Tusk Presents CPN Package and Suggests Expedited Parliamentary Work:
We Should All See Prices Reduced by About PLN 1.20 Per Liter.
- I want to state very clearly that we have decided to take action fully aware that the situation on the fuel market in Poland and worldwide will largely depend on what is happening with the war in the Middle East. The Polish government, at an extraordinary session today at 6:00 PM, will adopt a full package of decisions to maximize our influence on what is possible and within our reach here in Poland, to keep fuel prices as low as possible amidst a dramatic increase in global fuel prices, in a situation we cannot control in Iran and the Middle East - stated Prime Minister Donald Tusk at a press conference.
- We have been preparing a scenario for many days utilizing the tools available to the government. We will also need legislative changes, and we have taken great care to ensure that the package we are preparing, which I am calling CPN - Cena Paliwa Niżej (Fuel Price Lower), the acronym is well-known, especially to my generation, but it still evokes associations with gas stations today, so this CPN package is intended to be effective right there - he continued.
- This package of ours is not only meant to leverage our capabilities as a state regarding public levies related to fuel, but also to prevent profiteering from this crisis at the expense of Polish taxpayers and drivers. We have prepared a scenario, in cooperation with the Marshal of the Sejm and the Marshal of the Senate, to have these necessary legislative changes passed as early as tomorrow, I'm referring to the entire legislative cycle, so that they can reach the President's desk tomorrow - the Prime Minister emphasized.
- If all these bodies – the Sejm, the Senate, and the President – are willing to support us in this endeavor, then before Easter, we should all see prices reduced by approximately PLN 1.20 per liter for every type of fuel - he said.
- Reduction of the VAT rate on fuels from 23% to 8%
- Reduction of excise duty on fuels to the minimum required by EU regulations, meaning a reduction of 29 grosz for gasoline and 28 grosz for diesel oil.
- We have also prepared a mechanism to ensure that the reduction of these tax and excise burdens translates into actual price reductions, not into filling the pockets of those involved in fuel trading, but to genuinely force real price reductions through these actions, and in a worse scenario, to implement real control over fuel prices at gas stations. Therefore, for the period of applying the reduced tax rates, VAT, and excise duty, we will introduce a maximum retail price for fuels - he stated.
- By reducing taxes, we will simultaneously eliminate the risk of unfair practices that could involve fuel sellers increasing their profits - Tusk stressed.
- The maximum price will be set daily. This is a solution for the duration of the wartime crisis. It will be determined by the Minister of Energy based on the average wholesale price and minimum operating costs. We are also preparing further solutions, such as a tax on the excess profits of oil concerns - he added.
