The Ministry of Funds and Regional Policy has gladly noted the European Commission's approval of the payment requests for the 2nd and 3rd tranches of the National Reconstruction Plan (KPO). Consequently, as announced by Minister Katarzyna Pełczyńska-Nałęcz, an additional 40 billion PLN from the KPO will reach Poland by Christmas. This fact unequivocally refutes irresponsible media reports alleging that the European Commission has halted payments from the KPO, the Ministry of Funds and Regional Policy stated in an official release.
The approval of these requests marks the conclusion of the first stage in catching up on two years of KPO investment backlogs. We will invest the 40 billion PLN for the holidays in Poland's development. These funds will be allocated, among other things, to purchasing equipment and renovating oncology hospitals, modernizing energy grids, and constructing Polish wind farms in the Baltic Sea, the ministry informed.
Further Payment Requests in December
Ambitious goals lie ahead. Still in December, we will submit further payment requests to the European Commission. This will initiate a multi-month process of evaluating the reforms and investments included in these requests, MFiPR announced.
What About Social Security Contributions for Civil Law Contracts?
In the first quarter of next year, the second revision of the KPO, which we have announced, will commence. It will encompass a range of topics important from Poland's and the European Commission's perspective, including the issue of mandatory social security contributions for civil law contracts. The Polish government is keen on finding a solution that will enhance social protection for employees in Poland without reducing the net income of Poles. The Council of Ministers will set the final negotiation mandate for the Ministry of Funds and Regional Policy regarding the KPO revision, the statement continued.
Plans for 2025
In 2025, we also plan to submit KPO payment requests twice, similar to this year. We remain in constant contact with the European Commission. Our strong cooperation is based on the principles of partnership and mutual understanding, MFiPR emphasized.
