“The entire industry, and indeed we, were surprised by the veto of the so-called small energy act, which involves deregulation related to the energy sector. Here, as we understand the reasoning, the main cause for vetoing this bill is the introduction of 'arbitrary actions' concerning RES installations up to 5 MW, meaning the exemption of this area from licensing,” Paulina Hennig-Kloska stated at a press conference.
“I would like to give the floor to the chief expert of the Presidential Palace, Ms. Wanda Buk, who spoke very specifically on this matter in April this year,” the Minister of Climate and Environment continued.

Hennig-Kloska continued: “Ms. Wanda Buk is considered the chief energy expert at the Presidential Palace. [...] She advocated for the government to change regulations, exempting RES installations up to 50 MW from licensing. Together with Minister Motyka, we [...] cautioned against such far-reaching changes, recognizing that they carried certain risks, and decided to increase this license-free threshold from 1 to 5 MW, which represents only 10% of the expert's proposal.”
“What explains such a drastic change in stance? What substantive arguments led her to advise the president differently today, which resulted in the veto of a very good deregulation act, awaited by the market, and meant to significantly accelerate the process of RES investments?” she asked.
