS HE WAS MANIPULATED AND WITHDRAWS SUPPORT FOR ZAIKS POSTULATES REGARDING COPYRIGHT LAW: http://www.wykop.pl/ramka/4514751/nie-sluchajcie-rozpaczliwych-apeli-zaiks-i-zpav-w-sprawie-tzw-acta-2/

-- STARTUP POLAND ON HOW ACTA 2 WILL HIT STARTUPS - MONEY.PL: “The draft directive, to be voted on in Brussels on September 12, introduces a new business cost: the cost of licensing data and content used in exploration. For large companies and platforms, the additional cost will not be a major problem. However, it could prove fatal for startups.” https://www.money.pl/gospodarka/unia-europejska/wiadomosci/artykul/acta-pe-sturtupy,176,0,2414768.html

-- ANTYWEB ON THE THREAT OF INTERNET FILTERING: “Threat: the introduction of broadly defined control resulting from the filtering and moderation of content published by users. The intention is to prevent those who do not own the rights to a work (musical, artistic, literary) from publishing it on a given platform. However, this could limit users' freedom of speech.” https://antyweb.pl/przyszlosc-wolnego-internetu-dyrektywa-o-prawie-autorskim/

-- CHIP ON NEW PROTESTS BY YOUTH AGAINST ACTA 2: “This could significantly change the Internet as we know it – says Jacek Sierpiński, one of the protest organizers, in an interview with CHIP. – Smaller social media sites that cannot afford to implement costly content-checking software could collapse, link aggregators might disappear, search engines could fundamentally change, much more content posted by people on Facebook or Twitter could be removed, and popular links with previews or user-created photo manipulations could vanish from them.” https://www.chip.pl/2018/08/rozpoczynaja-sie-kolejne-protesty-przeciwko-acta-2/

-- MORAWIECKI IS AN INCREASINGLY DANGEROUS OPPONENT FOR THE OPPOSITION - DOMINIKA WIELOWIEYSKA ON WYBORCZA.PL:“Prime Minister Mateusz Morawiecki is emerging as a leading figure in the 'good change' camp. Moreover, he is learning quickly. He is becoming an increasingly dangerous opponent for the opposition.”

-- WIELOWIEYSKA ON MORAWIECKI'S LOYALTY TO KACZYŃSKI AND QUOTING PORĘBA ABOUT 2 LEADERS: “The Prime Minister is also a master at managing internal PiS power plays. He is extremely loyal to the leader, and when certain politicians try to align with him and request meetings, he refuses so that Kaczyński doesn't feel like anything is being plotted behind his back. Morawiecki will only start building his power base after the European elections, aiming to fill the parliamentary election lists with his people on the back of two potential successes. And a surprising thing is happening: Tomasz Poręba, head of the PiS election campaign and a trusted man of Kaczyński, states in TVN 24: ‘We have two leaders who know which direction Poland should go.’ Two leaders? Poręba mentions Kaczyński and Morawiecki in the same breath? This would have been unthinkable once. After all, there was always only one, undisputed leader: Jarosław Kaczyński.”

-- WIELOWIEYSKA WRITES THAT MORAWIECKI IS AN APT PUPIL AND QUOTES AN ANECDOTE WITH WATER AND SAKIEWICZ: “However, the Prime Minister is an apt pupil. After a series of gaffes, he has made significant progress. He has improved his public speaking. He plays like Tusk did in 2011, getting into a bus to tour Poland. In Sandomierz, he jokes that the residents would like to see a different Mateusz, a popular priest from a TV series. He has ready-made witty remarks that win him public sympathy. He reacts brilliantly and quickly. For example, Tomasz Sakiewicz, the editor-in-chief of ‘Gazeta Polska,’ is hosting a meeting with Morawiecki, who reaches for a bottle of mineral water. Sakiewicz diligently explains: – The Prime Minister is pouring himself mineral water and checked if it's Polish. Which prime minister did that before? – I was just checking if it was carbonated – Morawiecki retorts, deflating the inflated balloon of pseudo-patriotic fervor. Who wouldn't smile listening to such an exchange? Morawiecki shows he's of a slightly different caliber than the PiS core. This gains him sympathy from centrist voters.” http://wyborcza.pl/7,75968,23900466,kaczynski-morawiecki-liderow-dwoch-a-ten-drugi-coraz-wazniejszy.html

-- SKY IS THE LIMIT - KAROL GAC ON PATRYK JAKI'S "DISTRICT OF THE FUTURE" PROPOSALS: “Skeptics (or realists – choose one) will say these plans will remain visualizations. Perhaps so. However, Jaki has proposed something that has been missing until now: a vision. One can disagree with it, one can modify it, but it exists. Politics is also a sphere of ideas, symbols, emotions. Jaki has presented his own narrative. Ambitious, modern, even futuristic. Will it captivate Warsaw residents? We will find out soon.” https://dorzeczy.pl/kraj/76573/Sky-is-the-limit-czyli-opowiesc-Patryka-Jakiego.html

