"I appeal to our parliamentarians to adopt my proposal to introduce a constitutional minimum threshold of 4% of GDP as the minimum level of annual defense spending, because this is a necessity today, and only enshrining it in the Constitution will guarantee an appropriate majority so that this spending level is not hastily lowered due to some political perturbations that can always happen" - said President Andrzej Duda in a statement before departing for The Hague for the NATO summit.
