– Before the summer break, this was the only bill from the Minister of Climate and Environment that was at such an advanced stage of parliamentary work that I could simply add it to it. And it was simply a rational move. PiS also did this on many occasions, incorporating urgent matters as they arose… – said Paulina Hennig-Kloska on "Sygnały dnia" (Signals of the Day) on Polish Radio One.

– And you often criticized such legislative add-ons – commented host Karol Surówka.

– But this wasn't an add-on that, for example, violated the constitution, or one – because our predecessors also employed such tactics – that created chaos. This was a simple add-on to provide citizens with energy cost protections until the end of the year, because we were simply able to release additional funds for this purpose from programmatic savings in the interim – replied the Minister of Climate and Environment.