-- JAKI'S PROPOSALS SHOW THAT POLISH RIGHT-WING THINKS INDEPENDENTLY AND WITH GRAND SCALE TODAY - JACEK KARNOWSKI: “Because this is perhaps the most significant difference between the two camps. The one that governed between 2007-2015 has unlearned strategic independent thinking. It decided that it was enough to copy what came from Brussels and elsewhere, sometimes merely adapting guidelines to local conditions. The latter is trying to independently define Poland's situation and build the most adequate development strategy. This entails risk, it also entails mistakes, but it is the only way to truly advance to a higher league. Similarly with Warsaw: it will not advance to the European elite unless its residents opt for change and a vision.”

-- TRZASKOWSKI DOES NOT WANT A SHARP FORWARD LEAP - CONTINUES KARNOWSKI:“Trzaskowski wants Warsaw essentially as it is, without significant changes, without a sharp leap forward. Yet, elections in a democratic system are also about making that leap forward, about forcing politicians to present visions, even overly bold ones, even at the edge of reality. Something always remains from such visions.” https://wpolityce.pl/m/polityka/411461-dzielnica-przyszlosci-potwierdza-ze-to-polska-prawica-mysli

-- ONET ON JAKI'S 19TH DISTRICT: “Do all of this have a chance of being realized, and does it make sense at all? I would truly like to see a similar project emerge in Warsaw. However, let's remember that the election campaign is underway, and candidates have promised many things before. However, while I understand that residents of the capital would benefit from new metro lines, I cannot comprehend who Patryk Jaki is targeting with his new project and who would actually vote for him because of it.” https://warszawa.onet.pl/szklane-domy-patryka-jakiego-komentarz-piotra-halickiego/gj33v03

-- TVN WARSZAWA DISCUSSES THE 7 MOST IMPORTANT POINTS OF JAKI'S CONCEPT: https://tvnwarszawa.tvn24.pl/informacje,news,dzielnica-przyszlosci-siedem-najwazniejszych-punktow-koncepcji-jakiego,272845.html

-- WP: THE MOST AMBITIOUS VISION FOR THE CAPITAL'S DEVELOPMENT SINCE 1989 - Michał Wróblewski: “Six weeks before the local elections, the PiS candidate for Mayor of Warsaw presented a revolutionary project called 'District of the Future'. This is the most ambitious vision for the capital's development since 1989. The question is, to what extent is it feasible.”

-- JAKI SPOKE THE LANGUAGE OF STARTUP PEOPLE - CONTINUED WP: “Jaki spoke the language of startup founders, sounding like an American self-made man from Silicon Valley. Keywords: 'innovations,' 'project,' 'aspirations,' 'ambitions.' While he was a bit short of being Steve Jobs, it's still worth praising the campaign team for the event idea, and Jaki for his preparation.” https://opinie.wp.pl/sprzed-bloku-z-wielkiej-plyty-do-szklanego-smart-city-patryk-jaki-czaruje-wizja-dzielnicy-przyszlosci-6293482382988929a

-- DUBAI IN WARSAW - Michał Wojtczuk in Gazeta Stołeczna: “An economically subsidized zone along the Vistula riverbanks with ultra-modern office buildings and a yacht marina – this was the electoral vision presented by Patryk Jaki, PiS candidate for Mayor of Warsaw, on Sunday. He received applause, but did he meet the expectations of his voters?” http://warszawa.wyborcza.pl/warszawa/7,34905,23900695,czas-wyborczego-science-fiction-czyli-dubaj-w-warszawie-wojtczuk.html

-- TODAY MARKS THE START OF THE ELECTORAL GRILL ON WP - AMA WITH PATRYK JAKI AT 3:20 PM.

-- CROWDS AT A MEETING WITH BIEDROŃ - WROCŁAW GW: “Over 600 people attended a meeting with Robert Biedroń in Wrocław. – I haven't written an election program yet – he stated at the beginning. – I will do it with you. You just need to tell me what kind of Poland you dream of.” http://wroclaw.wyborcza.pl/wroclaw/7,35771,23896293,tlumy-ludzi-na-spotkaniu-z-biedroniem-mowili-o-jakiej.html

-- BIEDROŃ SHOW IN GDAŃSK - WP: “Robert Biedroń began his tour of Poland in Gdańsk. He walked through a crowded hall with a microphone, asking the audience for their thoughts on Polish schools, the Church, political parties, and underfunded healthcare. The audience eagerly answered his questions. This is a very catchy idea for an election campaign.” https://wiadomosci.wp.pl/biedron-show-w-gdansku-chodzi-z-mikrofonem-i-pyta-o-polske-6292859839936641a

