Sejm on Health Contributions: Domański Calls Changes a 'Reasonable Compromise'

- I wish to present to you two draft changes aimed at restoring favorable conditions for business development in Poland. These changes represent a reasonable compromise between the expectations of entrepreneurs, budgetary capabilities, and maintaining proportionality in the assessment of contributions for various forms of income-generating activities - stated Andrzej Domański during the Sejm session. Exclusion of Proceeds from Fixed Asset Sales, Reduction of Minimum Contribution Base - The first draft of the bill contains changes that will come into effect from the beginning of 2025. [...] The proposed change provides for the exclusion of proceeds from the sale of fixed assets from the contribution base, which will lead to a reduction in the due health insurance contribution - continued the Minister of Finance. - We also propose a reduction in the so-called minimum health insurance contribution for entrepreneurs paying income tax according to the tax scale, flat tax, or tax card. The minimum base for health insurance contributions will be lowered from 100 to 75% of the minimum wage. Over 900,000 taxpayers will benefit from this change, specifically those with the lowest incomes - he further elaborated. "It is not true that the wealthiest gain the most" - In the next step, to be introduced by a separate act, we foresee further significant systemic changes from 2026. [...] For entrepreneurs settling according to the tax scale and in the form of a flat tax, it is proposed to introduce a two-element base for health contributions - added the Minister of Finance. - The proposed changes [...] will not affect the level of funds available to the National Health Fund. The costs associated with this reform will be fully covered by the state budget. 94% of Polish entrepreneurs will benefit from the changes [...]. We will maintain progression for the highest earners, because it is not true that the wealthiest gain the most from the proposed changes - he emphasized.
