President Duda Proposes Tax Relief and Extended Crisis Shield for Businesses

- My meeting with Prime Minister Morawiecki and Deputy Prime Minister and Minister of Development Jadwiga Emilewicz has just concluded. Among other things, we held consultations regarding further changes that could be introduced into the package of laws we call the Anti-Crisis Shield. This discussion is primarily the result of meetings I've had recently and consultations conducted, firstly, with internet users. A whole series of various questions and issues were raised in the questions they posed to me before the last Q&A session on Facebook. One of the issues raised was concerning entrepreneurs who started their businesses before March 1st of this year. They invested in them, yet they were not covered at all by the regulations we call the Anti-Crisis Shield. That's the first matter. The second matter was the outcome of a meeting that Minister Emilewicz and I had two days ago with entrepreneurs from the textile industry. We asked them about their situation, listened to their current circumstances, and what their demands are regarding what further assistance or support they would expect to enable them to survive this very difficult time we are currently experiencing. Here, there was one very strong demand, namely the contributions that employers have to pay to ZUS (Social Insurance Institution). At this moment, during this very difficult time for them, when they de facto have no income, because in the textile industry, shops are currently closed, and consequently, sales are not happening, be it wholesale or retail, it's generally a huge problem. All sales points are also practically non-operational, and today this industry is indeed suffering to a very large extent, stated President Andrzej Duda at a press briefing.

- Therefore, I presented two proposals to the Prime Minister today, which are my expectations responding to the needs of entrepreneurs that were raised, and they have been accepted by both the Prime Minister and Minister Emilewicz. Firstly, that all entrepreneurs be exempted from the obligation to pay ZUS contributions for their employees for a period of 3 months, as support for them during this difficult time when we are fighting the crisis. That's one thing. Secondly, that all entrepreneurs who started their activity before March 1, 2020, be covered by the Anti-Crisis Shield regulations and the aid that the Polish state provides within the framework of the Anti-Crisis Shield. This is a time when it was difficult to predict that such a crisis of terrible magnitude as we are currently experiencing would hit us, and which is also visible in the future, and which we will have to contend with. We must obviously overcome it by implementing various good solutions. These good solutions should also be applied to those who started their economic activity before March 1, 2020, and I hope that such changes will be introduced, PAD continued.