-- BIEDROŃ WILL ALWAYS SUPPORT SŁUPSK - KRYSTYNA DANILECKA-WOJEWÓDZKA IN POMORSKA GW:“I know that wherever Robert Biedroń is, he will always support Słupsk. Out of respect and gratitude. And also from experience, which he has often spoken about. Real life is here, in the village, municipality, city, not in parliamentary seats. I believe that although we have many wonderful candidates, Robert Biedroń will be the locomotive that will draw Słupsk residents to the polls and significantly increase voter turnout. And that will be a success for all who think democratically.” http://trojmiasto.wyborcza.pl/trojmiasto/7,35612,23883623,kandydatka-na-prezydenta-slupska-chce-dzielic-sie-energia-z.html

-- BIEDROŃ ON THE CIVIC COALITION BEING AN ELECTORAL FRAUD, NOWACKA WITH TRZASKOWSKI - 300LIVE:https://300polityka.pl/live/2018/09/10

-- JACEK GĄDEK ON WHY REGIONAL ASSEMBLIES ARE MOST IMPORTANT: “The fight in major cities, which electrifies the media, is not the most important for PiS. The goal is to reclaim several regional assemblies – this is where the money is and the strongholds of PSL, which is currently the number 1 enemy of the ruling camp. A new poll predicts an earthquake in local Poland.” http://wiadomosci.gazeta.pl/wiadomosci/7,114884,23868297,sejmiki-wojewodzkie-to-o-nie-stoczy-sie-walka-w-wyborach.html

-- FAKT POKER-FACEDLY CRITICIZES PO: NOT A WORD ABOUT 8 YEARS OF GOVERNMENT.

-- SCHETYNA SHOWED HE IS AN IMPROVING SPEAKER, TRZASKOWSKI SAID NOTHING GROUNDBREAKING BUT SHOWED HE WANTS TO FIGHT - JACEK GĄDEK ON GAZETA.PL: “Grzegorz Schetyna showed he is an efficient party leader and an increasingly better speaker, although he still has a long way to go to be a people's tribune who could captivate crowds. Rafał Trzaskowski said nothing groundbreaking, but he showed that he seriously wants to fight for Warsaw. Barbara Nowacka has joined the front built by Schetyna, and yet she remains a hope for the left-wing electorate. Katarzyna Lubnauer that Nowoczesna is one of the pillars of KO.”

-- GĄDEK ON CREDIBILITY AND YOUNG ACTIVISTS IN EXPENSIVE CARS: “Are PO politicians credible at all when they proclaim such egalitarian slogans and postulates, given that the party's youth – generationally closest to pupils and students – arrive at the convention in expensive cars? The Civic Coalition is coming out today with sharp slogans, but in the campaign, it will first have to convince that it is actually capable of realizing them.” http://wiadomosci.gazeta.pl/wiadomosci/7,161770,23891298,grzegorz-sie-wyrobil-opozycja-ma-dobre-hasla-ale-nie-one.html

-- ŁUKASZ WARZECHA ON SCHETYNA'S DECENT SPEECH:“At the beginning of the convention, it might have seemed that Grzegorz Schetyna had realized at least some of this. Although he is not a great orator, he managed to deliver a rhetorically decent speech. While a closer look reveals that his six points, intended to form the foundation of the program for the local elections, do not necessarily hold together, it was at least an attempt to say something relatively concrete about issues that people might actually care about, rather than just repeating that a dictatorship is imminent.”

-- WARZECHA ON PO'S DEFICIT OF CREDIBILITY: “Furthermore, the perfectly known problem of the Civic Platform loomed over Schetyna's speech: a deficit of credibility. Although the group of voters who remember (or can remember – in the case of younger ones) what PO's rule was like is systematically shrinking, it is still a sizable group. These voters may quite reasonably ask why, during eight years in power, PO did not do what it now promises? Why, while holding central power, did it not transfer competencies to provincial marshals, not introduce the 'zloty for a zloty' principle for local government investments in schools, or not ensure free transport for children? A bonus for unity within KO, repeatedly emphasized by the speakers – and a response to the unification of PiS, Solidarna Polska, and Porozumienie (formerly Polska Razem) – is not enough.”

