Duda's Final Presidential Day: Vetoes and Constitutional Tribunal Referral

Michał Olech

- So far, there have been 19 vetoes since I began my term as President of the Republic of Poland; now there will be 21. Unfortunately, I had to send two bills back to the Sejm for reconsideration, because I will not agree to institutions of higher education being attacked in Poland, including their very liquidation, as is the attempt with the Copernican Academy. This academy was established on the Copernican anniversary and was intended to foster international cooperation in fields that glorify the name of this great Polish astronomer, scientist, and man who changed the world – stated Andrzej Duda on TV Republika.

- The second is the Academy of Justice. Here, it's not so much about liquidating the institution, though it does, to a very large extent, represent a grab at its autonomy. The primary concern is personnel takeover, to remove the current university authorities, because that is essentially what this legislative change boils down to, and to replace them with their own people. So, it's a typical power grab – he continued.

- Therefore, no, I do not consent to such laws being part of the Polish legal system. I oppose this; in my opinion, it is an absolute violation of academic autonomy, and hence the request for reconsideration that I am sending to the Sejm – he emphasized.

- The third is not a veto, but this time the bill is being sent by me to the Constitutional Tribunal in the so-called preventive, or blocking, mode. The bill will not come into effect for a very simple reason. It concerns the safety of children, because a child is a person who has only just turned 13 and, while possessing limited legal capacity, still has limited legal capacity. In my opinion, it is highly questionable constitutionally regarding parental rights – said PAD.
