- Today we face a very important decision, a decision about changes to the Penal Code, and the Penal Code and criminal law are among the main elements, pillars, that define the order of values in every state. Today we must answer the fundamental question: what kind of Poland do we want? A Poland that is just for everyone, or one that is lenient, tolerant of the wicked, bandits, bad people? Do we want a Poland that is decisive, acts decisively against people who have undoubtedly erred and done so cruelly, or a Poland that is lenient, one that permits extremely pathological behaviors? Hence the proposal that we are submitting to this esteemed chamber. At the Council of Ministers, we adopted a draft amendment to the Penal Code, which responds to the needs that PiS has always advocated for. PiS is the political force that has always strived to fight on behalf of the weaker, the wronged, the victim, rather than being tolerant or lenient towards perpetrators, sometimes towards oppressors - stated Prime Minister Mateusz Morawiecki in the Sejm, during the first reading of the draft amendments to the Penal Code.
