Summit in Berlin with Tusk's Participation: Statement Issued on Guarantees for Ukraine

A meeting took place in Berlin with President Zelensky, attended by European leaders, including Prime Minister Tusk.

European leaders issued a statement, the content of which was published by the Chancellery of the Prime Minister of the Republic of Poland.

It reads that the "leaders welcomed the significant progress in the actions undertaken by President Trump to ensure a just and lasting peace in Ukraine."

"Solid Security Guarantees"

"Both the leaders of the United States and Europe have committed to working together to provide solid security guarantees and support measures for Ukraine's economic recovery in the context of an agreement to end the war," the statement reads.

The guarantees detailed in the declaration include:

  • ensuring continuous and significant support for Ukraine to expand its armed forces, which should be maintained at a level of 800,000 soldiers in peacetime;
  • the establishment of a Europe-led and US-supported "multinational force 'Ukraine'" based on contributions from countries willing to participate in the Coalition of the Willing; this force is to support the rebuilding of Ukraine's armed forces and contribute to efforts to ensure the security of Ukraine's airspace and maritime security, including through operations on Ukrainian territory;
  • the establishment of a US-led mechanism for monitoring and verifying a ceasefire, with international participation;
  • decisive support for Ukraine's accession to the European Union.

The document indicated that international borders cannot be changed by force, and "decisions regarding the territory of a state belong to the Ukrainian people and can only be made after the effective establishment of solid security guarantees."

"It is now Russia's obligation to demonstrate its readiness to take action for lasting peace by accepting President Trump's peace plan and confirming its commitment to ending the fighting by agreeing to a ceasefire. The leaders agreed to continue increasing pressure on Russia to compel Moscow to engage in authentic negotiations," it reads.
