The presented assumptions of the project envision two changes:
Candidates for Electoral District Commissions will be nominated by committees that have registered candidate lists, or in the case of presidential elections, a candidate.
Each commission will include an electoral secretary responsible, among other things, for entering the voting results into the protocol. Secretaries will be appointed by electoral commissioners in cooperation with municipalities.
- The right to nominate candidates for electoral district commissions will be granted to those committees that register candidate lists, or a candidate list. In the case of presidential elections, it is one person. For context, I want to say that PiS changed the regulations in 2018 in such a way that the committee that registered itself had the right to nominate its candidate. In the case of presidential elections, it is enough to gather 15 people, collect a thousand signatures, and you gain the right to register members of district commissions throughout Poland. We are introducing the rule that you must first register a candidate, meaning collect 100,000 signatures, if we are talking about presidential elections - said Mariusz Witczak at a press conference.
- If, of course, any vacancies remain, candidates can then be drawn, but priority will be given to committees that have registered lists, or a list in the elections specified in the electoral code - continued Mariusz Witczak.
- We are introducing the commission secretary. - All members of the electoral district commission participate in the electoral process, but the responsibility for entering results and overseeing the technical progress of the electoral process will lie with the secretary because they will have appropriate responsibility, will be an official, will have higher education, which is not required for other members of the electoral district commission, and will possess appropriate competence and training by the National Electoral Commission.
