"What I am about to discuss is largely his [Patryk Jaki's] inspiration, one could say, his idea. But in my opinion, I had no doubt about it from the moment I heard it – it's a good idea, one worth developing. I believe we must go in this direction, which I will elaborate on shortly," said Jarosław Kaczyński in Krakow.
"First and foremost, we need to find some basis, some foundation within the organizational structure and legal order of the European Union, something to latch onto, because this shouldn't be an entirely new idea, one could say, exotic from the EU's perspective. It's best to refer to what already exists, and something like what we are currently thinking about – at least many people in our party are thinking about – already exists within the Union," he continued.
"This is a certain special status, a status that two countries have acquired so far, quite some time ago actually, and which is guaranteed by an institution called 'opt-out,' meaning the exemption of certain states from obligations, allowing them to retain their sovereignty in areas where other states cede that sovereignty to EU authorities," he went on.
"On one hand, there is Denmark, and on the other hand, there is Ireland. These are different cases [...]. We have these treaties. The question of the final two stages concerning the adoption of treaties is already present. There's a question I'll pose here, without knowing the full answer: can one, for instance, join the Danish protocol – I think it's number 20 or 22, I don't remember – or not?" he added.
