Bogucki:

President Will Not Permit Veto Circumvention Through Ordinances

Michał Lubowicki

– The Prime Minister saw fit to state in this public part [of the meeting] that he would also oversee the observance of the Constitution. If so, if these are true words and a genuine declaration, then I cannot imagine, and the President will not permit, a situation in which the presidential veto – which can, of course, be overridden by a qualified majority of votes in the Polish parliament, in accordance with the Basic Law – would be circumvented through various types of executive acts, Zbigniew Bogucki said at a press conference after the meeting of the Cabinet Council.

Such decisions are unconstitutional in nature and align with what the Prime Minister previously announced under the banner of "fighting democracy," or as the President calls it, "growling democracy." This is an attempt to circumvent the constitution, [...] an attempt to pervert the Polish political system, he stated.
