Bogucki on the necessity of consulting legislative proposals with the President:

It somewhat appears that way [as if the Presidential Palace were to be a third chamber of parliament], but these are the provisions of the Constitution. Of course, this is a certain mental shortcut, but the president is the final, equivalent element of the legislative process in Poland. The president's signature is not, one might say, a given.
