An additional 30 billion PLN, which will create jobs through a developmental impulse for local economic ecosystems in all regions of Poland. Almost half of this amount will be released this year – 300POLITYKA has learned about the major public investment plan that the President and Prime Minister are set to unveil in stages next week.

Analyses from strategic centers working for the President and Prime Minister reportedly indicate that voters expect a "massive public investment program" – as explained to us by one of the head of state's closest associates. The joint initiative by Andrzej Duda and Mateusz Morawiecki, the outline of which will be presented at a joint briefing on Saturday at the "construction site" of the Vistula Spit canal, and detailed during a major event concerning CPK on Wednesday, is intended to showcase such a plan.

Associates of the President and Prime Minister responsible for political strategy have concluded that citizens, shaken by the first wave of the pandemic and concerned about the future of the economy, employment, and their own financial situation, expect greater state activity. In their opinion, the opposition has misread the public mood and is making a mistake by reducing the campaign to a simple political dispute, as evidenced, they believe, by Rafał Trzaskowski's dismissive remarks about CPK or the Vistula Spit canal. "It's all seen from the perspective of the 'Warsaw bubble,' where there's always some work," says our interlocutor. "Simply put, if there were no CPK, no railway modernization, no Vistula Spit canal – these projects would have to be invented now, created from scratch. Investments are the means to stimulate the economy, ensure jobs, and provide continuity for Poland's infrastructural development. Actions such as the National Road Construction Program, Bridges for Regions, 100 Bypass Roads, the construction of district and municipal roads, or railway modernization demonstrate that the state can and should be active in the sphere of public investment. And what's more – all research indicates that such a project provides citizens with a sense of security during times of crisis," says a politician from the President's circle. The President's circle assesses the current polls as "highly volatile" and not yet reflecting the fact that a dispute beyond the purely political will finally emerge in the campaign. "When push comes to shove, and it's a real campaign, you have to defend something and argue for something every day, the Civic Platform has proven helpless in the past and stumbled on the simplest things, like knowing what they presented the previous day," says a politician involved in preparing the President's re-election campaign strategy. The President's campaign team readily recalls a series of statements by PO politicians, including Rafał Trzaskowski, questioning large investments. "People have slogans in their heads: Marshall Plan, New Deal, and they expect such projects from politicians," adds a politician from the vicinity of the Presidential Palace.
