The amendment concerns regulations related to the appointment of positions in the Supreme Court, nomination proceedings for judicial positions, the lifting of judicial or prosecutorial immunity, and the jurisdiction of Supreme Court chambers. Its stated aim is to streamline procedures in these areas, according to the description on the Sejm's website. The bill itself, submitted yesterday by the PiS parliamentary club, is not yet available. Marek Ast is the representative of the initiators.
UPDATE: The bill is now available on the Sejm's website. The PiS proposal includes several points, one of which can be described as safeguard provisions (for the current government) concerning the selection of the Supreme Court President and the presidents of individual chambers. One change eliminates the quorum requirement for adopting a resolution on candidates for the First President of the Supreme Court. Another grants the President the power to appoint the President in the absence of a resolution. In the case of presidents of individual chambers, the President will be able to appoint them from among all judges of a given chamber if a resolution is not passed within a specified period.