-- WARZECHA ON NOWACKA BEING CHAOTIC AND SCHETYNA POTENTIALLY REGRETTING HIS DECISION:“Perhaps, however, the PO chairman began to regret it even during Nowacka's speech. Not only was it rhetorically disastrous – Nowacka was chaotic, unbearably pathetic, nervous, and seemed hysterical – but it also completely wiped out the effect of at least a partial return to earth that the PO leader had achieved. Nowacka repeated all the patterns that ensure PO and N are unable to compete with PiS. From her point of view, Poles' biggest problems are the lack of government funding for in vitro and, of course, the anti-democratic rule of PiS.” https://opinie.wp.pl/lukasz-warzecha-konwencja-koalicji-obywatelskiej-szalu-nie-bylo-6293160556288129a

-- MICHAŁ SZUŁDRZYŃSKI ON SCHETYNA'S RISKY STRATEGY OF TURNING TO THE LEFT - writes in RZ: “Nevertheless, some opposition voters may have a dilemma. Not long ago, Schetyna wanted to strengthen the conservative wing. Today, he is bringing Barbara Nowacka into the Civic Coalition, who co-signed a radical abortion bill that proposed sending opponents of abortion even to prison for organizing exhibits in defense of unborn life or for convincing women who want abortions to change their minds. The question is whether, instead of attracting both the conservative center and the left-wing voter, he will alienate both these wings.” https://www.rp.pl/Wybory-samorzadowe/309099958-Szuldrzynski-Ryzykowne-sojusze-Schetyny.html

-- THE OPPOSITION COUNTERS, ANTI-PIS GAINS ENERGY, ALTHOUGH THE OPPOSITION IS DIVIDED - Paweł Wroński on the front page of GW: “Democratic parties are going into the autumn elections divided. But they are jointly attacking the vision of self-governance presented by PiS and Prime Minister Morawiecki, who is traveling around the country promising government investments in exchange for support for his party.” http://wyborcza.pl/7,75398,23900729,anty-pis-nabiera-energii-pokazuje-program-samorzadowy.html

-- BARBARA NOWACKA PRAISES THE CIVIC COALITION - in an interview with Agnieszka Kublik in GW: “He didn't register me anywhere, and he won't unregister me. Others are also throwing me out of the left because I don't wear their banner, I don't fit their mold, and I go against the established path – to sit on my couch and dig in. I am a person of dialogue. Ego and logo do not define who is on the left or what values they hold. I don't change my views, I try to implement them effectively. I choose ‘no ego, no logo.’ And thanks to this, we have a great Civic Coalition.” http://wyborcza.pl/7,75398,23900524,nowacka-razem-z-koalicja-obywatelska-i-dobrym-programem-moge.html

-- PLATFORMA CANNOT BE A CARRIER OF MORAL REVOLUTION - RAFAŁ CHWEDORUK in conversation with Jacek Nizinkiewicz in RZ: “Platforma also cannot become a carrier of a moral revolution in the style of 1968, as it will deepen electoral losses, for example, in Kashubia or Silesia. At the same time, it cannot turn towards the liberal-conservative side favored by many of its activists, because a large part of its voters are liberal-left on this matter. Anyone in Poland who wants to be a party with over 20% support cannot be a fundamentalist in cultural matters. The left-wing electorate in Poland is motivated primarily historically, not by worldview, and in this regard, PO cannot outbid SLD, as a significant portion of the liberal electorate would not understand it.” https://www.rp.pl/Platforma-Obywatelska/309099967-Chwedoruk-Schetyna-jest-jedynym-liderem-glownego-nurtu-opozycji.html&cid=44&template=restricted

-- MICHAŁ KARNOWSKI ON WOJTUNIK'S ROLE IN THE TAPE AFFAIR:“Insiders in Platforma know that it was part of the services, associated with Paweł Wojtunik, then head of CBA, that took over or even organized these recordings. And then, using them, they tried to controllably destroy a mortal enemy within the then government camp: Bartłomiej Sienkiewicz, a very ambitious head of the Interior Ministry at the time, a man close to Tusk, who was preparing a major reform of the special services. A reform that would strip certain groups, including Wojtunik himself, of influence. And as we remember, it was towards Sienkiewicz that the first and biggest missiles flew; he was the first to be out of the game. Everyone forgets about the reform.”

-- COAL IMPORTS FROM RUSSIA ARE RISING DUE TO LACK OF INVESTMENT DURING PO'S RULE - CONTINUES KARNOWSKI: “Well, coal imports are indeed rising because Platforma wanted to close this sector, because, as Ms. Bieńkowska admitted on the tapes, years were wasted, there were no investments. That is why extraction has fallen today.” https://wpolityce.pl/m/polityka/411392-afera-tasmowa-kto-nagrywal-prawda-jest-dla-po-bolesna

-- KRUPIŃSKI IN CNBC ON THE STABILITY OF THE POLISH ECONOMY COMPARED TO OTHER COUNTRIES: “– Poland's situation is very different from that of some other markets, such as Turkey. The Polish economy is relatively resilient to turmoil in emerging markets. It has relatively low foreign currency debt, and GDP maintains high growth dynamics – Krupiński said in an interview during the prestigious Ambrosetti Forum on Lake Como in Italy. The forum gathers leaders of the largest global companies and world leaders.”
